What like a minute out of city proper? It's still metro Calgary and is apart of suburban Calgary -- whether or not it's a different municpality. It's like saying Richmond isn't Vancouver.

Yes and No. There's a lot nothing in between Calgary and Balzac, not like Richmond and Vancouver, where there is zero separation.

Rocky View County is a municipality located outside of the City of Calgary, in Southern Alberta. It surrounds the eastern, northern, and western parts of city. The county is part of Calgary's Census Metropolitan Area.

Balzac is a hamlet in the Southern portion of the Canadian province of Alberta, in Rocky View County. It is located immediately west of Queen Elizabeth II Highway, at the intersection with Highway 566, 24 km (15 mi) north of Calgary city centre and 12 km (7 mi) south of Airdrie.

Airdrie isn't right up against Calgary either, but I'm sure people in Airdrie participate in Calgary pretty similar to what Calgarians do. They hang out in Calgary, work in Calgary, buy stuff in Calgary, attend events in Calgary. Just because a suburb is it's own municipality doesn't mean it's independent of the main city (ie Balzac wouldn't function as it is without a major "main" city and it's burbs next to it).

CIM is certainly in the Calgary area, but it isn't in the contiguous urban mass of the City of Calgary and is not accessible from city streets, only provincial highways and rural Rockyview roads. CIM doesn't even have access to Calgary water, they have to pipe it in from the Red Deer river I think. Calgary doesn't have adjacent suburbs like other cities do, like for example Edmonton and St. Albert.
We are surrounded by acreages, rural subdivisions, sour gas wells, and the Tsu T'ina Nation to the SW. There are established towns in the metro area (and some are even in the CMA!), but their boundaries are many kilometres away from Calgary city limits.
Now it is a race between Rockyview and the City to capture the big box power centre market, especially to the east and north, which means just more of the same car oriented unsustainable sprawly development ruining the beautiful countryside.

Edmonton and Winnipeg are practically identical in climate and older neighborhoods. These are two well established cities. The similarities between the two cities in that photo don't surprise me at all.

For those not familiar with Montreal, this area is known as the Faubourg des Récollets, between the very famous Old Montreal (left) and Griffintown (right)
You can see the huge Silo no5 in the back, with Habitat 67 (left) and Farine 5 Roses (right) a bit further.

The Cité Multimedia is within this neighbourhood, with many software/tech companies that moved there thanks to subsidies (that's how the government wanted to revitalise this area).
