The regulators will decide on the 12/24 whether to grant an operating license or order more testing. There haven't been any accidents over the past month, so it's likely THSRC will get the go ahead to commence service in early January.

Chief Executive Officer Ou Chin-der of the Taiwan High-Speed Rail Corp. (THSRC) yesterday issued a written statement to guarantee the safety of the controversial high-speed rail system, stressing that he has joined quite a few major national infrastructure projects and has long stuck to the basic "safety first" principle.
Ou issued the statement to try to quell doubts from various sectors about the safety of the high-speed railway system, and ease controversies concerning when the system start official run.
Ou said that since 2000, the Ministry of Transportation and Communications (MOTC) and the Taiwan High-speed Railway Corp. have invited Lloyd's Register Rail of the United Kingdom to independently assess the designs, civil engineering, equipment installation and run tests of the entire high-speed rail system.
Following six consecutive years of assessment, Ou said, Lloyd's Register Rail already verified in November that all the engineering, installations and tests related to the Taiwan high-speed rail system have met standard requirements for a high-speed rail system.
Lloyd's Register Rail, a member of the Lloyd's Register Group, provides a complete range of services to help manage the safety, functional and business performance of new and existing rail systems and products.
Ou's statement also denied speculations that the THSRC has been plagued by derailment accidents, and stressed that the THSRC has made all-out efforts to improve 33 shortcomings of the island's high-speed rail system.
Also yesterday, Ho Nuan-hsung, Vice Minister of Transportation and Communications said that his ministry will hold the last meeting on Dec. 24 to supervise the operation of the high-speed rail system, and will then determine whether to issue a green light to the official operation of the system.
Ho said that the assessment report to be raised by Lloyd's Register Rail and the opinions from Japanese experts in the high-speed rail system will count most in determining whether the THSRC will be allowed to kick off its high-speed rail system.
Ho said that his ministry and the THSRC will acquaint Lloyd's Register Rail representatives and Japanese experts with all the doubts cast by members of an inspection committee about the safety of the high-speed rail system, and then seek their views on whether to issue the operation license.
He stressed that his ministry won't necessarily issue a go-ahead to the official operation of the high-speed rail system during the Dec. 24 meeting.
At a legislative session held yesterday morning, Ho was bombarded with questions on the safety of the high-speed rail system.
Lawmaker Joanna Lei of the opposition Kuomintang asked whether the transportation ministry dares to allow President Chen Shui-bian to take the high-speed rail system right now if Chen were to travel to his office by taking the high-speed train every day.
Meanwhile, Cheng Wen-tsan, spokesman of the Cabinet, said yesterday that Premier Su Tseng-chang has repeatedly stated that the high-speed rail system won't kick off official operation until after there is absolutely no safety problems with it.
The 345-km railway linking Taipei and Kaohsiung is expected to reduce travel time between Taiwan's two largest cities to about 90 minutes. Construction began in 2000 under a build-operate transfer formula, with total investment reaching an estimated US$15 billion.

Don't be so harsh. It seems to me that delays are quite common with these types of projects. The Taiwanese press really shouldn't be taken seriously. I think a bit of perspective is in order: :)

After 12 years of construction, the Gyeongbu Line (connecting Seoul to Busan via Daejeon and Daegu) and the Honam Line (Seoul to Gwangju and Mokpo) opened on March 31, 2004. Using high-speed track for only a part of the distance (Seoul-Daegu), the new line cuts travel time between Seoul and Busan from 4 hours 20 minutes to 2 hours 40 minutes. A further improvement to a 1 hour 56 minutes is expected in 2008, when the train shifts to run fully on high-speed tracks.
Construction of the second phase linking Daegu and Gyeongju to Busan started in June 2002 and is expected to be complete by 2010.
12 years of construction to date and they're still working on the section linking Busan.

The trainsets were four inches (about 10 cm) too wide to fully tilt, and as a result were unable to achieve the speeds originally intended. 新幹線專家看高鐵:系統ok 人員要繼續加強

交通部晚間同意高鐵通過履勘,重要原因之一是三位日本新幹線專家一致同意高鐵到達通車條件。對此,高鐵總顧問:中華顧問工程司轉述三位專家的說法指出:觀察高鐵這段時間的測試,可以確定日本新幹線系統本身沒有任何問題,發生的事件都是人為因素造成,因此,日本專家建議台灣高鐵加強人員訓練,人員操作的成敗,決定高鐵的安全。(彭群弼報導)
為了找人替高鐵背書,高鐵局透過總顧問:中華顧問工程司請來三位日本鐵道專家:包括齋藤雅男,大澤健以及石村治朗,分別從系統整合、機電以及土木三個方向協助檢視高鐵。17號抵達台灣之後,包括審閱文件,現場勘查,與機電核心系統承包商:台灣新幹線株式會社面談,確認台灣高鐵的維修能力,行控中心的運轉,軟硬體設施,人員訓練,都到達通車營運水準。
至於台灣高鐵日前發生包括擠軌事件,號誌異常等事件,依照日本鐵路的「運轉事故報告基準規程」,都屬於基地範圍內的輕微「運轉阻害」,不影響正線運轉,認為非「運轉事故」。
不過,日本專家對於台灣高鐵還是有一些建議,雖然非常肯定高鐵員工的學習及努力態度,但是他們希望,能夠儘量讓本國籍員工接手,特別是人員訓練,中華顧問工程司崔伯義副總轉述日本專家的看法對於員工的,再訓練加強訓練,大量使用本國員工,是將來台灣高鐵公司可以努力的方向。
崔伯義並且引述日本新幹線大老齋藤的說法表示:以他私人評估,運量增加一倍:38班應該都可以符合安全。
簡單的說,日本專家的看法是:賣給台灣的日本系統是安全的,剩下就要看台灣高鐵的員工,能否安全操作。

南台強震 高鐵自啟煞車防護
高鐵災害告警系統dws會計算四級震度以上區域,啟動自動煞車防護系統。
可承受七級強震
〔記者劉力仁、曾鴻儒、蔡清華/綜合報導〕昨天晚間台灣恆春遭逢百年來的強震,高鐵也接受一次震撼考驗!疾速行駛進行測試作業的台灣高鐵列車,昨晚八點廿七分,列車警告系統偵測到雲林間震度高達四級,雲林以南立即停駛,全面停檢,彰化以北則正常行駛。

當時有一列車在台南至左營間,有二名旅客,台高安排接駁車接運,台灣高鐵表示,高鐵設計能夠承受七級強震,初步檢查後並未發現土建或列車損害。
高縣一橋墩疑似龜裂
不過昨晚近十二點時,有農民通報消防局,高雄縣燕巢鄉瓊林村附近一座高鐵橋墩疑似龜裂,消防局緊急與高鐵聯繫。高鐵表示,已派員前往了解。
台灣高鐵副總賈先德表示,八點廿五分,班次四二八列車從左營出發,八點廿七分列車自動偵測系統(atc)接收到行控中心指揮停駛緊急煞車,由於只行駛二分鐘,速度大約一百一十五公里,三十秒完成煞車。另一列車七點廿五分從板橋出發南下,抵達台中後,八點廿三分從台中出發,八點廿七分碰到地震,又折返台中。還有一列從板橋南下的列車,因雲林以南停駛,也於八時廿五分停在台中。
通車前面臨強震挑戰,賈先德表示,高鐵主要依靠災害告警系統(dws),以地震為例,dws會計算四級震度以上區域,在這個區域內的列車,會啟動自動煞車防護系統,進行煞車。
列車停止後,先斷電對人員進行救援等處置,然後出動工程車、軌道車沿軌道、土建進行檢視,等到確定安全無虞後,再回復正常狀態繼續發車。
當列車以時速三百公里行進時,完成煞車所需距離為六千一百九十公尺,所需時間為一百卅六秒;如果在緊急狀態下,則完成煞車所需距離為三千九百公尺,所需時間為九十秒。
元旦後才會試營運
通過這次強震的考驗,台灣高鐵公司執行長歐晉德昨晚透露,試營運開始時間會落在明年元旦以後,時間最少一週,票價折扣目前尚未定案,但不會低於先前提過的五折;至於事故理賠,他強調不會低於鐵路法規定的二百五十萬。
交部今討論票價
交通部長蔡堆今日將至行政院簡報,除報告高鐵履勘結果,另也會就票價、站區開發、接駁運輸等配套措施提出報告;他表示,交通部今天會討論高鐵票價,在此之前,還是希望台高能重新考量。
由於台高提報的票價,各路線幾乎已經「到頂」,雜費部分,退票手續費高達一成,台高也不願修改,蔡堆因此希望台高票價在團體與散客、尖峰與離峰應有差異。台高則維持希望「尊重市場機制」的態度。

the trains certainly do, but i've never come across any station in tokyo that looks like these- they're more reminiscent of airports than train stations, but that is to be expected when this systems is expected to compete with local carriers :)

Sigh....people in Taiwan are so dumb. I understand they're mad at everything that has gone wrong with this high speed train. But 90 percent of the people don't support it....there are anti-高鐵 groups....Taiwanese people are so f*cking selfish and unsupportive of everything the government does.

I'm tired ...tried ! of ths!
I think that's only a few ppl who are against the current government, so they hate everything "related" to the governemnt. The HSR is with the help of the old and the current government! Some of those ppl hold the media power, so they can set the trend easily. Sisy Chen is one big source of that. Howver, I am immuted to what those Taiwanese Media try to feed me, so althought, I only read news in Kimo and Yam, I can see what's the real "news", and what are the trashes that they try to feed us.
But 90 percent of the people don't support it....
This is BS. Maybe you read some news related to this poll... I think it's one very good example of how some trends are created by some certain groups and news media follow and happily distort.

I do belive the HSR team has a lot to improve, but many things we read from the news are not very fair.
Maybe tomorrow when a report sees a hair on the floor, they will make it a headline news and some political talk shows follow at night to discuss this "major problem" and urge ppl not to take HSR.

測試過期票 電視記者挨罰
〔記者羅正明/桃園報導〕台北某電子媒體記者,昨天刻意利用五日發售的過期車票,測試高鐵桃園站的關閘,結果能進、不能出。記者找站方理論,站方則以蓄意逃票為由,重罰記者兩千三百九十元,創下高鐵開通以來的罰款首例。
被罰的記者強調,他們只是想測試高鐵關閘是否設計不當,並非蓄意逃票,反批站務員服務態度不佳。目擊全程的陳姓、黃姓、徐姓旅客都認為,電視台記者態度有錯。
站方人員解釋,高鐵考量優惠期間有諸多的缺失,特別調整關閘程式,容許錯過班車、尚未用過車票的旅客,仍能通關、搭車,但這名記者有通關、沒搭車,又從同一車站出關,當然會被程式挑出。
雙方爭辯不休,最後闖關記者和另一名文字記者,翻遍口袋湊足罰款後,悻悻然離去。

In contrast to Korea's KTX grand opening roughly 2 years ago, in which the passengers were suffering from nausea, vomitting and up to hours of delay across the cities. So far in Taiwan, other than the computer ticket vending glitch and a few misc. issues, our train is on-time, not a minute late!!! :-)

中天記者觸動警鈴 高鐵要告
中天新聞台派駐新竹的何姓記者因觸動高鐵新竹站的消防警鈴,被警方帶回,他強調誤觸。
中天電視台何姓記者(左黑衣者),被高鐵新竹站方移送警方偵訊。
〔記者許敏溶、蔡孟尚、蕭夙眉、張哲鳴/綜合報導〕中天新聞台駐新竹何姓記者,昨日中午採訪時觸動高鐵新竹站的消防警鈴,並和現場保全人員發生衝突。台灣高鐵公司堅持對記者提告,強調從監視錄影帶可清楚發現,該記者並非誤觸,基於維護公共安全,將依鐵路法、刑法提告,並依民法追究侵權或要求損害賠償。
中天電視台何姓記者昨天下午至高鐵新竹站採訪時,因為觸動消防警鈴,站方維修和保全人員趕到現場瞭解,雙方爆發衝突,過程中何姓記者的攝影機被拍打落地,最後站方將何姓記者送交高鐵警察處理。這也是高鐵通車以來,第一位在站區內涉嫌違法而被移送警方偵辦者。
何姓記者說,他前往採訪前有先打電話通知站方,只是在等候接待時,先行拍攝站區消防栓箱,他看到箱上印有英文字push In(壓下)、pull Down(往下拉),以為這是消防栓箱開關指示,於是依照操作,沒想到因此觸動警鈴。
在場目擊者說,當時高鐵新竹站區警鈴聲大作,維修人員和保全人員都很快趕到現場處理,當時何姓記者並未離開,而且還不斷拍攝,雙方發生口角衝突,後來保全人員還打落記者的攝影機。
記者強調不小心碰觸
站方請來高鐵警察鎮住場面,最後決定將何姓記者與新竹站人員帶往高鐵警務段台中分駐所偵訊。警方表示,何姓記者強調自己是不小心碰觸警鈴,是無心的,因為僅造成旅客、乘客驚慌,但沒導致損失,初步認定沒觸犯公共危險罪。
高鐵局長龐家驊則建議台高,根據社會秩序維護法「無正當理由,擅吹警笛或擅發其他警號」,處以六千元以下罰鍰,不需再對記者提出告訴。
不過台高公共事務處副總經理賈先德表示,不論是誤觸還是蓄意,都有公共安全上的疑慮,他對此事相當遺憾,呼籲媒體不要做錯誤示範。由於台高堅持提告,後續發展值得觀察。
因為採訪引發糾紛,何姓記者昨晚表示,個人不對外發言,一切交給公司和律師處理。而中天新聞部總監廖福順昨天僅說:「不好意思,我們不回應自由時報的問題。」隨即掛上電話。

傳播學者多持批判立場,師大大傳所所長胡幼偉說,不論是以過期車票測試閘門,或觸動警鈴來試高鐵安全系統,所關心的議題都可透過詢問高鐵等單位獲得答案,特別是高鐵安全系統很敏感,「萬一造成列車緊急停駛,其他乘客的權益又是誰來負責?」
「這就好比不能為了測試戲院的安全系統,而在戲院裡喊失火一樣。」胡幼偉說。
世新大學廣電系助理教授管中祥也指出,侵入式的報導方式,的確很有戲劇性,短時間內或許可以刺激收視率,但久了,民眾會懷疑媒體的可信度。管中祥認為,這樣的行為並沒有新聞法規可規範,但既傷害公信力,又有違法之虞,媒體應該三思。
台灣新聞記者協會常務委員鄭榮文表示,高鐵營運狀況備受媒體關注,記者採訪時擅自打開消防栓之舉並不恰當,雖是不慎引發,仍應檢討。
記協常委鄭榮文表示,在受訪者尚未到達採訪現場之前,記者擅自開啟消防栓已錯在先,警鈴大作是難得一見的畫面,記者在第一時間基於職業本能拿起攝影機拍攝,若受訪者勸阻不要拍攝,記者可與對方好好溝通,最後鬧到記者被移送偵訊,可能是溝通過程中出現誤解,高鐵才會「殺雞儆猴」強制移送。建議記者尊重受訪單位,才能有互信互重機制。
