The Treasure Island discussion reminded me of the following site (which refers to plans that have been around for awhile and may be long-abandoned):

There are some interesting proposals for additional ferry routes. Anyone think these are practical? It's hard to say how many people would ride, say, a Berkeley-SF ferry - with buses and BART already existing as options - but it's a neat idea...

I always thought that Suisun City had a ferry terminal, but I guess they don't. There are tons of people that commute from that whole transportation center, and I think a ferry would be a good idea.

In the event of a major earthquake and damage to bridges, ferries might be seen as an issue of national disaster relief/security.
