COXHEATH — A new business hopes to show Cape Bretoners that concrete can add beauty to their kitchens and baths just as well as it adds strength to their walkways and foundations.

In February, Darren Adams opened Stone Image Studio at 364 Keltic Dr., where he uses concrete to create countertops and bathroom vanities that rival more traditional materials in both beauty and design.

Some of the more common items at Stone Studio Image include countertops, vanity tops, floor tiles, fireplace surrounds and coffee tables.

SYDNEY — A reconstruction project will start Monday on the wharf deck in Louisbourg that was damaged during 2010 storms.

The project will continue until the end of August under the direction of contractor Joneljim Construction.

Alexander said commercial fisherman and the local fish plant owners are fully aware the wharf will be closed until the end of August during the construction period, but said pedestrians should also stay away from the work site.

ESKASONI — Eskasoni’s newly established corporate division has entered into a memorandum of understanding with Halifax-based Valard Construction Ltd.

The agreement has been in the works for several months and brings the corporate arm of the Eskasoni band into a close working relationship with Canada’s largest power line and energy transmission contractor. The agreement enables the Eskasoni corporate division to participate in renewable energy projects.

Under the deal, Eskasoni residents will be able to participate in training and apprenticeship programs throughout Canada and be an equal partner in business ventures throughout Nova Scotia.

SYDNEY — Aging safety infrastructure at the J.A. Douglas McCurdy Sydney Airport will be replaced now that funding has been secured from Transport Canada, said Doug Peach, chairman of the airport authority’s board of directors.

At an announcement at the airport Sunday, the federal government will give the facility $363,000 through its Airports Capital Assistance Program to purchase a runway condition reporting system and to replace the airport’s emergency power system.

The airport authority plans to spend more than $5 million in capital improvements over the next year, including up to $1.2 million that will be spent this summer to improve services at the facility.

Among the upgrades will be the construction of washroom facilities for travellers who have cleared security.

The size of the airport will also be increased to allow for the addition of a second security table to make processing passengers more efficient.

MILLVILLE — Members of the public were given a glimpse into an energy project that will link Point Aconi to Newfoundland by way of a 180-kilometre subsea cable.

The transmission will land at Point Aconi and travel overhead roughly 50 kilometres to Woodbine, near Lingan.

The electricity will be converted in Newfoundland to high-voltage, direct current for energy efficiency and then converted back to high-voltage, alternating current at a station at Woodbine.

Salvage company looking for local subcontractors

SYDNEY — The New York-based salvage company in charge of dismantling the shipwrecked MV Miner continues looking for local contractors willing to take part in the massive project.

Bennington Group’s chief operating officer Abe Shah said the company will be interviewing potential subcontractors next week.

SYDNEY — An update on port development at Cape Breton regional council Tuesday raised the possibility of four potential bidders competing to transform the greenfield site into an international container terminal.

Cape Breton Regional Municipality chief administrative officer Jerry Ryan said the two consultants pegged by council at a cost of $10,000 a month to market the greenfield property — Edward Zimney and Gordon Forsyth lV — had spoken with an interested party in Vancouver last week.

John Whalley, the municipality’s economic development manager, also spoke briefly, saying he wouldn’t be surprised if an announcement came at some point during the summer.

With CBRM now in control of the greenfield site, Whalley indicated in an issue paper earlier this month that the municipality should seek to purchase adjacent properties on the harbour bottom, as well as a water lot property that separates the greenfield site from the water.

SYDNEY — A planned merger of the island’s two regional development agencies is expected to be complete next month, according to one Cape Breton Regional Municipality councillor

Dist. 13 Coun. Mae Rowe made the announcement at Tuesday’s meeting of council, noting both the Cape Breton County Economic Development Authority and the Strait-Highlands Regional Development Agency are in support of the transition to one economic development body for Cape Breton by July 26.

SYDNEY — The mask has been lifted from an international firm interested in setting up an iron ore pelletization plant at Sydney’s former steel plant site.

According to media reports, Severstal North America is considering a Sydney location that could one day employ as many as 700 people.

On Wednesday, Cape Breton Regional Municipality economic development manager John Whalley was quoted in a Halifax Chronicle-Herald article as saying that Severstal is considering investing several hundred million dollars in Sydney.

Whalley also said the municipality was considering a significant reduction in the proposed developer’s annual tax burden if the company sets up shop locally.

ESKASONI — The newly minted Eskasoni Corporate Division is quickly gaining momentum in the few short weeks since it opened its doors to the business world.

Last week, Eskasoni Corporate Division signed a memorandum of understanding with Halifax-based Valard Construction Ltd., Canada’s largest power line and energy transmission contractor.

But that’s just the beginning, said Eskasoni Corporate Division general manager Steve Parsons, who has headed up the entity since it opened for business on May 1. Next up is a major project involving renewable, wind-generated power.

SYDNEY — An external board that oversees the provincial Department of Environment’s regulation of the Sydney tar ponds remediation says it is doing so effectively, adding the work is probably more monitored than any other project in Canada.

DOMINION — A plan to stabilize Dominion beach from years of continued erosion was unveiled to community residents Monday.

Armour rock, a connected and extended walking trail, viewpoint stations for birdwatching and replacing a facilities building that often floods are some of the key components of the draft plan, said Harold Carroll, a parks and recreation director with the Department of Natural Resources.

SYDNEY — Cape Breton sheet metal workers, siders and roofers are about to get a local training facility, with construction on the project planned for next month at Sydport.

The land sale process is nearing completion with the owners of Sydport Industrial Park and is expected to be wrapped up next week, said Jack Wall, business manager and financial secretary for the Sheet Metal Workers' and Roofers International Association Local 56. No details of the sale were made available, but tenders for construction of the new building, a joint venture between the union and the Joint Apprenticeship Training committee, are slated to go out the week after next.

Construction of the 8,000-square-foot building is expected to start by late July and the training facility is expected to open its doors in November or December.

LINGAN — An environmental assessment will be the first step in a proposed 9.2 megawatt expansion of the Lingan Wind Farm.

A report by Dillon Consulting of Halifax says the expansion will consist of four, 2.3 megawatt wind turbines, each of which will be 78 metres high at the hub with an 82-metre rotor diameter. The report also says the turbines would be located at least 550 metres from the nearest house, as an internal company policy of the company that owns the turbines.

Pending approval of the environmental assessment, construction on the project is expected to start in mid-winter of 2013, with commissioning in the fall of 2013.

Some of the major projects on Cape Breton this summer include awarding the construction of the sub-grade for twinning an 8.5-kilometre section of Highway 125 from Sydney River to Grand Lake Road.

There are two overpasses associated with this project: the George Street overpass is complete and the one at Alexandra Street is still under construction but is expected to be completed by early fall.

Chisholm said another major project wrapping up this year is the work on the two Little Bras d’Or bridges, including the channel bridge and the railway bridge on the 105.

At a recent Cape Breton Regional Municipality council meeting, the society presented its plans to the municipality, and suggested the possibility of having the Cape Breton Sports Hall of Fame, which currently has no home, to set up in the building, along with the Old Sydney Society, the downtown farmers’ market, the Whitney Pier Historical Museum, as well as the Cape Breton Regional Library.

SYDNEY — Two New Jersey-based consultants hired by the Cape Breton Regional Municipality to market the greenfield site as a future container terminal pier will be reviewing at least four proposals from parties interested in developing the Sydney harbour property, the Cape Breton Post learned Tuesday.

Marine consultant Ed Zimny and Gordon Forsyth, managing partner of marketing firm BSY Associates Inc., are being paid $10,000 a month by CBRM, with a total budget of $150,000, to find one or more investors interested in transforming the site into a container terminal able to accommodate the largest ocean-going vessels.

Zimny said talks remain in the preliminary stage.

SYDNEY — Nova Scotians are being asked for their input on Maritime Link, a subsea cable project that will bring hydro-electricity into the province from Newfoundland and Labrador.

The public is asked for feedback on draft regulations have been developed as part of a review of the project by the province’s Utility and Review Board.

SYDNEY — Championing a rail plan without jeopardizing the Donkin coal mine requires kid gloves, says John Morgan, mayor of the Cape Breton Regional Municipality.

This week, outgoing Donkin project partner Xstrata submitted plans to transship coal by barge in its 85-page environmental impact statement submitted to the federal Canadian Environmental Assessment Agency.

Project partners, including Dartmouth-based Erdene Resources, are planning the construction, operation and decommissioning of a 25-30 year underground mine at an existing mine on the Donkin peninsula.

SYDNEY — Fans of hard ice cream will have a new place to find their favourite treat when Luscious Licks opens its doors at 270 George St. next week.

The new business will start with 10 flavours of hard ice cream and two flavours of yogurt. Customers will have the option of rolling their ice cream in a number of toppings such as toasted coconut and candy sprinkles, referred to as “lickers” by owner Nadine Sampson.

As well, she said, Luscious Licks will be offering hot chocolate, tea, pop, water and other treats such as jumbo cinnamon rolls and muffins.

SYDNEY — The Cape Breton Regional Municipality needs to revise its self-image, focus on positive developments in the local business community and work to diversify the economy.

And those things need to be done under the leadership of the region’s mayor, mayoral candidate Owen Fitzgerald heard Thursday as he held a roundtable discussion with about a dozen local business people at the Sydney Marine Terminal.

Fitzgerald said that while potential development of the port — including a much-hoped-for container terminal — is important, the region can’t put all of its eggs in that basket and should actively pursue and support other ventures.

While I agree with the sentiment that Mr. Fitzgerald is expressing, and while I'm not a huge fan of Mr. Morgan, I have a hard time being confident in Mr. Fitzgerald as a mayor for the region.

According to Morgan, in order to roll out a new, community-centred governing body for the port of Sydney, that body must be financially independent.

This I agree with Morgan on. The area needs to gain control of the harbour bottom so it can start keeping the $500,000/yr current fees collected (and growing if we see development of the port) instead of sending those fees to the government in Ottawa.

PORT MORIEN — A municipal councillor says a road on the Marconi trail might lead tourists to Port Morien, but it won’t bring them back.

Dist. 2 Coun. Kevin Saccary said the No. 6 Mines Road, also known as Long Beach Road, is in deplorable condition.

SYDNEY — Department of Transportation officials are still determining exactly how the project to replace the Sydney River bridge will proceed.

Department spokesperson Steve Smith said Friday that a lot of planning goes into a project of this size and design specifics are being finalized before a tender for the construction of the new bridge goes out.

The current 130-metre Sydney River bridge was built in the late 1950s. The construction of a new bridge is expected to take two years.

Each year, upward of $500,000 in shipping fees and taxes are collected in Sydney and sent on to Ottawa. In contrast, the Halifax Port Authority collects an estimated $1.5 million each year in fees and taxes from the ships that pass through, and this money stays in Halifax to enable further port development.

When the Cape Breton Regional Municipality approached Transport Canada about the possibility of establishing an independent port authority, it was told that it didn’t qualify, in part because it did not own the land around the harbour.

Hence the importance of the greenfield site purchase. The purchase represents one important step toward a more encompassing and sovereign port governance model, which will enable the community to work with businesses here and abroad to achieve an attractive and sustainable context in which both prosperous harbour-based ventures and the community can flourish.

SYDNEY — The roar of thousands of motorcycles will be heard starting Friday and throughout the upcoming long weekend in Cape Breton.

The fourth annual Cape Breton Bike Fest will welcome as many as 10,000 motorcycle enthusiasts from across the continent over the four-day festival.

There were about 8,500 participants in 2011, said bike fest organizer Leah Boyd.

GABARUS — A group advocating for the replacement of the Gabarus seawall is encouraged by a Cape Breton senator’s pledge to intervene in the matter.

Sen. Michael MacDonald met with the Friends of Gabarus on Friday at the request of Cape Breton West Tory MLA Alfie MacLeod.

The federal government has yet to act on a request for funding despite a provincial coastal hazard assessment report detailing the seawall’s deficiencies.

A jurisdictional issue must be settled first with the federal Department of Justice to determine whether it’s the responsibility of Fisheries and Oceans or the Public Works department.

SYDNEY — Cape Breton’s unemployment rate stood at 13.4 per cent in July, down 1.4 per cent from a month earlier, according to figures released by Statistics Canada Friday.

That compares with a rate of 13.7 per cent in July 2011.

The size of the labour force grew from 64,600 in June to 65,900 in July. There were 57,100 people employed in Cape Breton in July, compared with 55,500 a month earlier. The labour force participation rate in July was 59.4 per cent, up from 58.3 per cent in June and an increase from the rate of 58.2 per cent that was seen in July 2012.

SYDNEY — For the record, young Owen Rolls will go down in history as the first person to ceremonially cross the new Ferry Street bridge.

He was given that right Saturday and a police escort after his name was randomly chosen from a list of entrants in a childrens’ recyclable boat-building challenge organized as part of the bridge opening ceremony.

While many on hand for the celebration saw the bridge as a symbolic milestone in the cleanup of the Sydney tar ponds, his mom is simply glad to have a safe and efficient roadway available again.

SYDNEY — Work on a new fire station to replace the demolished Ashby station and the aging Whitney Pier station is expected to get underway early in the new year.

A request for proposals for a design consultant closed Friday, said Brent Denny, Cape Breton Regional Fire Service deputy fire chief, with three companies having submitted tenders.

MEMBERTOU — A funding announcement is expected today that will better link the Membertou First Nation with the provincial highway system.

A sod-turning will take place at the site of the future Highway 125 interchange at the end of Tupsi Drive in Membertou.

Premier Darrell Dexter and Aboriginal Affairs Minister John Duncan will be on hand to announce provincial and federal funding.

CBU researchers receive national grants

SYDNEY — Two Cape Breton University projects focused on cultural preservation have received national research grants.

Marcia Ostashewski was awarded nearly $183,000 from the Social Sciences and Humanities Research Council of Canada to build a web portal that will address the gap in the province’s historical and heritage interpretation regarding ethnocultural groups.

The aim of the project is to classify existing and emerging research that explores Cape Breton’s Eastern European antecedents beyond its more familiar Scottish and Acadian characteristics. The web portal is a joint initiative between CBU and the University of Alberta.

GLACE BAY — The first energy self-sufficient townhouse units aimed at keeping seniors in the community should be ready for occupancy by October.

Luciano Lisi and his wife Christine Kavanagh, owners of the New Aberdeen Garden Townhouses in the New Aberdeen neighbourhood of Glace Bay, broke ground on the project more than two years ago.

With the use of wind, solar and geothermal energy, the costs to heat and run electricity will remain stable in the long run, Lisi said.

MEMBERTOU — Membertou broke ground on a project that will link the community to the province’s highway and nearby reserve lands.

Digging a shovel into the ground on Wednesday was a symbolic gesture, as construction has already begun on the $7-million interchange to be built at the end of Tupsi Drive near Maliktuk Court.

Membertou owns land south of Membertou, on the opposite side of Highway 125. As part of Paul’s 15th consecutive term, he promised to build 125 homes over the next five years.

In 1995, Membertou was operating on a $4-million budget with a $1-million operating deficit and had only 37 employees on staff.

According to its financial statements from March, Membertou has more than $27 million in net assets and has employed up to 800 people, depending on the time of year.

“When Membertou asks the government to participate in funding, they do their homework,” said Aboriginal Affairs Minister John Duncan. “Part of their business case is a return on investment of about 18:1. Our normal hurdle for infrastructure investments in regard to expanding business is 5:1, so this is more than three times as good.”

ESKASONI — An expansion project will bring gym facilities to Eskasoni high school students.

On Tuesday, a groundbreaking ceremony was held at Chief Allison M. Bernard Memorial High School, that was attended by Minister of Aboriginal Affairs and Northern Development, John Duncan.

The expansion will see the addition of a regulation high school gymnasium, storage rooms, change rooms and shower facilities. Currently, students and teachers must travel to a different location to be able to use a gym.

NEW WATERFORD — Job postings are going up but the location of a new Department of Justice office in New Waterford has yet to determined.

Earlier this year the provincial government announced plans to relocate three government departments to rural communities, including moving the Justice Department’s five maintenance enforcement offices to New Waterford.

Maintenance enforcement staff in Kentville, Amherst, New Glasgow, Dartmouth and Sydney had until early July to decide whether to relocate.

None of the 23 workers from the four mainland offices chose to move to New Waterford, 19 workers accepted another government placement and four are leaving their positions. The only maintenance enforcement staff members who will transfer to New Waterford are the 11 working in Sydney.

When the New Waterford office opens it will serve the entire province. Department officials have stated that having staff and services in one central location will mean more consistent oversight, more opportunities for staff training and new ways of providing client service.

SYDNEY — Renovation work is underway at the J.A. Douglas McCurdy Sydney Airport but officials expect there will be minimal impact on passengers during construction.

Helen MacInnis, CEO of the airport, said the project started Thursday and is expected to last about six months. The work is part of a $5 million capital improvement plan by the Sydney Airport Authority that will see several areas of the airport upgraded.

According to statistics provided by the airport, passenger traffic at the Sydney airport has grown 25 per cent in the last four years — the passenger count was 139,000 in 2011, up from 91,700 in 2008. The two major carriers operating out of the Sydney airport are Air Canada Jazz, which operates on a year-round basis, and WestJet, which has been offering seasonal service since 2009.

MacInnis said they’re seeing continued growth in passenger numbers in the first half of 2012 and the renovation project will allow them to better serve their growing customer base.

SYDNEY — The work that will define the future use of the tar ponds is expected to begin soon.

Dawn MacNeil, who handles contracts for the Sydney Tar Ponds Agency, said three proposals were received to carry out redevelopment construction on the former steel plant properties.

SYDNEY — The final but very important steps that will turn a neglected park space into a vibrant community playground will be taken Thursday, Friday and Saturday in Sydney’s historic north end.

The efforts to refurbish the former Louisa Street playground are guided by a group of dedicated community volunteers known as the Northend Park Project Society.

Over the past year the group has been raising funds and co-ordinating volunteers with a goal of reviving the park at the end of DesBarres Street.

SYDNEY — A Cape Breton University research chair has received $1.5 million in federal funding to encourage aboriginal students to pursue business and to conduct research specific to aboriginal business.

Labour Minister Lisa Raitt announced Thursday that Enterprise Cape Breton Corp. and Aboriginal Affairs will provide $750,000 each to the Purdy Crawford Chair in Aboriginal Business at the university.

Keith Brown, who is leading the research chair, said the initiative benefits not only aboriginal people in Cape Breton and Nova Scotia, but aboriginal students from across the country.

Currently, CBU is considered Atlantic Canada’s leader in aboriginal post-secondary education with more than 500 aboriginal graduates holding degrees.

SYDNEY — Volunteers replaced two rusty slides and an old swing at the end of a dead-end street in the north end with a vibrant park Saturday.

Over 100 volunteers put their work gloves on for build-it day at Louisa Street Park at the end of Desbarres Street.

It was the end of a year-long effort by the Northend Park Project Society to refurbish the park by adding benches, picnic tables, fitness equipment and countless objects for children to climb on, in and over.

SYDNEY — Cape Breton’s Polish community celebrated its heritage in dance, food and music Sunday at the small church that was saved from imminent closure.

Word from the Diocese of Antigonish went out earlier this year that St. Mary’s Polish Church and several other churches in the area could close as early as July. However, after public concern and details of the celebrations emerged, St. Mary’s was granted a reprieve.

St. Mary’s will be celebrating its centenary next year, culminating on Sept. 8, 2013, when the congregation will mark 100 years to the day the property was turned over from the Szelak family and transferred to the Diocese of Antigonish as the trustee for St. Mary’s Polish Parish.

Sweet! That's one place I didn't get to visit while I was home. Hopefully it'll be nice and new next time I'm home, next summer at the earliest.

NORTH SYDNEY — Canada Post plans to close its office on King Street that handles undeliverable mail from across Canada, with the exception of Ontario.

“They came like thieves in the night, brought everybody together and blindsided us with this, no consultation at all,” said Gordon MacDonald, president of the Canadian Union of Postal Workers (CUPW) Breton Local 117. “This place has been here for 10 years, since they closed the former North Sydney terminal operation that handled the Newfoundland mail that was moved to New Brunswick.”

Ten workers are affected, eight with the Public Service Alliance of Canada and two with CUPW

SYDNEY — Additional millions of dollars may be needed to fill in two large ponds that have formed at the site where more than 4.5 million cubic metres of seabed material was dumped during the Sydney harbour dredge project last winter.

The $37-million dredge was to have a two-prong effect when it was completed in January — deepen the channel into the port allowing the largest ocean-going vessels access, then use the dredged material to reshape harbour frontage at the Sydport Industrial Park to create an extra 175-acre parcel of land that could one day accommodate the development of an international container terminal.

Cecil Clarke has the potential to be a good mayor, but his political history and quest for the limelight makes me worry he'd take whatever upper governments would throw him without regard for what it might do to the area just so he can get another nomination for a federal election. If he does become mayor, I hope he proves me wrong. Rankin MacSween is a successful businessman with a long track record of fighting for the community. That's just my humble opinion on it.

Wouldn’t a potential developer be disconcerted by looking at an obviously incomplete foundation for a potential container terminal, especially given that the community understood that the $37-million dredge was sufficient to truly extend the 320-acre greenfield site by 175 acres?

The key stumbling block to leveraging its location and attracting further investment was identified as the harbour’s draft, at 11.9 metres. Sydney was simply unable to accommodate the world’s modern and increasingly super-sized fleet. The access channel required deepening, and the story of how dredging came to fruition is well-known.

And expectations in some quarters remain high for developing a container terminal at Sydport’s greenfield site. Whatever the eventual outcome for the greenfield site, the CDF has reduced the future development costs of a deepwater marine terminal by a minimum of $25 million, with or without the “ponds” that were featured in the referenced articles.

At the risk of answering questions that haven’t been directed to me, let me suggest the following in response to those presented by the editorial. “Who’s responsible for an incomplete project?” If the question relates to the CDF, the answer is no one, because that project is complete. “What’s the best way to fix it?” Answer: the CDF doesn’t need fixing, it needs a developer to complete the task of construction just as we expected. “Who’s going to pay for it?” Answer: see above.

Perhaps our energy could be better spent on questions that really matter to the future of the port, like the need for a governance structure, future ownership of the seabed, and how we might repatriate harbour dues to the community’s benefit.

When we were working on the story referenced by Sydney Marine Group chairman Jim Wooder on the opposite page, we attempted to contact Wooder for his take on the water-covered disposal field adjacent to Sydney harbour’s greenfield site.

At the end on his letter, Wooder answers “questions that haven’t been directed to me ...” We wanted to ask Wooder those questions, but he wasn’t available. And the answers he provides in his letter do prompt more questions.

On Friday afternoon, Wooder granted a rather lengthy interview to CBC Cape Breton’s afternoon radio show “Mainstreet,” which left one with the impression that things were hunky-dory, both with how the disposal field was designed and how the design was executed.

We haven’t been convinced that everything is hunky-dory. But Rogers told the Cape Breton Post on Wednesday that the ports corporation will meet with federal and provincial government representatives on Monday to review an engineering report of the site. Ideally, the report and how it’s interpreted by those at the meeting will provide more answers.

Jim Kehoe, who as president of Laurentian Energy Corp. oversaw the sale of the greenfield site from Laurentian to the CBRM, essentially answered “no” to both those questions, claiming the disposal field berm was extended too far for the amount of seabed material dredged. If that’s true, did the disposal field have to be as big as it is?

In his letter, Wooder basically says that the disposal field as it exists will save a future developer $25 million. But if some party is interested in developing the site, will they be on the hook for millions more because the disposal field’s predetermined area was unnecessarily large?

We’ll keep digging.

SYDNEY — The Sydney Ports Corp. said Tuesday the $37-million Sydney harbour dredging project was completed to engineered specifications that required the navigational channel to be a minimum depth of 16.5 metres.

In a statement, Sydney Ports Corp. treasurer Aubrey Rogers said “independent surveys have confirmed the depth of the navigational channel and that the elevations within the (contained disposal field) are at a minimum elevation of 1.4 metres above high-tide levels for Sydney harbour.”

He indicated the two large pools of water that formed on the disposal field earlier this year, causing the drowning of two deer, were the result of rainwater accumulation and surface runoff from the greenfield site.

SYDNEY — Residents will get a better view of the marketing strategy for the greenfield site as the future container terminal location under a municipal government led by Cecil Clarke, the mayoralty candidate said Thursday in outlining his port development platform.

Clarke is calling for greater transparency on the port development file by making all reports, documents and other correspondence on port issues, in particular the marketing of the municipally owned greenfield site, public at the Cape Breton Regional Municipality Civic Centre and posted to the CBRM’s website.

Clarke said he’ll work in an “open and transparent manner” to achieve consensus on a port governance model with council, the Sydney Ports Corp., and all port-related companies, and the senior levels of government to create jobs and new investment.

Opportunities for the port such as expanding economic opportunities to increase commercial traffic through Marine Atlantic, strengthen relationships to benefit from the national shipbuilding strategy, and pursuing the extension of the Sydney Marine Terminal pier to allow more than one cruise ship to dock at the same time would also be examined.

SYDNEY — Maximizing local benefits will be the key concern in future development of the port of Sydney, two candidates for mayor of the Cape Breton Regional Municipality say.

In light of Cecil Clarke’s release this week of his platform on port development, The Post contacted the three remaining candidates in the mayoral race for their views on how future work at the port should proceed. Candidates Rankin MacSween and Wilf Isaac agreed to grant interviews. Elizabeth Barrie underwent jaw surgery last week and declined an interview but provided a written statement. The remaining candidate, Glenn Jessome, did not respond to an email requesting comment Friday.

“To expect multi-millions more of the taxpayers dollars to finish the port is ludicrous,” she wrote. “The dredging has left part of our harbour inaccessible. To finish the port to completion would over burden the citizens of the CBRM.”

BADDECK — Cape Breton Explorations’ CEO says they will be ready to break ground next spring on a $36-million, six-megawatt biomass plant in the Harbourside Commercial Park.

Luciano Lisi announced his company’s plans during the Cape Breton Partnership’s investment summit in Baddeck Thursday. He said the financing for the project is already in place.

It is to be built on a six-acre property in the park.

The traditional method is to burn biomass in a boiler to generate steam to turn a steam turbine generator. Lisi’s project would use the gasification method and would involve the use of two anaerobic digesters to generate methane gas.

SYDNEY — An increase in full-time enrolment this year at Cape Breton University comes as no surprise to Keith Brown, the school’s vice-president external.

Brown said Monday that some 10 years of concentrated marketing by the school are paying off as enrolment jumped this year by 4.6 per cent, with the largest percentage increase coming from international students whose numbers this year shot up 17.6 per cent.

CBU receives nearly $230,000 to build new language lab

SYDNEY — Cape Breton University has been awarded almost $230,000 to construct a new lab to study emotion, cognition and human language development.

The funding comes from the Canada Foundation for Innovation and the provincial government. Each contributed $114,895 to the project. Additional support will be provided to bring the total value of the project to more than $287,000.

SYDNEY — An agreement between Nova Scotia Community College Marconi campus and the Sydney and Area Chamber of Commerce will give area businesses access to the expertise of the college.

The memorandum of understanding signed Tuesday will see the campus actively partner with small- and medium-sized businesses to provide them with specific training opportunities.

SYDNEY — Cecil Clarke’s large, convincing win in Saturday’s contest for the mayoralty of the Cape Breton Regional Municipality took at least one fervent observer by surprise.

From the moment the electronic advance polling numbers were released at 7:01 p.m., it became apparent a Clarke victory would be decided early on in the evening.

Fifteen minutes after the polls had closed, CBC declared Clarke the winner.

Clarke sets date for swearing-in ceremony

SYDNEY — Cecil Clarke began the transition to the mayor’s office Monday by setting the date for the new council’s swearing-in ceremony, in consultation with the chief administrative officer and municipal clerk.

It will take place on Nov. 5. A time and location have yet to be determined.

Clarke spent much of the day meeting with municipal staff and setting up private one-on-one sessions with the dozen councillors elected Saturday.

Among Clarke’s plans to rejuvenate economic development in the CBRM is the adoption of a charter similar to one the Halifax Regional Municipality has.

SYDNEY — A Sydney-based gaming developer is expanding its technology further into the United States.

Techlink Entertainment announced Tuesday that the Ohio Lottery has granted the company a licence to provide video lottery terminals in the state of Ohio.

The licence comes on the heels of announcements of the company’s gaming licence and subsequent contract for placement of VLTs in South Dakota.

SYDNEY — New renovations and new stores are expected to increase traffic and bring new jobs to the Mayflower Mall.

The largest mall in Cape Breton is in the midst of the fourth stage of its renovation plan that will see the replacement of flooring from Mayflower Dental Centre through to the food court. New ceilings and a skylight are also part of that plan.

MEMBERTOU — Membertou is once again leading the way for First Nations communities.

Membertou was the first First Nation in Canada to build a new home using the fund’s credit enhancement program and is the first First Nation community to complete a renovation through the fund.

In 2002, Membertou also became the first aboriginal government in the world to become ISO 9001 certified.

Membertou policy co-ordinator Jennifer Martin said that while only one new house has been financed by the fund, more construction is already underway.

Flaherty was in Cape Breton Saturday to hold an economic roundtable with officials from Cape Breton University’s Shannon School of Business as well as local business leaders. He also took part in a ceremony honouring his aunt, who played a key role in the early days of the university.

SYDNEY — This season was the best ever for cruise ship business at the port of Sydney, the manager of cruise marketing and development for the Sydney Port Corp. says.

There were 60 visits by cruise ships scheduled, with only two to date cancelled due to poor weather, Bernadette MacNeil said. Last year, 10 visits were cancelled due to poor weather.

This season was due to come to a close Monday. Now, however, it is expected to end Wednesday when the Emerald Princess, which postponed its scheduled Monday stop due to weather, is expected to be in port.

ST. JOHN’S, N.L. (CP) — The government of Newfoundland and Labrador will release revised cost estimates for the proposed Muskrat Falls hydroelectric project on Tuesday.

When the government announced an agreement two years ago to proceed with the development, it estimated it would cost $6.2 billion.

But Premier Kathy Dunderdale has recently said the updated cost estimates will be higher.

Sisters open Wells Craft Supply in Membertou

MEMBERTOU — Native crafters who have had to order supplies online or travel to shop in other communities now have an outlet closer to home.

Earlier this month, sisters Lynn and Dawn Wells opened Wells Craft Supply, which is located at the Membertou Trade and Convention Centre. It offers all manner of beads, feathers and other supplies needed to make traditional native crafts.

^I would love to see this happen and hopefully be successful enough to expand to a park-and-ride on the Westmount side with a transit-hub connection on the Sydney side. The ferry would come in very handy when the Sydney River bridge gets replaced, which judging from the tone of the NSTIR rep in the last news story about it, is likely to happen sooner rather than later. Also I think the locations for the terminals are pretty much spot on, and likely wouldn't move too far on either side if new terminals are ever needed for the service in the future.
Westmount (~3500 to 4000 population suburb) currently has no transit connection to Sydney, and neither does Coxheath (~2500 to 3000) though this plan would not help Coxheath commuters. On a related note, TCB needs to look into the viability of routes for suburban commuters.

ST. JOHN’S, N.L. (CP) — The proposed Muskrat Falls hydroelectric project remains the most viable option to meet Newfoundland and Labrador’s future energy needs, Premier Kathy Dunderdale said Tuesday even as her government raised its capital cost estimates for the development by $1.2 billion.

The megaproject in Labrador is now forecast to cost $7.4 billion, up from the $6.2 billion the government believed it would cost when it announced plans two years ago to build it.

Going to get around to a full update later this week (hopefully), but for now I just wanted to mention that Google Streetview has finally released images beyond the few highways they had before, most if not all of Sydney (and possibly CBRM) is covered now. Haven't had a chance to look closely yet, but noticed the greater coverage and wanted to pass it on.

In Mayflower news, new retailers include Bootlegger, Boathouse, Quilts Etc, and Bizou are all open or opening soon. :cheers:

ST. JOHN’S, N.L. — An arm’s length study says that using large-scale wind power for Newfoundland and Labrador’s future energy needs would cost much more than Muskrat Falls.

The study by Manitoba Hydro International says wind and thermal energy generation would cost about $3.5 billion more over 50 years than the proposed Labrador hydroelectric development.

SYDNEY — Cape Breton companies hoping to cash in on the $33-billion-plus navy shipbuilding contract were offered a simple piece of advice Friday: sign up or lose out.

That was a central message delivered during a supplier development information session held at the Membertou Trade and Convention Centre.

Halifax's Irving Shipbuilding and Vancouver's Seaspan Marine were awarded the federal contract last year to build a total of 28 combat and non-combat vessels for the navy. Both contracts, plus another $2 billion for smaller vessels, which has yet to be awarded, are expected to reach over $35 billion.

Participants at the Membertou session were told that in order to have their companies considered in the supplier chain, they first have to register with Irving.

SYDNEY — Three Cape Breton companies are among 46 from across Nova Scotia that have received funding through a provincial government productivity and innovation voucher program.

B.W. BioEnergy Incorporated, of Sydney, and Stomp Labs Inc., of Sydney, and 30 other companies have received first-tier vouchers, worth up to $15,000 for applied research, engineering services, prototyping, product design, field-testing and other help from Nova Scotia’s academic institutions.

Each year, the magazine publishes a comprehensive guide to MBA programs, including profiles on selected universities and a number of stories, tables and image galleries. It was the fourth time in five years that CBU’s MBA made the guide.

SYDNEY — Cape Breton Regional Municipality Mayor Cecil Clarke agrees with the Federation of Canadian Municipalities that long-term plans must be ironed out with the federal government in order to deal with costly infrastructure needs.

Among the recommendations is a 20-year plan to give cities the stability to sketch out infrastructure repairs and replacements, with five-year reviews to examine progress.

The Federation of Canadian Municipalities is also seeking renewal and improvement of the Gas Tax Fund and the Building Canada Fund and the prioritization of projects to meet new federal wastewater regulations.

It’s expected that federally imposed wastewater upgrades will cost the CBRM an estimated $400 million.

MEMBERTOU — Cape Breton’s first public electric vehicle charging station is up and running at Membertou Market, and for the next 12 months motorists will be able to recharge their vehicles for free.

Admittedly, that should be a rare sight for the time being. But while there are only a handful of private electric cars in the province, about 50 in the entire country and 2,500 worldwide, an increasing awareness of the need for sustainable and clean energy should lead to the electric car becoming the wave of the motoring future, said Christopher Misch, vice-president of business development for charger installer Sun Country Highway.

SYDNEY — Taxpayer money spent on a Ben Eoin marina is protected through the ownership arrangement with the project proponent, says an Enterprise Cape Breton Corp. official.

Gerard Shaw, ECBC director general of property development, said the Crown corporation will own the facility and lease it to a community group.

Last month, ECBC announced it will provide a $4-million grant toward the Ben Eoin marina development, which is intended to further enhance the area’s status as a four-season recreation complex. The total cost of the project is $4.8 million. Ben Eoin is also home to The Lakes golf course and Ski Ben Eoin.

SYDNEY — Housing sales in Cape Breton were up slightly from September to November, compared to 2011, according to data released by the Nova Scotia Association of Realtors through its Multiple Listing Service system.


Sales in Cape Breton were up by 1.2 per cent during the period, while listings were up by seven per cent. Prices in the region were up by 0.2 per cent. The average price increased by 0.2 per cent.

SYDNEY — The Cape Breton Regional Municipality is expected to know by the end of February whether it will receive an offer to develop a large-scale container terminal in Sydney harbour.

In late summer, CBRM managers changed the design of a proposed shipping hub at the Sydney port to make the project more efficient.

A locally developed electronic mapping and permitting registry system is making life easier for those involved in Saskatchewan’s mining exploration industry.

It’s called eMAPR and for the past few years, a core group at AG Research in Sydney has been working on the project. AG Research is a Nova Scotia-based software development and IT services company. Each eMAPR is localized for each area it is to serve. The one in Saskatchewan is called the Mineral Administration Registry Saskatchewan (MARS) and was launched earlier this month.

MEMBERTOU — If Highway 125 between Alexandra and George streets seems busier than usual with lots of heavy equipment digging up the side of the road, Bill Bonnar has the answer.

Bonnar, who is with Membertou Development, said it’s because of work being done on the $7-million interchange being built at the end of Tupsi Drive near Maliktuk Court.

Membertou broke ground back in August on the project, which will link the community to the province’s highway and nearby reserve lands. But in addition to those links, it will also improve access to other locations as well, said Bonnar.

SYDNEY — The Royal Cape Breton Yacht Club is selling its five-acre property on the Esplanade in Sydney to Enterprise Cape Breton Corp., and the club is moving out of Sydney harbour after operating there for more than a century.

The sale price is $280,000 and it is set to close Friday.

The club will merge with the Ben Eoin Marina while the existing marina and berthing piers on the Sydney waterfront will be maintained. Negotiations are ongoing to keep the club’s royal charter in Cape Breton.

ECBC has no immediate plans for the land but it is adjacent to land it already acquired jointly with the Cape Breton Regional Municipality. ECBC spokesman D.A. Landry referred comment over the yacht club deal to the club. Cormier said it’s his understanding that ECBC intends to tear down the clubhouse at some point to allow for future development.

He said the club turned to ECBC because it wanted to see the marina and boathouse remain, and ECBC agreed.

The 4,800-square-foot building is structurally unsound and in need of about $2 million in repairs.

SYDNEY — Organizations and businesses involved in growing the port of Sydney have been invited to the Cape Breton Regional Municipality’s port summit Feb. 21-22 at the Joan Harriss Cruise Pavilion.

The summit was part of Cecil Clarke’s successful campaign for mayor and addressed again during his swearing in ceremony in November.

SYDNEY — A heritage advocate is calling on Enterprise Cape Breton Corp. to show imagination and vision when dealing with the future of its newly acquired Royal Cape Breton Yacht Club building.

While ECBC isn’t commenting about its plans for the property on the Esplanade in Sydney, in announcing the sale of the property Thursday the club’s acting commodore Darrell Cormier said it’s his understanding that the federal Crown corporation plans to eventually tear down the building and use the land for future development.

SYDNEY — Cape Breton Regional Municipality council has agreed to share the cost of a basketball floor for Centre 200, hoping it will attract Atlantic University Sport and Canadian Interuniversity Sport championships.

Paul MacDonald, the general manager of facilities for the CBRM, also raised the possibility of a Basketball Day in Cape Breton, featuring one of the highly anticipated matchups between teams from Cape Breton University and St. Francis Xavier.

MacDonald said that at least in the short term, the AUS and CIS make more sense for the area than pursuing a pro basketball team.

“Not to say that wouldn’t be something that could happen, but I made inquiries of certain business people in the area and there doesn’t seem to be a lot of interest at this time. But, of course, the fact you have a floor, that is one less obstacle.”

The Cape Breton buyer who commissioned the piece carved from a solid block of glass wished to remain anonymous, but the works of Curtis have been commissioned for famous people like former U.S. president Bill Clinton, current President Barack Obama and others.

Island Crystal also has the exclusive right to creations from Eamonn Flynn and Calvin Hayes, as well.

Wheeler ready to roll as new CBU president

SYDNEY — David Wheeler, who was named the next president of Cape Breton University on Monday, called it a perfect fit for his academic and consulting career.

Wheeler will start a six-year term in April after receiving unanimous support in a vote of the board of governors. He will be CBU’s sixth president when he replaces John Harker.

Currently a vice-chancellor for sustainability and executive dean of business at the University of Plymouth in the United Kingdom, Wheeler was the dean of management at Dalhousie University from 2006-2009, and before that, a director and professor in the Schulich School of Business at York University. His academic background also includes the University of Surrey where he researched drinking and recreational water standards for the U.K.

SYDNEY — Saying that heritage and development can co-exist, the Old Sydney Society and the Sydney Architectural Conservation Society are offering to help Enterprise Cape Breton Corp. determine future uses for the Royal Cape Breton Yacht Club.

The societies made the offer after holding meetings this week to discuss ECBC’s recent purchase of the property and its apparent plans to demolish the clubhouse, which is more than 100 years old.

Old Sydney Society president Ken Donovan stressed the groups are trying to take a positive approach to appealing to ECBC.

^Though I agree with your comments on this building, I'll remember this statement the next time a high-rise is proposed on the waterfront. For those not familiar, this property is directly adjacent to the one that was the site of the Dorchester and Spanish Gates proposals that the heritage groups were so vehemently opposed to.

SYDNEY — Cape Breton would become one of six regional economic networks in Nova Scotia if the province accepts the recommendations of a report released Wednesday.

The recommendations to find a new model for supporting regional economic development came from a panel, made up of Cape Breton Partnership executive director Keith MacDonald, Port Hawkesbury businessman Bob MacEachern, Perennia Inc. CEO and panel chair Jo Ann Fewer and Université Ste. Anne president Allister Surrette, that had been asked by the province in July to take on the job.

The new model would bring together government, businesses, municipalities and other groups involved in economic development and would replace the province’s 12 regional development authorities, which will have their federal funding withdrawn in May.

BEN EOIN — Work on several key projects at Ski Ben Eoin continue to move ahead on the hill, just one month out from what’s expected to be the start of the ski season.

The final touches are being completed on a brand new 1.2-kilometre trail for novice skiers, Ski Ben Eoin general manager Kevin MacInnis said.

Another trail that has been closed for the past 15 years called the Government Run, is being transformed into a terrain park for snowboarders. MacInnis said work began on widening the trail this fall.

SYDNEY — Cape Breton area employers expect an upbeat hiring climate for the first quarter of 2013, according to the latest Manpower Employment Outlook Survey.

Survey data reveals that 19 per cent of employers plan to hire for the upcoming quarter (January to March), while 10 per cent anticipate cutbacks, according to Karen Myers, the regional director of Manpower’s Atlantic region.

Another 71 per cent of employers plan to maintain their current staffing levels for the upcoming quarter, according to the survey.
