Paris to scrap ban on high-rise tower blocks

Paris city council on Tuesday moved to scrap a 30-year-old ban on high-rise buildings, a decision that could revolutionise the capital's skyline but which is fiercely opposed by green politicians.
They claim to be green and oppose building tall? I'm tired of these fake-greens.

On Tuesday, Paris city council voted to launch a public consultation on plans to build towers of up to 200 metres at six emblematic sites just inside the city wallsI like that idea. specific sites that will get concentrations of taller buildings, like mini-La Defense.

The 37-metre ceiling was brought in 1977 to call a halt to a string of high-rise projects -- including the Montparnasse tower south of the River Seine -- that were quickly seen as failed experiments in urbanism.
Because it was the height that made them fail in urbanism? height has nothing to do with it.

"This is not about undermining our heritage. But we have to stop thinking that Paris is a museum-city. Paris is not finished... If vertical buildings can enrich the heart of the capital, why deprive ourselves?"Hear, hear!

But others warn that a badly-designed tower can blow apart the social fabric of a neighbourhood.

"Tower blocks ruin the most precious asset of European cities: public spaces," said French architect Henri Gaudin. "They wipe out a whole territory."

Delanoe's plans are fiercely opposed by the French Green Party, who voted against on grounds of energy efficiency.

"Tower blocks are urbanism's equivalent of the four-wheel drive car: flashy machines that devour energy," Green Party councillor Rene Dutrey charged.
Who said anything about 60s style highrise commieblocks and Le Corbousier style urban planning? These guys are totally missing the point!:hell:

Yeh, these fake Green are a problem in Paris, with them the traffic decrease but the traffic jam increase.
They are for the public housing but not inside the bourgeois district so they prefer ghetto as social diversity.... They dream of the Paris of Amelie Poulin :hell:
Outside Paris green are not against high-rises.

Four towers proposed in Massena (13th arrondissement)

The vision to build high-rises in Massena is not but as we learnt few month ago, this area is one where high rises could be build inside inner Paris.
Massena is a big railward vasleland inside the big Paris rive gauche redevellopment area next to the Peripherique in southeastern inner Paris. With Bercy and the redevelopment of the dockland in Ivry, this is maybe the birth of the big eastern business district that Paris lack.

Actually this picture is in Boulevard Massena where the T3 will run.
But I think that extending avenue de France outside the Peripherique in Ivry is a good idea.

The Docks of Paris is a long, thin building built in concrete at the turn of the last century. It was a depot for goods brought up the Seine by barge, which were deposited, and then transferred to dray or train.
The city of Paris launched a competition to create a new cultural program and building on this site. Whether or not to keep the existing concrete structure was a choice left to the participants.
Jakob+MacFarlane opted to retain the existing structure and use it to form and influence the new project.[...]

Sarko's €35bn rail plan for a 'Greater Paris'

A driverless, 24-hour, regional metro system, in the shape of a giant figure eight, will connect Paris to its troubled suburbs by the year 2020, President Nicolas Sarkozy announced today.

M. Sarkozy promised a recession-busting, €35bn investment in new and existing rapid transit systems to help to create a single "Greater Paris" from a jumbled conurbation of 12,000,000 people in the space of 10 years.

"The economic crisis can only be beaten by grand projects," M. Sarkozy said. "There could be no grander project than to create a Greater Paris."

In a speech inaugurating an exhibition of ten architects' visions for a "Grand Paris", President Sarkozy also promised a drive to create a million jobs in the Paris area over 20 years and to build 70,000 homes a year in the capital and its suburbs. He called for a brand new underground station for high-speed, long distance trains at La Défense, just west of the city proper, and the plantation of a new forest near Charles de Gaulle airport to absorb carbon emissions.

There would also be a need, he said, for new "monuments" to rival the Eiffel Tower or the Arc de Triomphe. These would be constructed outside the present city boundary to create the image of a single, dynamic, greener and larger "Paris for the 21st century".

To the disappointment of some, and delight of others, M. Sarkozy side-stepped the anguished question of whether to establish a new political entity for a "Greater Paris", to match Greater London. He said that he wanted to create a "project" for the whole of the Paris area without becoming bogged down in political arguments.

Critics doubt whether a de facto Greater Paris can be achieved without an agreement on eroding the administrative boundaries between the city of Paris (pop 2,000,000) and its surrounding suburbs. President Sarkozy's suggestion yesterday that planning laws should be relaxed to allow the rapid building of new railways, homes and tower blocks also aroused deep suspicions.

The political and economic barriers and poor transport links between Paris and its "banlieues" contributed to the alienation and deprivation which fuelled the suburban riots of November 2005. The British architect Richard Rogers says that he knows "of no other large city in which the heart is so detached from the limbs".

Lord Rogers' team was one of ten invited by M. Sarkozy to put forward suggestions for the development of a "Grand Paris" for the 21st century. The ideas will be on display at the Grand Palais, off the Champs Elysées, from tomorrow.

In his speech opening the exhibition, President Sarkozy promised a ten year programme, starting in 2010 or 2011, to improve rail links between Paris and its two airports and hundreds of satellite towns. He offered Euros 21bn for the "Big Eight": a 130 kilometres (80 miles), driverless, 24-hour metro system in the form of two large loops, joining across the centre of the city.

The northern loop would have a branch to Charles de Gaulle airport and would also – with heavy symbolism - pass through the troubled towns of Montfermeil and Clichy-sous-Bois, where the 2005 riots began. The southern loop would link the centre of the city to, amongst other places, Orly Airport and Versailles. President Sarkozy also promised another Euros 14bn for the extension and re-equipment of existing Metro, regional metro (RER) and suburban railway lines.

And the new proposed red line, how likely is that one? If that one gets built I could se a complimentary figure-8 line lying the other way (with the line thru the Cite going northeast to southwest, if you get how I mean).

Nowaday this area is a industrial wastle land in the edge of the 18th and 19th arrondissements between the Peripherique beltway and the track of Gare de l'Est.

As you see the heigh of the tallest tower (Tour 2) is 200m, not 150m.
150m is the heigh of the second tower (Tour 1).

The Tour 2 of Pont d'Issy towers is the tallest building proposed outside la Defense.
I hope I will more 200m+ or 150m+ tower outside La Defense.

I like that style^ but I think it's not quite there yet in terms of technology. It's not a clear glass wall like in the renders, the structure is istll too visible. Not really a complaint about that building in particular (I do like it), but more against the renders that fudge the truth.

Louis Vuitton yesterday unveiled plans for an enormous £70m glass museum in Paris. If built – and the project has yet to be given planning permission – it will almost certainly be nicknamed the Cloud, although officially it would be called the Louis Vuitton Foundation for Creation. The project has been commission by Bernard Arnauld, president of the luxury goods group Louis Vuitton Möet Hennessy and the richest man in France. He said the building was his personal dream and it was his mission to give the public a chance to discover art. The museum will house permanent and temporary exhibitions of contemporary and classical art and is hoped to open in 2010 at the latest.

-Secondly it is next to Jussieux university. an ugly 60's 70's complex with an (that's right very well renovated) high-rise.

This office building will improve the district more than anything else, I would love see more in central Paris (1st to 11th arrondissements), of course not too much but still more than nowaday.

I agree with Minato Ku, a well designed new building does go well in the old-school urban cores. I wouldn't put 'em in the most genuine historic district(s), but it's not like the whole city is a museum...

The new court hall of Paris could be a 200m tower.
Initially planned at 130m, the autorities decided to increase its height.
This 200m tower will contain 80,000 m² of office space and courtrooms, and will cost more than 800 million euros. It could be completed in 2015.

The Paris new court hall will be in Batignolles devellopment area located in the 17th arrondissement of inner Paris.

The boulevard peripherique or the freeway around paris, an artificial frontier, this administrative frontier between inner-paris and his suburbs, the places near on this urban motorway are the best for building skyscrapers in our metropolis. i hope they will present and build a great tower with a great design by a great architect.

D'ailleurs j'ai une question pour vous les Parisien : Il était prévu de prolonger la Francilienne du côté ouest de la capitale pour enfin boucler la boucle comme on dit. Parcontre j'ai vu dans un reportage il ya trés longtemps que le projet n'avancait pas trés bien puisque les gens râlent que l'autoroute passe sur des terres agricoles... Alors maintenant en 2009 j'aimerais savoir ce qui se passe avec ce dossier !

Paris 19- Entrepôt Macdonald

The longest warehouse of Paris is going to be transformed to welcome housing, companies, businesses and equipments. The mayor of the capital, Bertrand Delanoë, announced on Monday that the warehouse Macdonald, a building(ship) 616 meters long and adding up a surface of 160.000 m2 situated in the XIXth district (the North is from Paris) was going to be renewed.

The project of the architect Dutch coordinator Floris Alkemade plans " 1.000 housing among which half social, a tree nursery of companies and the public equipments " such as a day-nursery(crib), a school, a middle school(college) and a gymnasium, detailed(retailed) Bertrand Delanoë. It is also planned to build in front of the building a station of the RER E EOLE, and a stopof the future tramway T3 which will circulate in the middle of the warehouse, under a footbridge. " It is a considerable, innovative project, we can speak about 'sewing' to move closer to districts. It was necessary for the South of the ring road(peripheral) of real housing, real businesses "

I'm no fan of the type of urban planning, I prefer the old streetgrid approach. However on a small island and with basically just event venues I kinda like it. It has to be combined with great architecture though, and that's what that concert hall is! Love that night render.
