Is there some kind of rule of thumb for a high rise structure construction?
I assume a big difference in the price of 2 buildings would be in the finition of it, but for the basic structure, is there some kind of guidelines/approximation that can be made?

Construction pricing is also highly variable depending on the cost of land, local labour & materials, methods used, location, etc.
There are also published data in the R S Means publications that give more detailed breakdown, although are really only useful for North America. Check your local technical library to see if they have current copies.
