I plan on making it out to San Diego for a few days sometime in July and I'd like some suggestions on which parts of town to check out. I will most likely not have a car so walkability or access to mass transit would be great.
I also want to make a trip out to Tijuana. Any recommendations in terms of when to go, shuttles/busses, etc.? Is it worth going to in the first place?

You can take a trolley all the way down to the border and walk from the trolley station to the border, it's like a 5 minute walk.
You should definitely go to a Padres game at Petco Park if you enjoy sports, it's quite a unique experience.
Oh, what part of town are you staying in exactly? That might help a little more.;)

^Not a bad place to stay. ;)
If you are into museums and stuff like that, you can catch a bus to Balboa Park.
Beaches are accessible by bus.
If you want a great view, head over to Coronado, which can also be accessed by bus, or you can walk to the ferry docks on the downtown waterfront and take the Coronado Ferry across.

I'm going to be staying in the gaslamp district as well and I was wondering how frequently do the busses run? I'm gonna want to hang out at Mission Beach some days. should I get a car? Thanks.

Busses run all night, and it is a good idea to take them to Mission Beach, as it will probably take you at least an hour to find a parking spot in the summertime.
