Natural ventilation might work in Hawaii or Venice or any place where the air never gets too humid. But in nyc the problem is usually the humidity even when temperature drops into the 70's during summer the humidity is so high that it's uncomfortable.

As a quality of life thing windows that open are a must. I had 3 offices in the traders building in Chicago (175 W Jackston) - before the rehab - and the opening windows were great - fresh air can be very invigorating.
They also play hell with the building HVAC - in the SantaFe building the windows also openened, but to do so was to invite a quick, and none to pleasant, visit from the building engineers.
I have spent the last decade plus working in buildings that looked really nice from the outside ( 750 N LSD, 321 N Clark, 440 S LaSalle, UNITRIN ) but lacked windows that opened. I have sorely missed the fresh air, although it does provide a great excuse to go out "for a cup of coffee". Now the goofballs in finance (who we share a floor with) have discovered Clorox Antiseptic Towels and the smell of Chlorine is unbearable.
