Lotte Should Tackle Flight Safety, Other Thorny Issues

The Lotte Group, one of the nation's largest conglomerates, is likely to realize its long-cherished dream of building a 555-meter-tall skyscraper in southeastern Seoul. On Wednesday, the Lee Myung-bak administration took a step toward giving the go-ahead to the 1.7-trillion-won mega project. That is, it has changed its previous position against the plan in a move to end 14 years of a conflict of interest between business and national security.

Industrial sources predicted that Lotte might break ground as early as March, anticipating a fast government decision. However, the decade-long controversy over business favors for the family-run chaebol at the sacrifice of the public good will not die down easily. Over the past years, the government had turned down the building plan for security reasons. Still at stake is the safety of aircraft flying in and out of Seoul Airport in Seongnam, Gyeonggi Province, which is too close to the planned 112-story high-rise.

In this regard, the previous governments had recommended that Lotte build a 352-meter-high structure. In particular, the Air Force had strongly opposed the project, claiming that a skyscraper as tall as 555 meters would pose a serious safety threat to planes taking off from and landing at the military airport less than 6 kilometers south of the site. The administration of former Presidents Kim Young-sam, Kim Dae-jung and Roh Moo-hyun backed the Air Force's stance.

However, President Lee has reportedly sought to change the government position since he took office last February. His move is not surprising as he already expressed his support for Lotte's bid while serving as Seoul mayor from 2002-06. There were allegations that the group has actively lobbied for its ambitious project by taking advantage of Lee's pro-business policy. The President has reportedly instructed his policymakers to positively review Lotte's request, believing that the construction project will create a large number of jobs. He is also allegedly in favor of easing the building height limit in accordance with his deregulation drive.

At last, the government has decided to consider shifting a Seoul Airport runway by 3 degrees so that the new building will not compromise flight safety. An official disclosed that Lotte has accepted a government request that the group finance the cost of the runway alteration, which is estimated at 100 billion won ($77.5 million). The Ministry of National Defense and Lotte have yet to sign an official agreement on the matter. However, optimists say it is only a matter of time before the government approves the project.

But critics point out that the Lee administration may set a bad precedent for sidelining national security only to promote the business interests of Lotte, a group of 50 subsidiaries that includes department stores, hotels and amusement parks. They warned of potential air accidents, as the airport is a strategic military base for flying reconnaissance aircraft, fighter jets and cargo planes. Policymakers should consider emergency situations, such as a war and terrorist attacks, before making a final decision.

Besides, the authorities should tackle practical issues such as traffic congestion and the environmental effects a skyscraper will pose to the area. Residents of Seongnam are denouncing the government by saying it is trying to allow Lotte's plan without easing the 45-meter building height limit on the Gyeonggi Province side of the airport. It remains to be seen how the Lee administration will harmonize the conflicting interests on the basis of public consensus.

Korea is the King of unbuilt supertalls. Even when the economy was sizzling, they only got that one at Incheon going. I don't believe this one, either.

Those renderings are of the SOM design. Unfortunately, that is no longer the way in which the Lotte group is interested in going. I haven't seen any new renderings, but they've chosen another design team.
It's a shame because the diagrid option shown in the SOM renderings is amazing from both a structural and an architectural standpoint. The building would've tapered from a square at the base to a circle at the top. Maybe someone else will use that design.

SEOUL, SOUTH KOREA-The project of what will be the tallest skyscraper in Asia is one step closer to completion. This week New York City-based Kohn Pedersen Fox Associates finished its conceptual design for the Lotte Super Tower 123.

KPF won the assignment earlier this year, beating out two other companies vying for the job. KPF design principal James von Klemperer tells GlobeSt.com his company’s design won because, “We made a point of balancing powerful imagery with strong constructional logic. Any developer of a project this big needs to know that the building makes economic sense.”

KPF’s design is sleek, slender and cone-shaped. “The tower’s uninterrupted curvature and gentle tapered form is reflective of Korean artistry. The seam that runs from top to bottom of the structure gestures toward the old center of city,” says von Klemperer. "Elegance of form was one of our prime objectives, following Lotte's desire to bestow a beautiful monument to the capital city skyline."

Von Klemperer says this building is a first for several reasons. It will be the first super tall built in Korea, even though Korean companies have built such buildings in other countries like Dubai and Kuala Lumpur. The building will also be the first to seamlessly contain all the major commercial real estate property types in one structure, creating a kind of vertical city. “The program is the most varied of super tall programs. Instead of two or three major uses, this building has five distinct vertical zones: retail; office; residential; hotel and observation.”

KPF plans will utilize the first six floors for retailers. Floors seven through 60 will houses offices, while floors 61 through 85 will be residential space. On top of that, from floors 86 through 119, the seven-star luxury hotel will sit. The top floors will be public space including an entertainment area and observation deck.

The owner and developer, the Lotte Group has already achieved all the major zoning approvals for the project. Pre-construction has already begun on the site, with excavation nearly complete. Plans call for the creation of the foundation to begin in January, according to Von Klemperer. KPF plans to construct the building according to Silver LEED accreditation standards.

When construction completes in 2014 the 123-story building will be the second tallest in the world and the tallest Asian building. There are four other super tall building projects in the works here, although the Lotte project is the most advanced of them all.

While so many companies have halted all new development projects throughout the world, von Klemperer tells GlobeSt.com is it interesting to see the project moving ahead at such a time.” Aside from the fact that Lotte is cash rich, they have explained that the project is part of a chaebol stimulus plan. In other words, the top Korean conglomerates are pitching in to get the economy back on track,” he says.

Lotte plans to utilize some of the office portion as its new headquarters facility.

James von Klemperer, leading the design team, said Lotte had set "an aggressive schedule" to complete the 555m-high building by 2014 and that the digging works for the foundations had been carried out.


Mr Shin had been attracted by French styles, and one of the designs for the project had been a 500m Eiffel tower. The Parisian monument is 324m high.

"It was a ridiculous idea, like Disneyland on steroids," Mr von Klemperer said, adding that companies had to be careful about the image projected by a building that would shape the city's horizon and earn a nickname.

He said KPF's designs were modelled on curves in Korean calligraphy and ceramics.

When asked why the conglomerate was not gunning for the world's biggest building, he replied: "There comes a point where these 'super-talls' cease to be economic.

"We can let the Burj Dubai be its own special anomaly. Within Asia, there's Taipei 101 and the Petronas Towers, so to be king of that pile is good."

Even with massive excavation going on at the site, South Korea is still zero for twenty (maybe fifty? a hundred? is anyone keeping track anymore?) in realizing their flavor-of-the-month mega-supertalls. We'll see.

That is beautiful. I certainly like this latest version better than the previous renders. I hope they get it built. It certainly will look lonely without much else of even close to comparable size around it, but that's not all that unheard of in Asia.

Maybe, but so many have been proposed that eventually one will get built by chance. This could be the one I think.

This is a recent update. I'm not sure if the hole is for the tower itsself or some other part of the project. I asked the person who provided the update on SSC to say. If it is for the tower I'll move this to the construction section. :yes:

Construction of second Lotte World gets nod

Lotte Group, one of Korea's major family-controlled conglomerates, has received a green light from the Seoul Metropolitan Government to build a 123-story skyscraper, called the "Second Lotte World," in southeastern Seoul.

The business group has been attempting to build the landmark near its famous indoor park, Lotte World, in Jamsil for years, but was unable to obtain approval from the government.

Seoul had opposed the construction over worries about possible air pollution and traffic congestion in the densely populated area, while the Air Force had raised concerns over air traffic safety at the nearby Seoul Airport, located in Seongnam, south of Seoul.

But Lotte's decade-long effort has finally paid off thanks largely to President Lee Myung-bak's business-friendly policy stance.

The city government said Wednesday that it had approved the conglomerate's plan to build the 500-meter-high skyscraper on 782,497 square meters of land.

Lotte had initially intended to construct a 112-story building on a 607,849 square-meters site, but with the government turning increasingly favorable toward the scheme, Lotte decided to construct a taller tower in September last year.

Under the plan, the upper part of the building will house a hotel, an observation platform and other leisure-related facilities. Its lower part will be filled with cultural and educational zones.

A large square and park will also be built for nearby residents, while Lotte will pay for laying a 1.4 kilometer road in an adjacent area to ease the expected traffic congestion when the project is completed in 2014.

Building a high-rising skyscraper in Seoul has been a dream of Lotte Group Chairman Shin Kyuk-ho for more than a decade.

At one point, he had almost given up his ambition during the previous Roh Moo-hyun administration as the late former President placed greater emphasis on balanced national growth and introduced a range of chaebol-unfriendly policies.

In particular, Lotte had faced strong opposition from the Air Force, which raised safety concerns about airplanes using nearby Seoul Airport.

The airport is closed to the public and used only for foreign guests visiting the country and military purposes.

as for the tower it is spectacular im happy to finnaly see that south korea is finnaly getting a supertall after all the back and fourth.

and i pray that the war looming on the horizon dont stop this wonderful project in any way

But according to seoul's official source 550m.

Well, newspapers are sometimes a bit wrong with height values. Or they even don't care about exact numbers. I just say, it is possible that height has been reduced to 500-meters, so that they got the final approval. If so, there has to be a source that confirms the height of 500m. However, I will keep an eye on that project.

Construction of Lotte Super Tower to begin Saturday

Construction of the second Lotte World complex, or Lotte Super Tower, will begin Saturday with an aim of completion by late 2015, the builder of one of the world’s tallest skyscrapers said Wednesday.

Lotte Corp. CEO Lee Won-woo told reporters at Lotte Hotel in Seoul that concrete consolidation work for the skyscraper will begin Saturday and continue through Sunday.

A huge amount of concrete enough to build 450 apartment units each covering 132 square meters will be poured into the site for 32 hours.

More than 5,300 concrete mixer trucks will be mobilized to deliver the cement. If the trucks are put in a line from the construction site in Seoul`s Jamsil district, they would reach Osan, Gyeonggi Province.

In addition, 4,000 tons of iron bars each 51 meters in diameter and 50 percent thicker than ordinary ones will be used. The massive volume of building materials is necessary to bear the weight of the 740,000-ton skyscraper.

The size of the concrete foundation is also enormous, reaching 80 percent of a soccer field. It measures 72 meters in both width and length and its height is equivalent to that of a two-story building.

The builder said, “Its scale is the world’s fourth largest after China’s Shanghai Tower, Hongkong’s ICC and China’s Shanghai World Financial Center.”

Lotte Corp. will also utilize cutting-edge homegrown construction technologies and methods, including wind and earthquake resistant designs, a technique to build one story every three days, and a high-strength concrete pumping technology that can shoot concrete up 500 meters above ground.

Ground construction for the skyscraper will begin next year after underground construction is completed by year’s end.

^It's not an unprecedented rate. Burj Khalifa was built at one floor every 3 days.

Slightly disappointed that construction wont reach ground level until the end of the year though.

It looks like the chickens have finally come home to roost. Korean construction companies have been building supertalls all over the world, from KL to Dubai. But I thought there was some sort of military restriction from building so tall in Seoul. It's also good to see another international capital pierce the supertall level with a sharp looking pinnacle.

It's also good to see another international capital pierce the supertall level with a sharp looking pinnacle.

I completely agree with you. That country deserves a supertall and the design of this one is very good :tup:

I'm agree with you. Maybe take the time for ground level construction. Because this Tower constructed not only Tower but also another 7 building wich like shopping mall.:)

Right. Your proverb impressive. Also There is some military restriction in seoul. So very hard to make skyscrapper in seoul.

IMO, Seoul tower different from Chow Tai Fook Center in Guangzhou. Actually, there is big problem with seoul's some project. example dream hub, seoul's lite ect.
But this project is no doubt. Because land owner and construction company and financial is same.

seoul lotte tower spent almost 20 years for resolve millitary restriction.

Already lotte pay $ 1 billion for moving airforce airstrip and
$ 6 billion for traffic complex system of around construction site.

^It's not an unprecedented rate. Burj Khalifa was built at one floor every 3 days.

Slightly disappointed that construction wont reach ground level until the end of the year though.


Right Burj Khalifa built by Samsung C&T corporation. This time by lotte. Both of them same seoul company
But As long as i concern lotte have no experience construction super tall. So keep an eye on this project.

In June, Concrete heat control of MAT.

In July, Beginning Core Wall construction of Ground Level 5Floors Will have Finished by December.:tup:

I think that the tapering will have a sort of forced perspective effect, too: the tower is going to look way taller than it actually is from ground level. And I love how vertical the design details are. It is probably going to be one of my favorite buildings.

Having a skyscraper be thinner at the top than it is on the footprint is an awesomely effective way of making it appear taller. That's why the Willis Tower appears to be so gigantic :worship:

All the detailing is perfect. The vertical dividers are evenly spaced, and that atrium circle entrance is amazing. But I have to disagree with your organic comment. I actually feel like it's too forced (ex. this render (http://img137.imageshack.us/img137/6846/3453553543.png)) to be organic. At around 1/3 up it bends too sharply after having almost no curvature, then the upper 2/3's has a slight better curve, but it's too tapered.

The weird thing is that in this render (http://img846.imageshack.us/img846/9853/4433443.png) it looks perfectly fine. I guess because it looks like it's round and it's not trying too hard with the curves. I know it's the perspective, but it looks so much better. In that render it also looks like it's a circle divided in 2, and the middle part slowly gets wider as it rises. It would've certainly made a cooler and much smoother effect/transition.

I love the building. The observation deck looks awesome. I just wish this sucker didn't dominate the skyline so much.
I mean the next tallest buildings in the area look like they're less than 500 ft. Add a couple 1,000 footers and it'll look even better, IMO.
