I've looked at some guidelines (TOD, new suburbs, gas stations, drive thrus, "large format retail" (i.e. big-box), some others) and they're generally quite good but I don't see the point of them, to be honest.

Why? Few if any developers pay attention to them, especially for commercial development, because they have no force of law behind them nor, to my knowledge, are proposals that follow these guidelines fast-tracked.
