ass you can see the project has already started, the building is already proposed and and underconstruction.
and about the location.. the building is in San Salvador

san salvador is now extended to antiguo cuscatlan, what i mean is that the capital city is now in 2 states or departments (San Salvador - La Libertad) and can not be divided as 2 different cities because if you do that you would have to change almost all buildings in the san salvador diagram to antiguo cuscatlan like El Pedregal and Torre Cuscatlan.

in conclusion, san salvador and antiguo cuscatlan are taken as one city (San Salvador the capital of El salvador).

City: San Salvador
Status: Construction or proposed at least!!!

The designation of "vision" may be editor error; however without any other verifiable source or signage in your photos, that pit could be the construction of any building. If you can provide some sort of website or at least a picture of a sign at the construction site it would make this change easier for us.

Moving a building from one city to another within the diagram system is something only senior editors can do, so I can't help you there.

About the status...
The previous status was correct because we had no date of start or finish for this project on that moment, Julio-Arias now presents to us evidence (Scanned image from a daily) with that information, for that the change is correct to -proposed- but in this moment we could'nt to consider under construction because they're not construction works, on the images only shows a preliminary stage, excavation is no construction.

About the change of location...
I agree about San Salvador is outer their entity limits and Cuscatlan is a part of San Salvador but... is on another department (La Libertad) I think should be on database as other entity but we can discuss about it.
