The new towers proposed for construction in New York City Two and Three World Trade Center will be 411m (WTC 2) and 378m (WTC 3) tall. The tips on both towers are count as spires, not antennas. In the case of 2WTC, the comment refers to the structure as a "pyramidal antenna". I don't know if that is in an editor's words or based on another source. The source you provided to me via PM (with which I replaced the broken link in your original post) does not explain which height it is referring to.

In the case of 3WTC, the pinnacles are again referred to as antennas and your source does not confirm or contradict this.

Therefore, I have made no changes.

Answer: In the list of ctbuh.orh, all buildings are listed by official height. The list says, 2 WTC is 411m tall and 3 WTC is 378m tall. I only can say what ctbuh.org writes on its website.

Yes, it doesnt say wheater this are spires or antennas. But in the current diagram of New York City, there is only one building that exceed 400 meters (by official height, NOT pinnacle height). On CTBUH´s listes all buildings are listed by official height. Official heights are including spires, but not antennas --> See here: http: //www.ctbuh.org/HighRiseInfo/TallestDatabase/Criteria/tabid/446/language/en-GB/Default.aspx (including spires, but not antennae...).
