About Kundli/ Sonepat region:

Kundli is an emerging new destination which comes under district Sonepat and is 15-20 minutes drive from Pitampura/ Rohini and right on National Highway 1. Kundli is approximately 31 kms from Connaught place and 2.5 kms from Delhi border.

Because of escalating prices in Delhi, people started looking for cheaper alternative options within drivable distance and hence came the need for Greater Noida/ Tronica City/ Dwarka and that of Kundli-Sonepat region.Also, because of superimposed efforts of government to make Delhi, an international world class city and to decongest Delhi, Central government and Haryana government showed their generousity in allocating funds to this unheard region.

Mega crore projects allocated to Kundli-Sonepat belt

RRTS: 5000 crore monorail project, work likely to start after negotiations with Delhi government regarding allowance of trains inside Delhi. Centre has already allocated funds for this project to decongest Delhi. RRTS to be functional by 2015 if project goes according to plan. As per the original plan, RRTS high speed trains will connect delhi (Kashmere Gate) to Kundli and Panipat with stations at Kundli/ Rai/ Murthal/ Gannaur/ Panipat and distance between Kashmere Gate and Kundli will be covered in 20 minutes.

KMP expressway: 3000 crores, work in progress, upto 66 % work completed as per official figures. Originally planned for 2009 but hit by multiple delays. KGP expressway is another project which has been approved funding by centre and will resume work in 2013. KMP and KGP will together form the third ring road.

Rajiv Gandhi Education city: 5000 crore project spanning 5000 acres of land. Government has acquired 2000 acres for phase 1 and has allocated land to 10 universities and reviewing application for others. Plan to have engineering colleges, medical schools, MBA, research centres, genetics, aviation, law schools all under one campus. Work under progress. Mr. Hooda recently inaugurated 12 universities in June 2012 and announced the allotment of 100 acres to prestigious Indian Institute of Technology (IIT-Delhi campus).

NIFTEM:National Institute of Food Technology Entrepreneurship and Management (NIFTEM) has been set up by Ministry of Food Processing Industries as a Rs. 500 crores project with a sprawling campus of 100 acres located at Kundli, Sonepat. Already in operation.

Horticulture project: International Horticulture Market Terminal would be set up at a cost of Rs 1,264.67 crore in Sonepat district, expected to be completed by 2015

Textile park: The Haryana State Industrial and Infrastructural Development Corporation (HSIIDC) is now setting up a textile park in Barhi, Sonipat to generate around Rs 750 crore annual garments business and create 7,500 jobs.

A multi functional complex is also being developed at Kundli popularly known as Rai-Kundli Multi-functional Complex. It is in this complex that Export Promotion Industrial Park, Food Park, Cold Chain Complex will be developed by HSIIDC

Logistic park: to be built over 200 acres by TDI, 350 crore project.

SEZ project: worth 1000 crores by Anantraj and few other companies. Construction of Anantraj Sez is nearly complete.

Delhi Metro proposed: however I could not see any official link for that.

Most of the above mentioned projects have been alloted funds by centre or haryana government.

RAJIV GANDHI EDUCATION CITY: THE MAJOR DRIVER

Rajiv Gandhi Education city would be the main driving factor in this region for development like IT hubs are for Gurgaon today.This university has been approved 5000 acres and many universities have already been alloted under it.This university can be major boost for driving middle class families out of Delhi if they allow good universities under their belt and can create opportunities for employment for lecturers/ teachers/ human resources/ class IV jobs.

Of note, when fully established Rajiv Gandhi Education city would be world's largest education city accomodating 1.5 lakh students.

Some of Prominent Institutes who have allotted land in this Education City are as under :

Nanotechnology, biotechnology, genetics, engineering, medicine, avionics, information technology, artificial intelligence, environmental sciences and geospatial technologies, management and finance, defence research, film and media and law are some of the subjects the city will offer in addition to management courses/ humanities and fine arts. So, far in entire NCR area, we donot have medical colleges, research, genetics, engineering colleges, law schools all in the same campus. Apart from being the centre for higher learning, Rajiv Gandhi Education City will also serve as a laboratory for advanced technologies.This is going to be one of an attempt to have all things at same place. RRTP fast trains (speed 200km/ hr) will have one station at Rajiv Gandhi Education city, so as to attract students from Delhi.

They are planning to bring in institutions like Oxford and Cambridge, so as to attract international students as well.

Again, I would emphasise that this is going to be the biggest educational project not only in NCR region but throughtout India. No campus in India occupies area as big as 5000 acre.

Just to emphasise how big area 5000 area is, here is what I found when I googled Delhi University area in acres:

North Delhi University campus is spread over 495 acres.
South Delhi University enjoys over 69 acres campus
Jawahar Lal Nehru University campus occupies 1000 acres land
Renowned IIT Delhi campus covers 320 acres area,
AIIMS has 115 acre campus
Delhi College of Engineering is sprawled over 164 acres of land.

In addition, there are rumours of Azadpur Subzi Mandi to be shifted to Narela which is 7 kms from Kundli and 70 acre plot has been alloted for this. Also, DLF and Anantraj SEZ have been built which will become operational in few months-year time and will bring hundreds of jobs.

Having said all the positives, please do expect timeframe of minimum 5-7
years for this city to develop.

Brief overview of major projects:

TDI Kundli: Biggest builder in terms of area. Spread over 1500 acres with concept of integrated township with options to buy plots/ villas/ apartments and floors.

Advantages:
Bang on NH-1, 2.5 kms from delhi border and 15 min drive from Pitampura/ rohini.
Adjacant to Rajiv Gandhi university, 1 km from main gate
2-2.5 kms from KMP expressway.
Has TDI mall, which is largest mall in north of delhi.
Possession has been given to nearly 85% blocks, people have started living there. Roads/ infrastructure all in place.

Disadvantages:

High price, Rates range from 25k-60k, those right on National highway are 60k and H/I/J/K blocks are selling for 25-30k.

Ansals:

Spread over 330 acre area with beautiful township with option of plots/ villas and apartments, 100% possession granted

Same location as of TDI Kundli, on NH-1 and even closer to KMP expressway and Rajiv Gandhi Education city.

Disadvantage: Higher cost, nothing is available for < 35k.

Jindal Global City:

Again township concept, spread over 650 acres.
Options of villas/ plots/ apartments/ cottages.
Sector road has been proposed which will bring the project to within 2kms of NH.
Distance from Delhi Border: 10-12 kms, commute time: 15 minutes.
Available 22-23k.

Disadvanatges:
Project is in earlier stage, possessions to be granted in 2-3 years time.

Express Builders:
Small project adjacent to Jindal global city, in early stage of development, offering plots at cheapest rate, around 18k.

Disadvantage: No possession has been offered till date, project in early stage despite launch 5-6 years back.

Eldeco:
Small 70 acre project, offering plots/ villas, bang on NH-1, 13 kms from Delhi border, 30 minutes from Pitampura, 15 minutes from delhi border. Within close proximity of Rajiv Gandhi education city upto 5-6 kms. Murthal will be nearest RRTS station, upto 2-3 kms distance. Available in range between 28-30k, possession has been granted to most homes.

Disadvanatge: Very small community.

Omaxe/ Parsavnath:

Possession problems, but available at cheap rates around 12-15k. Lately Omaxe has started offering possessions.

IIT-Delhi to go to Haryana, new campus in Sonipat

SONIPAT/NEW DELHI: IIT-Delhi will soon set up its extension campus in Sonipat, just a few kilometres from the capital's border. Responding to a letter from the IIT-D director, Haryana chief minister Bhupinder Singh Hooda has announced that his government will provide 50 acres to the institute in Rajiv Gandhi Education City in Sonipat.


The 2,000-acre Education City, which was launched on Sunday, is the first-of-its-kind in the country, housing dozens of campuses of higher education institutes.
IIT-D director R K Shevgaonkar's letter was handed over to Hooda by his son and Rohtak MP Deepender Singh Hooda, the lone parliamentarian on the IIT advisory council. Shevgaonkar has said the extension campus would not only facilitate the institute's much needed expansion but also provide an additional impetus to the economic and technical growth of the state.

"The land at Sonipat will be used for activities like faculty development, incubation and setting up science and technology park, which would contribute in the growth of Haryana. We have also asked for land in Jhajjar, which would be used to set up a campus for research activities," he said.

IIT-D, which has the second highest number of students but the smallest campus, has been searching for land in NCR as it doesn't have enough space in Delhi.

Earlier in the day, Hooda laid foundation stones of 10 educational institutions that would come up in over 168 acres in the coming Education City. The Haryana government estimates that once fully functional, Education City would have over 1 lakh students. "You can imagine the impact it would have on Sonipat's development and the state and Sonipat would compete with Gurgaon," the chief minister said.

Education City is being developed on the pattern of Oxford University, the government claimed. Besides regular courses like management, information technology and computer sciences, it would also house institutes offering courses in bio-medical engineering, bio-technology, nano-technology, defence research and film and media studies.

The state government has reserved 25% of all seats for students from Haryana. Outstanding students from the state will also get a special rebate in fees.

SONIPAT: Seems like the Haryana government is building hubs for every industry. The Haryana State Industrial and Infrastructural Development Corporation (HSIIDC) is now setting up a textile park in Barhi, Sonipat to generate around Rs 750 crore annual garments business and create 7,500 jobs.

This is another step in the series of industrial hubs - a footwear park in Bahadurgarh, an export promotion park in Kundli, industrial model towns in various cities, Petro Hub in Panipat - established by HSIIDC.



"The textile park at Barhi, Sonipat is spread over 390 acres and already plots have been allotted to 245 units, which have started production, and approximately 150 units are in the final stage of construction," said Manoj Pal Singh, deputy general manager (DGM), HSIIDC.

DREAM WEAVER

"One unit would execute a minimum of business of Rs 5 crore and generate 50 jobs," said Narinder Nanda, general secretary of the Barhi Industrial Association (BIA). "At present, the annual turnover of the park is around Rs 750 crore and is expected to go up to Rs 1,350 crore as 120 more units are expected to become operational in next few months," the general secretary added.

Elaborating on the job opportunities, Mr Nanda said, "The textile park has 7,500 jobs opportunities and would generate 6,000 more jobs when the 120 units in the under construction will become operational."

"This park has a hug potential to go up further as most of the units here are water-based units and quality of water is most conducive to the industries of this park," said Shiv Prasad Keshan, president, BIA. "This area has business advantage because of the proximity to Delhi and quality infrastructure available together with the common effluent treatment plant to take care on the needs of the water-based industries," said Mr Singh, deputy general manager of the HSIIDC.

NO THREAT TO PANIPAT

The park has been established 65 kms away from Panipat, the city of weavers, but it poses no threat to its business.

"The textile park at Barhi has nothing to do with Panipat's business. In fact, both are dealing in completely different genre. Panipat businessmen are dealing in home furnishing textile business, while the Barhi Textile Park is dealing in the garments business," said Mr Keshan. He said that its proximity to Delhi and Panipat would be an advantage as the availability of raw materials would be smooth for the units pursuing business in the region.

EXPORT BUSINESS

The textile park of Sonipat is in huge demand among the Indian and overseas garments businessmen. "Many big and small entrepreneurs from Gurgaon, Delhi and Panipat have shown interest and are in the process of setting up their project in this area," informed Mr Singh of HSIIDC. He said that some overseas players have also shown interest and companies from Korea namely Kaico Deer Abhresive Private Limited and EOC Polymers Limited from Belgium have set up their projects at the Industrial Estate in Barhi. It is giving a boost to the export opportunities for the businessmen of this region. "At present, the Barhi Textile Park has an export business of around of Rs 185-190 crore annually, which is 25 percent of the total annual turnover and another Rs 150 crore more can be expected when the 120 more units become operational," said Mr Nanda of BIA.

INFRASTRUCTURE COMING ALONG FAST IN KUNDLI/ SONEPAT..

700 BEDDED MEDICAL COLLEGE RECOGNISED BY MEDICAL COUNCIL OF INDIA COMING TO KUNDLI:

The Faculty of Medicine shall offer an MBBS program to begin with at Rajiv Gandhi Education city. For this, a 300-bed hospital will be established in 2013, eventually being upgraded to a 700-bed hospital in phases, as per Medical Council of India norms. The admission in MBBS program is likely to take place in 2015.

Superspecialty hospital to come up at Kundli

Sonepat, April 30
Union Minister of State for Health and Family Welfare S Gandhiselvan today laid the foundation stone of a 150-bed superspecialty hospital on the premises of the TDI City, Kundli. The hospital is to be completed at a cost of Rs 50 crore.

The minister said a superspecialty hospital was the need of the hour to provide the best possible medical facilities especially for patients from Haryana, Punjab and Himachal Pradesh on the outskirts of the congested areas of Delhi.

He hoped that the hospital authorities would take care to provide affordable and trusted health care across all sections of society, including some sort of reservation of beds for the poor people. Kamal Taneja, Managing Director of TDI Infrastructure Ltd, said the TDI City, Kundli, was the largest township in North India, which was integrated in 1,250 acres.

Dr Harish Kumar, one of the directors of the NCR Healthways, said the first phase of the hospital would be completed within six months and 20 per cent of beds in the hospital would be reserved for BPL families.

The hospital would be conglomeration of various specialties and managed by the joint medical teams headed by experienced doctors.

Bhagat Phool Singh Government Medical College medical college fully operationaL

Dr RC Siwach, Director, Medical College Hospital, Khanpur Kalan, told The Tribune that Bhagat Phool Singh Government Medical College, Khanpur Kalan, was fully operational now.

It has been popularly known as Rural Medicity, Haryana, because of its corporate infrastructure, state-of-the-art equipment, machinery and world-class health services provided free of cost to the poor and down-trodden patients.

He claimed that the hospital has seven operation theatres, out of which four are modular operation theatres, world-class ICU, air-conditioned OPD and a fully operational blood bank. Now, it has also started a modern well-equipped library.

He added that within six months after its trial run, the hospital was ready with four modular operation theatres and 20 beds for ICU and other intensive units were made operational.

The ICU facilities are the biggest boon as poor and middle class people cannot afford expensive ICU patient care in private hospitals. “The minimum average expenditure of intensive bed in any private clinic ranges between Rs 5,000 to Rs 10,000 per day”, he added. Dr Siwach said a high-level team of the Medical Council of India (MCI) assessors had inspected the existing facilities in the institution in March. “We are eagerly waiting for the necessary permission to start admission to the first batch of the MBBS classes soon. We are confident that we may get the permission this year”, Dr Siwach remarked.

Dr Siwach said any medical college has three main aims, which are patient care, research and teaching. Here, patient care and research are already in full swing and we hope that teaching will be started in July or August, once the MCI gives permission to start the first batch of MBBS.

The foundation stone of the medical college was laid by UPA chairperson Sonia Gandhi on March 1, 2009, on 100 acres. The college and hospital was built in a record time of two years by National Buildings Construction Corporation Ltd (NBCC).

Bhupinder Singh Hooda is the first Chief Minister in the country in the post-Independence era, who has thought about girls medical education and built up a government medical college only for girls in India. Till date, Lady Hardinge Medical College in Delhi was the only government medical college for girls.

The senior professor of Orthopaedics and medical superintendent of the PGIMS, Rohtak, Dr RC Siwach was handed over the charge of the institution on June 23, 2011.

Within two and a half months, the hospital was made operational on a trial basis on September 1, 2011, and was inaugurated by Rao Narender Singh, Haryana Health Minister.

We have seen massive real estate development in these areas in the last few years.In order to cater to the growth of population, further six-tier hierarchal development is planned. Six tier settlement systems are Metro Centre, Regional Centre, Sub-Regional Centre, Service Centre, Central Village and Basic Village.Seven metro centers are Faridabad-Ballabhgarh, Gurgaon-Manesar, Gaziabad-Loni, NOIDA, Sonepat-Kundli, Greater NOIDA and Meerut. As per the plan, these centres are the potential growth nodes to attract capital functions and activities and help in population dispersal from the national capital. Because of their special functional status and size, a very high level of physical, social and economic infrastructure (better than that in the capital) is required to be developed within these towns/complexes. We have seen developmental actions in most of these metro centres in the last few years.Government agencies would not only have to create the necessary infrastructure in these Metro Centres but also facilitate the private sector investment therein.The next in hierarchy are regional centres/complex. Twelve regional centres are: Bhadurgarh, Panipat, Rohtak, Palwal, Rewari-Dharuhera-Bawal, Hapur-Pilkhua, Bulandshar-Khurja, Bagpat-Baraut, Alwar, Greater Bhiwadi and Shahjanpur-Neemrana-Behror Complex. Many of these cities have seen investments by government as well as private sectors in the last few years. Since there is a planned effort by central and state governments to develop these cities, one can expect substantial growth in real estate activities in the coming years.In order to increase the growth in all the planned growth settlements, excellent road and rail connectivity has been planned. Delhi roads will be decongested; rail and rail terminals will be less burdened mainly by diverting traffic from the metro through by-passes and introducing faster modes of mass transport and also constructing new corridors for it.The first project that is to be taken up to achieve this purpose is to construct Peripheral Expressways to connect NCR towns with each other. On the eastern side, the expressway will be constructed on Faridabad-Noida-Ghaziabad section and on the western periphery the expressway will encompass Ghaziabad-Kundli corridor. This project is to be implemented on a priority basis and work on this is on. The expressway between Ghaziabad to Meerut, for which feasibility study has been carried out, will be taken up in the subsequent phase.Roads connecting Sonepat-Baghpat-Meerut, Meerut-Hapur-Bulandshahr-Khurja-Palwal, Palwal-Sohna-Rewari and Rewari-Jhajjar-Rohtak-Sonepat will be enhanced.It has also been proposed to develop the existingRing Road and the five radial roads (National Highways) up to Central NCR towns (NH 1 Delhi to Kundli,NH 2 Delhi to Ballabgarh, NH 8 Delhi to Gurgaon, NH 10 Delhi to Bahadurgarh and NH 24 Delhi to Ghaziabad to expressway standards. In some cases, there might be an elevated expressway where no land is available for upgradation.Out of the seven radial roads declared national highways, NH 71 Rewari to Rohtak, NH 71A Rohtak to Panipat, NH 58 Ghaziabad-Meerut-Muzaffarnagar and NH 91 Ghaziabad-khurja-Aligargh are proposed to be upgraded to four-lane divided carriageway.Moreover, Lobni-Baghpat-Shamli state highway corridor may be upgraded to that of four-lane divided carriageway.Development of the road network alone will not be able to meet the transport demand in NCR. So, the 2021 proposes to develop a supportive rail network. There is also a proposal to connect Alwar, a regional Centre in Rajasthan, to Delhi or Gurgaon through upgraded radial corridor. A primary Rapid Regional Rail (RRR) network would connect the regional towns with each other and with Delhi through dedicated lines. This network is to be extended to the sub-regional centres so as to act as a feeder system to the Regional Rapid Transport (RRT) system.In this connection, it is proposed that a rail link between Rewari to Bhiwandi be taken on a priority basis. The rail link between Rohtak to Hansi may also be taken up to facilitate the movement between Delhi and Hissar. Besides, an orbital rail corridor is planned to connect radial corridor of the Indian Railway at central NCR (CNCR) towns, which are Bahadurgarh, Faridabad, Ghaziabad, Gurgaon and Noida. The Mass Rapid Transport System (MRT) would be extended to CNCR towns and integrated with upgraded ring railway in Delhi and with the proposed RRTs.Also there might be more domestic air terminals in the region apart from another international airport.The whole transportation system plan is to beimplemented in two phases, 2001 – 11 and 2011 – 21.

Haryana government to make a global horticulture market in Sonipat, Ganaur

PANIPAT: To make a world-class, modern, wholesale fruit and vegetable platform, the Haryana government has decided to make use of French expertise in horticulture marketing and develop an International Horticulture Market (IHM) in Ganaur and Sonipat.

The market will be spread across 493 acres with an investment of around Rs1,250 crore. Once the market becomes fully operational, Rs850 crore of business is expected annually.

"When 100 percent operational, the annual volume of the fruit and vegetable at IHM would be around 20 lakh metric tonne out of which 10 percent would come from exports and 90 from the domestic market," said Dr JS Yadav, member of expert committee, World Union of the Whole Sale Market. He added that the objective is to match with Paris and Rungis International Market for commodities of France.

Expected Turnover

"On an average we expect to get around Rs25 per kg of the horticulture product at IHM from the domestic market while Rs200 per kg from the export market and hence net export turnover would be around Rs400 crore while the expected domestic turnover would be around Rs450 crore," said Dr Yadav.

He said that France is experienced in marketing horticulture products across the world through the horticulture marketing hubs in Paris and Rungis.

Yadav added that IHM would have all the required infrastructural and administrative facilities for marketing like warehousing, transportation (domestic and international), market chain, loading and off loading etc.

Proposed Facilities

Chaman Lal, engineer in-chief, marketing board, Haryana said, "IHM is expected to become partially operational by August 2012 and most probably would be run on a public private partnership (PPP) model. Initially, there will be loading and unloading facility along with primary processing facility for the players at IHM."

Batting for the PPP model, he said that the marketing board was in consultation with the financial intermediaries such as IFCL, Nabard, World Bank etc. to provide easy access to fund for the private parties. He said that the French consultants have submitted a detailed project report (DPR) and it would take 5-6 month to take shape.

Surender Mohan Sharma, executive engineer at the Haryana Marketing Board said, "IHM would be developed in different phases and the first phase would be 10 years of which the first two years has been devoted to land and infrastructural developments."

Sharma said, "Ganaur is close to Azadpur which is a market of national importance. Around 30 percent of the total inflow and 28 percent of the total outflow of Azadpur Market passes through this route. Hence, Ganaur is a strategic location for setting up a modern hub as the road load factor for Ganaur is very high. 58 percent of the total arrival and dispatch from Azadpur passes Ganaur TMC."

He said that the proposed site is also well connected with major production areas of other adjoining states like Himachal Pradesh, Jammu, Punjab, Uttar Pradesh, Uttarakhand, Rajasthan and Chandigarh.

"IHM would give boost to the frozen fruits and vegetable market. This is due to the increasing standards of life and to the progressive equipment of household in freezer. Therefore, the need for facilities for deep freezing and storing frozen products will develop. Taking advantage of existing services in the platform, specialised companies will be interested in locating their operations here," said Ajay Vir Jakhar, president, Bharat Krishak Samaj.

He said that IHM would ensure food safety, quality of product, hazard management, fire, food and sustainable development in the country.

Cash crunch over, May deadline for Kundli-Manesar-Palwal expressway

NEW DELHI: The Haryana and Delhi governments have set next May as the new deadline for completing the 135km Kundli-Manesar-Palwal Expressway. The road, which is 50% of the ring expressway coming up around Delhi, was planned to take the heavy vehicles load off Delhi roads.

After a two-hour meeting with the private developer KMP Expressway Ltd on Friday, Delhi chief minister Sheila Dikshit and her Haryana counterpart Bhupinder Singh Hooda claimed that all issues had been resolved. They said the developer had faced financial crunch, slowing down the project, but the problem had been solved.


The Haryana government, which awarded the project in 2006, earlier fixed December 2010 as the deadline but only 60% of the work has been completed.

The developer has now been asked to open the "priority stretch" of the expressway between Palwal and Manesar by mid-September or mid-October. A senior official who attended the meeting said Haryana had warned the developer that the contract would be terminated if it failed to meet the May 2013 deadline.

The meeting, which was held at the Delhi secretariat, was also attended by the Supreme Court-appointed Environmental Protection and Conservation Authority chairman, Bhure Lal, who is monitoring the ring expressway projects.

The developer's financial crunch was the main reason behind the delay, both CMs said, adding that the private player claimed that it now has enough finances to expedite the work.

The Delhi and Haryana governments, however, failed to sort out the issue of sharing the land acquisition cost for the project, sources said.

Due to the delays in the land acquisition, the liability on the Delhi government has increased to Rs 1,110 crore against the original estimate of Rs 167 crore. "The Delhi government can't be made to pay for this high escalation just on the ground that this expressway will reduce environmental pollution. There will be another round of meeting at the chief-secretary level where Haryana will submit how much land it acquired only for the road. How can huge public exchequer be doled out to Haryana when this project will bring huge economic prosperity only to Haryana?" asked a source in the Delhi government.

He added that though SC had fixed the criteria of sharing the acquisition cost, Delhi could not be made to take the burden of Haryana's inefficiencies.

New Delhi: After being stuck for well over five years, the Eastern Peripheral Expressway (EPE) looks set to take off with a longstanding debate over its classification now resolved.
Finance Minister Pranab Mukherjee has prevailed over Road Transport and Highways Minister C P Joshi and Planning Commission Deputy Chairman Montek Singh Ahluwalia to designate the 135-km peripheral road around Delhi as an “expressway”, which would involve toll rates identical to those for any national highway, rather than as a “bypass”, for which the toll would have been 1½ times as high. The highways ministry has been directed to charge highway toll rates.

The Eastern PE will connect Kundli to Palwal in Haryana through Ghaziabad, forming a ring with the Western PE between the same two points but through Manesar. The twin expressways will allow traffic to skirt Delhi unless bound for the capital. The WPE project is being undertaken by the Haryana government, which has awarded the contract to DS Construction.

The resolution of the debate gives the two expressways equivalent status. Had the EPE been a bypass, its higher toll would have forced traffic onto the WPE.

The resolution came last week at a meeting of a group of ministers formed in February at the Prime Minister’s behest. “It has been decided that the road is an expressway. If the implementing agency wants to charge a higher rate, then it will mean revising the toll rates for expressways,” said an official close to the development.

It is up to the ministry to award the project. It was impressed upon them in the meeting, sources said, that it must be expedited as per directions of the Prime Minister.

The Cabinet Committee on Infrastructure and the Public Private Partnership Appraisal Committee, which approved the project, had called for national highway-equivalent toll rates and the highways ministry had initially agreed, but later went by the Planning Commission position that it was a bypass and should have a higher toll rate.

Gajendra Haldea, adviser to Ahluwalia, had argued that the EPE will be built at about Rs 30 crore per kilometre as against Rs 6 to Rs 10 crore per km for a national highway
