A new 48-story residential and commercial building will rise on Fulton Street this summer, the developer revealed this week. The 463-unit tower, situated between Nassau and Dutch streets, will soar above a block populated with mostly low-rise shops and apartment buildings, replacing a row of smaller buildings that will be torn down, representatives for developer The Lightstone Group told Community Board 1 Wednesday evening.

The existing five and six-story apartment buildings that will be demolished — from 112 to 120 Fulton St. — are home to chains including Radio Shack and Five Guys Burger and Fries, as well as several mom-and-pop shoe, clothes and jewelry stores.

The Lightstone Group plans to offer 93 apartments, or 20 percent of the units, as affordable housing. They will give preference to tenants who are residents of Community Board 1 in Lower Manhattan, said Meir Milgraum, Lightstone’s director of acquisitions and development. The project requires a zoning change to allow for the affordable housing. CB1's Financial District Committee offered advisory support for the change on Wednesday — though residents did voice concerns.

The narrow street has seen substantial construction in the past couple of years. Just two blocks up, the massive, $1.4 billion Fulton Street Transit Center at Broadway remains in the works, saddling locals with years of construction-related street congestion.

“I know you’re a business man, but we’ve lived through continual construction for a very long time and it’s been incredibly difficult,” said Jonathan Heuser, the president of the condo board for 119 Fulton St., a five-story building that sits right across from the future construction site. “We just hope you’ll be sensitive to that while you move ahead with the project, and we all hope that eventually all this construction will be an improvement for the neighborhood.” Heuser said he knows of several renters who have already decided to leave the block, after hearing about a possible high-rise on the way.

As for the tenants of the soon-to-be-demolished buildings, several said those were just the breaks of being a renter in the city. “I really like my apartment, but what are you going to do,” said Manny Colon, a renter in 112 Fulton St. who’s lived in the building for five years. “We’ll just try to find someplace else.”

Several of the mom-and-pop stores on the block are now plastered with “Going Out of Business” signs. “Rent is crazy Downtown — I don’t know if we’ll be back,” said Dan Reda, owner of “urban wear” store “Stylz” at 114-116 Fulton St. His lease is up at the end of June, and he was told it won’t be renewed. “I’ve been here for eight years — I don’t know what’s next,” he said.

The new development will also include nearly 20,000 square feet of retail space, but Lightstone’s Milgraum said the current tenants aren’t being given any preference for space in the complex. He also wouldn’t spell out how much he’d charge for the apartments, or commercial units. “It will be market value,” Milgraum said. “We’re going to rent for however much we can get.”

The construction is expected to take two to three years, and Milgraum said he would actively work with the community to make it as smooth as possible.

^ Yeah, the massing looks sleeker. I don't know what's going on here. Usually these developers are pushed to include some type of affordable housing. But here, they seem to want to go out of the way to include it. I wonder what else they're asking for.


The project requires a zoning change to allow for the affordable housing.

Action At Lightstone's FiDi Site

FINANCIAL DISTRICT—A tipster informs us that construction fencings has gone up at the 112-120 Fulton Street site where the Lightstone Group is building a 48-story tower (pictured at right). The developer will tear down the existing buildings on the site, but no demolition permits have yet been filed. Alteration permits have been approved, though, so we expect demo work will soon follow.

They should double air rights for residential development across the FiDi/Seaport; these towers are so boring and uninspired. They might as well be tall, and in exchange for transit improvements from the developers, they would add to Downtown -- despite all the recent conversions and new construction, the FiDi remains mostly dead.

Soon the neighborhood will have three 800'+ residential towers under construction, but still - things could be taller! ;)

^ Fulton Street itself was to be the "spine" of the revitalized financial district. There are multiple initiatives in place that will change the dynamic of the area, making the financial district more of an after hours place. But I don't want to go into that here.

in a way, this project is a bummer because it's nuking precisely the sort of active street that the fidi is so hard-up for. pretty much everything south of fulton is a wasteland of road and tower. i'm prepping a move to nyc for next year and one of the major things for me is to make sure that i'm working in mid-town, because i find the fidi so unpleasant to be in. granted, i'm not keen on what this one with bring to the street in terms of retail and that, but assuming a garage ingress, this sort of tower project doesn't improve things. great for skyscraper creeps like us looking at the skyline, bad for the neighborhood qua destination beyond the office hives.

Bridge Financing to Assist Fulton Street Development

Plans for a $280 million luxury development in the Financial District near the new Fulton Center transportation hub have just received a cash injection.

Lightstone Group, a large closely held real-estate company, has just closed on a $43 million construction loan with Banco Inbursa SA for its Fulton Street project. The loan has a one-year term with two one-year extensions.

"This loan right now is an interim bridge loan until we start construction, then we'll get more construction financing," said Mitchell Hochberg, Lightstone's president.

The company has spent $76 million purchasing buildings and air rights so it can build a 58-story, 422,000-square-foot property on the south side of Fulton Street between Nassau and Dutch streets.

"We had the ability to aggregate and we thought it would be a very unique development."

This package includes 112 Fulton, 114 Fulton, 116 Fulton, 118 Fulton and 120 Fulton, and air rights to 41 John St., 43 John, 80 Nassau St., 86 Nassau, 88 Nassau, 15 Dutch St. and 122 Fulton. Mr. Hochberg said Lightstone closed on the majority of the property in December, with the remainder closing on June 13.

"We're big believers in the renaissance and the future of the Financial District with the completion on 1 World Trade Center and Condé Nast moving downtown, and the Fulton Street transit hub," said Mr. Hochberg. "It was very appealing to us. We were very focused on the Financial District, and we thought it was underserved by luxury residential."

Demolition of the existing buildings is expected to start in October, with construction commencing in February. Mr. Hochberg said construction would take two years.

When complete, the development will feature 475 luxury residential units with amenities including a 24-hour doorman, rooftop terrace and full fitness center. It will also have two floors of retail space with 18-foot finished ceiling heights totaling nearly 20,000 square feet.

In terms of retail tenants, Mr. Hochberg said Lightstone is talking to a number of companies, including both boutiques and chains. "We want them to fit with the apartments. Hopefully the retail and residential tenants will move in simultaneously," Mr. Hochberg said.

I don't see why this tower would lead to a less active street. There will be significant retail in the building; no less than in the existing buildings.

The relative shortcomings of the Wall Street area don't really have anything to do with too much density or height. It's because of not enough residential or hotel to active after-hours (which this building will help remediate, IMO).

But why assume a garage ingress? Parking hasn't been allowed as-of-right in Manhattan for 30 years. I would guess no parking in this building. Most of the newer towers in Manhattan have no parking.

The textured facade should work well alongside 8 Spruce Street. As much as I love what Ghery built there, I've always felt that it has been hampered by a lack of modern architecture in its immediate vicinity.

I was thinking the exact same thing. Although based on the renderings, I think Aqua will still be far more impressive. It is a stunner in person.

Lightstone Group’s plans for a mixed-use building at 120 Fulton Street are a bit grander than its current incarnation.

The developer, which has officially filed a Department of Buildings application outlining its plans, aims to build a 48-story, 452-unit project between Nassau and Dutch streets. Nearly 22,000 square feet of commercial space is planned for the first and second floors of the 422,544-square-foot building-to-be, which SLCE Architects is designing.

Back in January, Lightstone paid $14 million for the building there now – a four-story, 15,600-square-foot mixed-use building. William Hocking and Raymond Sauerbrey, executives at brokerage Dalton Reid, previously owned it, as previously reported.

Building amenities include a gym and roof terrace, BuzzBuzzHome reported.

A 59-story residential and commercial tower will soon to rise on Fulton Street the developer said this week.

Demolition will begin soon on a row of five- and six-story apartment buildings at 112 to 118 Fulton St. between Nassau and Dutch streets to make way for the high-rise. The buildings were home to a series of small businesses and chain stores such as Radio Shack and Five Guys Burgers and Fries.

Developer The Lightstone Group had initially planned to build a wider 48-story tower by including neighboring space at 120 Fulton St. But Lightstone did not win approval from the state legislature for a 421-a tax break that they would have needed to include the 120 Fulton site in their plan.

The taller, narrower tower will have 460 units, of which 20 percent will be affordable housing, the developer said.

Construction is expected to take two to three years, said Meir Milgraum, Lightstone’s director of acquisitions and development, during an update to Community Board 1’s Financial District Committee Wednesday.

Milgraum promised to work with the community to make the demolition and construction as smooth as possible on the busy, narrow block.

“I’m here and available to talk through any issues with the community as this moves forward,” he said.

Lightstone had originally planned a wider, 49-story tower using space at 120 Fulton, but the firm did not receive state legislature approval for a 421a tax abatement required to include that site, DNAinfo reported.

The new building will have 460 units, with 20 percent of the apartments as affordable housing, the developer told DNAinfo. The apartment buildings being torn down were home to assorted small shops, including a Five Guys outpost.

In August 2013, Lightstone closed on a $43 million construction loan with Banco Inbursa SA for the project, the Wall Street Journal reported. The firm spent $76 million assembling buildings at 112 Fulton, 114 Fulton, 116 Fulton, 118 Fulton and 120 Fulton, as well as air rights at 41 John Street, 43 John, 80 Nassau Street, 86 Nassau, 88 Nassau, 15 Dutch Street and 122 Fulton.

Demolition will be complete by June, according to construction signage. The building will be finished in 2016 or 2017.

The San Francisco-based investment and building firm Carmel Partners inked a contract to buy a development site at 112-118 Fulton Street in Lower Manhattan from the Lightstone Group for more than $170 million, several sources told The Real Deal.

The Lightstone Group, headed by David Lichtenstein, assembled the site composed of three parcels as well as air rights on Fulton and Dutch streets, during a long and complex process. Lightstone originally planned to build a 452-unit tower with 48 stories, on 112-120 Fulton, according to city Department of Buildings plans filed last year. However, Lightstone shifted plans and changed that to a 460-unit building with 59 stories on 112-118 Fulton after it was denied a 421-a tax abatement. That is the site that just traded.

The news comes in the wake of the disclosure that broker-turned-developer Michael Shvo is planning to buy 22 Thames Street from Fisher Brothers, Witkoff Group and others for $180 million.

The two sales underscore the surge in land prices in Lower Manhattan. Shvo will pay more than twice the $87 million the Fisher venture paid in 2012.

A team led by HFF broker Andrew Scandalios brought the Fulton Street property to market, according to sales material reviewed by TRD. That information said the site had up to 406,853 square feet of development rights. But sources close to the deal said the sale involved only about 380,000 square feet of development rights.

California’s Carmel Partners Expands its foothill in New York as Lightstone divests itself of an asset there.


New York real estate firm Lightstone Group has agreed to sell its development at 112-118 Fulton Street in lower Manhattan to the San Francisco-based investment and building firm Carmel Partners for more Than $170 million, according to reports.

The plan was originally to build between 112-120 Fulton, but Lightstone was forced to remove 120 after it failed to win approval for a 421-a tax abatement. The site is said to hold anywhere from 380,000 to 406,000 square feet.

The building site includes three separate parcels of land with air rights above on Fulton and Dutch Streets. The firm had already demolished several old low rise apartment buildings there. It was the aspiration of Lightstone to construct a 48 story, 452 unit tower there, and later a 460 unit 59 story building on the site, 20% of whose units were to be reserved for affordable housing under a standard 80/20 plan.

This will be the second development site in Manhattan for Carmel Partners which is headed by Ron Zeff. Carmel owns and develops property across the United States with an emphasis in California and Washington, D.C. The company is part of a joint venture which is building a residential tower at 325 Lexington Avenue, between 38th and 39th streets in Midtown Manhattan.

So now, since the previous piece seems to give no indication of what would otherwise be rising instead, am I right in assuming that everything's in flux again?
And if so, more than before this transaction?
Or any less?

Or am I just over-dramatizing and looking at real-estate power-brokers simply jockeying for the best position in the Lower Manhattan highrise front?

We'll see what happens. "Only" 380,000 sf compared to 406,853 sf, that's short about 26,000 sf. Hardly worthy of the "only".

The assemblage at 112-120 Fulton Street has undergone several changes over the past few years: first, the site was reduced to 112-118 Fulton after a 421-a snafu, and then, Lightstone Group sold the parcels to Carmel Partners for $171 million two months ago.

Vague renderings had been released for initial concepts, but now, YIMBY has a look at what we believe were Lightstone’s most recent plans for the site, before selling to Carmel Partners. Gerner Kronick + Valcarcal designed the 60-odd story tower, which has a simple form, distinguished by a wave-like pattern running along the facade. We’re not sure if Carmel Partners intends to follow through with this design, and no new building permits have been filed.

Fulton Street is still relatively under-built, and with the Financial District’s booming popularity for residential development, its true potential is only just becoming apparent. The sidewalk is expanded for much better pedestrian flow, the resulting arcade creates a nice sense of place and has a good deal of precedent around Downtown (like at the 1925 Barclay-Vesey building), yet the building above follows the streetwall, maintaining Downtown's famed canyon density and avoiding the effect of a barren Modernist plaza.

I love that corner, it opens up really gorgeous view- very nice progression from the low rise buildings on Fulton to the taller towers on Nassau/Beekman culminating with 30 Park and Woolworth. Splendid!

Late last year, YIMBY posted a video featuring renderings of plans for a new 63-story residential tower at 118 Fulton Street. The design featured in the film was originally created for the Lightstone Group, which sold off 112-118 Fulton Street to Carmel Partners last September for $171 million. But while the site’s developer has changed, its appearance has seemingly stayed the same, and a new on-site rendering (as well as a tipster’s submission) confirms that a design similar to the one previously posted will be built.
