This is too short. I've kind of explained this already. Once you go underneath 30 meters, you simply can't get details of acceptable quality into these.

I don't think so. If you cut a building at any height less than 30 m, you will have the same quality. It's just a matter of number of floors.
It can only become a problem when it comes to a small house with a roof and ornaments. But a 4-story building will look like one of 20 with 16 fewer floors.
