City Hall unveils its plans to bring NYSoho to Tel Aviv
The Tel Aviv municipality is considering the construction of a huge residential neighborhood and commercial center project for artists, in the spirit of New York's Soho district. Ownership of the huge compound between Hamasger Street and the Ayalon highway, which covers an area of about 500 dunams (125 acres), is divided between private landowners and the city, which recently held a meeting to discuss the project.

Under the proposed plan, a multistory commercial and industrial complex similar to the Azrieli center will be built in the northern part of the compound, between Yisraeli and Kaplan streets, Tel Aviv municipal engineer Danny Kaiser said. Hundreds of residential units are planned for the entire area south of this point, in the region of the Montefiore neighborhood to Ben Avigdor Street.

The area currently houses light industry workshops and auto repair shops. The idea is to strengthen the compound by creating a special residential neighborhood that would include studio apartments. Kaiser said the target market for the plan is a population that is willing to live near main roads and a business center, adding that young people and artists who are happy living in less elegant surroundings are already moving into this area.

"Our approach," said Kaiser, "is that a business center should not be abandoned after office hours and that when it is combined with residences, the area feels safer and can be lively in the evenings, too."

The Tel Aviv Local Planning and Building Committee yesterday rejected a plan by architect Avraham Yaski for Kikar Hamedina. The site's landowners chose Yaski's plan for the site.
The Local Planning Committee ruled that Yaski's plan deviated from the instructions in the outline plan, which permits the construction of three high-rises. Yaski designed three pairs of high-rises - six buildings - with no links between them.

The Kikar Hamedina plan, approved in 2000, made headlines during the design competition 18 months ago. The Yaski & Partners firm won the design competition. The design called for three pairs of 25-storey high-rises, with 387 luxury apartments, 15,000 sq.m. of commercial space, 2,700 parking spaces, and 6,000 sq.m. of public space that would be given over to the Tel Aviv municipality.

Tel Aviv municipal engineer Danny Kaizer supported the design of architect Moshe Zur, while some landowners backed the plan submitted by the Rothman-Raz architectural firm. The Local Planning Committee asked all the project's developers to submit all the competing architectural designs.

A "Globes" investigation in October 2002, which relied on the professional parameters that were the basis for the architectural designs, found that Rothman-Raz's design was preferable to Zur's, and far more acceptable than Yaski's.

The Tel Aviv Regional Planning and Building Board objections subcommittee has authorized the plan for the city's wholesale produce market. Under the plan, the wholesale market's existing buildings will be demolished, and a commercial, business, and residential complex will be built on the on the 50-dunam (12.5-acre) site, located between Menachem Begin Rd. (formerly Petah Tikva Rd.), Carlebach St., and Hahashmonaim St.
The plan calls for the construction of a 40-storey high-rise along Begin Rd., and 12-storey buildings along Carlebach St. and Hahashmonaim St. The plan includes 1,125 housing units, 100,000 sq.m. of office space, and 20,000 sq.m. of commercial space, plus a 15-dunam (3.75-acre) open public space in the center of the site.

The planning board stipulated that most of the public space comprise gardens with easy and clear access, and wide passageways from all surrounding streets.

The cabinet decided to move the wholesale produce market to a 1,400-dunam (350-acre) site at Missubim junction. Moshav Kfar Azar opposes the decision, claiming that it has owned the land for many years, and has rights to it.

The deadline for submitting bids in the Tel Aviv light railway tender will be postponed by at least five months. At a meeting with NTA Metropolitan Mass Transit System, representatives of the three competing consortia announced that they would not meet the March 31 deadline for submitting bids, and asked that it be extended.
The tenders committee, headed by Ministry of Finance deputy Accountant General Haggai Miller, is due to decide soon on another postponement of at least five months. The tenders committee has not yet convened to discuss the request by the consortia, but it is believed that the request will be granted for lack of choice.

The deadline for submitting bids in the build, operate, transfer (BOT) tender for the Red Line of the Tel Aviv light railway project has already been postponed twice. The original deadline was August 2004, and the deadline was first postponed to November, and then to March 31, 2005.

Under the original timetable, the railway was scheduled to go into operation in 2010, but the operating date will now be delayed until 2012.

Representatives of the consortia gave two reasons for their request for a postponement. The first is changes in the composition of the consortia as the result of the withdrawal of some companies, and the addition of others. The participating groups said that they had directed their efforts to assembling their consortia, and had not had time to prepare their bids. The second is that the tender is expensive and complex, requiring a high level of engineering expertise.

NTA general manager Yishay Dotan told “Globes”, “The groups have made a request, but the decision about a postponement will be made by the tenders committee.”

The cost of the project was initially estimated at NIS 1 billion. NTA now says that it will cost over NIS 6.5 billion, and the Ministry of Transport estimates the cost at NIS 8 billion.

Dirom Construction Company (DROM), controlled by Ezra Khakshouri and the Reuveni family, has new troubles. After seemingly putting most of its troubles behind it by selling many properties, it turns out that celebrations were still premature. Dirom reports that it has received a demand for repayment of a $3 million debt from Bino Investments, controlled by Zadik Bino.
Dirom has been told to repay the loan early next week. If it does not do so, the holder of the bonds collateralized by Dirom's shares in Beeri - King Shlomo Towers Ltd., which is building the luxury Beeri Nahardea project in Tel Aviv, will sell the shares.

A query to Dirom found that the letter demanding repayment of the loan was sent by CE, a company owned by Canadian investors, represented by Adv. Dr. Avi Weinroth. In early November, CE signed an agreement with Dirom to acquire its 40% stake in, and its rights to, Beeri -King Shlomo Towers, for NIS 32 million, to be backed by construction of offices and residences in Warsaw.

Dirom claims that CE bought from Bino Investments bonds given as collateral for the debt, in order to use them to pressure Dirom to close its deal with CE. This deal, signed almost three months ago, has been delayed because a fundamental clause has not been met: Bank Hapoalim's (LSE: BKHD; TASE: POLI) willingness to lend NIS 200 million to finance construction of the second stage of the Beeri Nahardea project. The bank lent over NIS 250 million to finance the project's first stage.

Another possibility is that CE sees a chance to acquire shares in Beeri -King Shlomo Towers cheaply, by foreclosing the lean on the shares, while exploiting Dirom's cash flow problems. This would save CE half the cost it would have had to pay Dirom for its stake in Beeri -King Shlomo Towers under the terms of the deal.

Dirom, managed by Joseph Granot, announced today that it was examining with its legal advisors the legality of CE's demand, while simultaneously considering its options. "Globes" previously reported that a group of Canadian investors, operating through CE, was simultaneously negotiating to acquire A. Arenson Ltd.'s 20% stake in Beeri -King Shlomo Towers. It cannot be ruled out that this deal has already been completed.

Weinroth also represents Stooga International, which owns the remaining 40% stake in Beeri -King Shlomo Towers. Stooga is also controlled by Canadian investors, and the possibility that CE and Stooga's investors are one and the same cannot be ruled out.

Ah... no! I looked at all the project renderings, and selected about three as my favorites, and Kikar HaMedina was one of them.. and then I read that the design was rejected! It was much nicer than the new one, IMHO.

The best of all is 96 HaYarkon, and other good ones are Sitonai, and the South Kirya development.

Why are some towers "on hold", such as Amkor? BTW, from that rendering of it, it looks very wrong in the middle of low-rises on its own. That's not a suitable location for a 200 m + tower.

The reason why it's on hold is b/c the company does not have the money it currently needs for the construction of it. You have to understand that construction/demolition is pretty expensive, and when there is not a lot of money, it's just put on hold. Amkor (Ampa) will hope to get the money to construct Tel Aviv's tallest from the revenue it gets from the other buildings and its current markets. Until then, it cannot be constructed. Being on hold does not mean that it's cancelled. Afterall, the foundation for the Amkor Tower has been made, and the company has not mentioned that they will have to scrap it.

Clal Insurance Enterprises Holdings Ltd. (TASE: CLIS) will sign an agreement next week to buy a lot in Ramat Hahayal, Tel Aviv, with two buildings, from Nof Haaretz Construction Enterprises Ltd. for $22 million. Clal Insurance reportedly expects to get a return of 8.5% on the deal.
The two buildings have 10,000 sq.m. in aggregate space. The first building, with 4,000 sq.m., was leased to Eurocom Communications in late 2004 at $730,000 a year in a seven-year index-linked lease. Eurocom will occupy the premises in early 2006.

The second building, with 6,000 sq.m., was leased to the Israel Police Yarkon Sub-District in mid-2004. The police will pay $1.14 million a year in a 20-year lease, for a total of $22.8 million. The police will pay $12.50 per sq.m. per month, plus $90 per month for each parking space. The police expect to occupy the premises in late 2005. The building is now being adapted to the police's specifications to replace the Yarkon Sub-District's current headquarters on Harakevet St. in south Tel Aviv.

Israel Railways reports 71,000 passengers on the Tel Aviv-Ben Gurion Airport line. The number of passengers using the Tel Aviv-Ashdod line rose 23%, compared with January 2004, to 350,000.

Israel Railways general manager Yosef Mor said the Tel Aviv-Jerusalem line would be inaugurated this year, and the Ashdod-Ashkelon and Tel Aviv-Kfar Saba tracks would be doubled.

The south Ministry of Defense headquarters (the Kirya) compound in Tel Aviv opened last week, and various government ministries and agencies are now occupying the premises. Half Jubilee Ltd., owned in equal shares by Africa-Israel Investments (TASE: AFIL) and Minrav Holdings (TASE: MNRV) built the project. The first stage comprises a 24-storey tower with 48,000 sq.m. of office, main and service space, and 1,000 sq.m. of commercial space on two floors. The project's second stage is still under construction, and scheduled for completion by year-end. The second stage, comprising 26,000 sq.m. of office space on 13 floors, is now being marketed.
The government agencies occupying the building include the Israel Tax Authority (22,000 sq.m.), the Ministry of the Interior (4,000 sq.m.), the Ministry of the Environment (2,000 sq.m.), the Ministry of Housing and Construction (3,000 sq.m.), the Ministry of Justice and Land Registry (4,000 sq.m.), the Israel National Employment Service (3,000 sq.m.), the Israel Land Administration (ILA) Tel Aviv and Central Regions (4,000 sq.m. each), the Government Printing Office (1,000 sq.m.), and the Civil Service Commission (1,000 sq.m.).

The government agencies are paying $15.60 per sq.m. per month in rent and $7 per sq.m. in management fees in 20-year contracts. The 36,0000 sq.m. in space the agencies are vacating are in the jurisdiction of the Tel Aviv municipality.

I find myself fascinated by this place (and the rest of Israel too) but I am a bit bewildered too. What are the major industries in Tel Aviv? Is there a certain sector of the economy that is booming? Or is the whole economy just doing well? TalB, I would love to hear about Tel Aviv and the rest of Israel; any info about the latest trends in the country. Is their alot of immigrants moving to the country? Is the whole country growing? Info about the country such as quality of life; housing costs; that type of thing.... Thanks!

The Tel Aviv Regional Planning and Building Board has approved for deposit plan TA/3509 for the construction of a residential high-rise and public garden on the site of the old United Kibbutz Movement building. The site is on the corner of Soutine St. and Fishman-Maimon St. in north Tel Aviv, east of Ibn Gvirol St., and near Tel Aviv Sourasky Medical Center (Ichilov Hospital). The large public Soutine-Nahardea garden is located east of the site.
This is a dense residential area of four and five-storey apartment buildings, as well as old and new high-rises, such as the Nahardea-Beeri project, David Towers, City Tower, and residential towers on Arlozorov St.

The planning process for the new building was unusual, and included participation of the public and local residents. The residents were shown eight alternative plans. They chose the plan for a tall, thin high-rise with an adjacent public garden to the west. The high-rise will be located between two public gardens, thereby providing maximum exposure to open space for existing buildings.

The 30-storey high-rise will have 80 apartments, 7,500 sq.m. of main space and a one-dunam (0.25-acre) public garden. The plan will include developing the garden, and widening sidewalks with plants and public parking. Developer Neve Schuster Ltd., managed by CEO Dalia Schuster, initiated the project, which was designed by the Giora Rothman-Moshe Raz architectural firm.

Much of Tel Aviv's new projects are in certain areas like the Kirya and Rothschild Blvd, while the rest are pretty much on the Eastside. Its major industries are metal, defense, machinery, technology, tourism, and education. I would guess that the sector of the economy is industry and business. It is no lie that Israel is getting a lot of immigrants since it's a democracy, and Tel Aviv is a pretty diverse city, though Haifa and Jerusalem have a higher diversity. I insist that you go here (http://www.skyscraperpage.com/forum/showthread.php?threadid=67941) to know more about its economy or read the english version of Globes (http://www.globes.co.il/serveen/) since it's the Wall St version of the Israeli economy b/c this thread is more about projects going on in Tel Aviv, so anything else will be irrelevant.

There was a huge influx of almost 1 million Soviet Jews in the 1990s after the collapse of the USSR. TalB listed the major industries, but also dont forget the high tech industry...Intel, Motorola, and Microsoft all have large offices and labs in Israel. EDIT: also, check out

I was just in Tel Aviv a few months ago and didn't see so much construction, i had no idea! Its great, but its also disappointing to see so many of the cooler projects on hold. I heard the Ampa tower was on hold because of an excess of office space around Tel Aviv, which sounds similar to the situation here in Chicago....not too many office buildings going up, and nothing above around 40 stories (which is pittence for us here). All the big cool projects are residential. could Tel Aviv be similar? We can hope that with the American economy speeding up again that the Israeli economy improves as well in order to help push along construction.

Also, do you have any info/news on the light rail system being built in Tel Aviv? I saw some of it under construction down around Yafo. When might it be completed? Tel Aviv (especially) and also some parts of Jerusalem need rail systems very badly

Independent merchants in Tel Aviv wholesale market demanding higher compensation

25 independent produce wholesalers in the Tel Aviv wholesale produce market, who are unaffiliated with Wholesale Market Co. for Agricultural Products in Tel Aviv Ltd., are opposing the plan for the wholesale market site, in which Tnuva is the dominant factor. The Tel Aviv wholesale market is located between in the triangle between Petah Tikva St., Carlebach St. and Hasmona'im St.
The independent wholesalers claim that Tnuva no longer handles agricultural produce so therefore no longer considers the Tel Aviv wholesale market as source of income, as they do, but as prime real estate. They claim that Tnuva is trying to prematurely force them to vacate the market, while harming their rights. The independent wholesalers added that Wholesale Market Co. had reached an agreement, under which each member would receive three apartments in the project planned for the site, in exchange for shares in the company, but that they had been excluded from the final arrangement.

The Tel Aviv Local Planning and Building Commission recently rezoned the 55-dunam (13.75-acre) site of the wholesale market for a multi-purpose office, commercial and residential project. Most of the buildings will be ten stories, and four will have 40 stories. The project will have 220,000 sq.m. of space, including 100,000 sq.m. of office and commercial space, and 1,125 apartments covering 120,000 sq.m., as well as an underground parking garage for 3,500 vehicles.

Under the vacating agreement, each member in Wholesale Market Co. will receive up to three apartments in the new project as compensation. The independent wholesalers in the market are disputing the amount of compensation. On the basis of tax assessments, they are demanding $1.5 million per commercial unit in compensation. They are considering suing Wholesale Market Co. and the Tel Aviv municipality in order to participate in the final settlement, which has been reached.

After several hearings, the National Planning and Building Board last week unanimously rejected objections by the Society for the Preservation of Historical Sites against the southern Kirya project in Tel Aviv. The Society for the Preservation of Historical Sites is worried about the further demolition or possible demolition of historic 130-year old buildings in the Templars' colony in the Sharona neighborhood. The society strongly opposes the widening of Kaplan St. to four lanes in each direction, which requires the moving of five structures slated for preservation on the south side of the street (which entails the risk of damage), and the demolition of other houses.
The National Planning Board wrote in its decision, "The southern Kirya site is a large area suitable for planning purposes related to the development as a business center, offices, residences, hotels, and entertainment, as well as the development of public spaces for one of the city's largest centers.

"The interest of preservation is not the sole planning consideration, but should be balanced against other important and critical interests."

The Tel Aviv Regional Planning and Building Board yesterday approved the South Glilot Urban Quarter plan. The plan calls for a residential neighborhood between Namir Rd. on the west, the Ayalon highway on the east, Road No. 5 on the north, and the Ramat Aviv Gimmel neighborhood on the south.
The land is one of the most important areas available for development in the Tel Aviv district, under the Tel Aviv Regional Outline Plan.

Under the South Glilot Urban Quarter plan, the fuel and gas storage tanks in the old Glilot fuel farm will be removed, and the site developed for residential, commercial, and public use. For years, the fuel and gas tanks were a real hazard to the area's residents. The fuel farm was closed two years ago, making urban development plan possible. The plan calls for 3,000 housing units. 60% of the area is zoned for public use, including a city park.

As an outline plan, approval of the South Glilot Urban Quarter clears the way for the removal of the fuel and gas storage tanks, and decontaminating the site as necessary in accordance with future tests. A detailed plan for the site will then be prepared to determine specific land use. The city park will be the northern arm of the Yarkon Park.

Koor won't sell Sheraton Israel

Sheraton Israel chairman Ron Feinstein announced today that the hotel chain planned to invest $20 million in renovations and upgrades of existing hotels, and that it would also try to buy new hotels to manage. Sheraton Israel is owned by Koor Industries (NYSE: KOR; TASE: KOR) (55%), Bank Hapoalim (LSE: BKHD; TASE: POLI) (25%), and Sheraton Hotels and Resorts (20%).
Sheraton Israel's owners also announced that they had decided not to sell the controlling interest in the company, and had therefore called off negotiations to sell it to Yitzhak Tshuva. The negotiations had lasted for a year.

Koor CEO Jonathan Kolber said the change in the political situation, the significant improvement in Koor's results, and the change for the better in the tourism industry had led Koor's management to decide that it was worthwhile holding onto Koor's stake in Sheraton Israel. Kolber added that Koor had called off proceedings for selling its stake in the chain.

Sheraton Israel CEO Eli Gonen said that in view of the improvement in tourism in 2004 and in the company's business performance, and the prevalent optimism about the future of tourism, the company's shareholders had decided on a four-year action plan. He said the decisions very important for the way Sheraton Israel would conduct business.

Sheraton Israel's heads said the company saw significant improvement in all items in 2004. Room occupancy rose by 18%, prices rose by 10%, revenue rose by 24% to $79 million, and operating profit rose by 98% to $8 million. Sheraton Israel predicts an operating profit of $17 million for 2005. They also said that the company planned to hold an IPO on the Tel Aviv Stock Exchange (TASE) within a year.

High hopes for Hiriya

Cooperation between the Bracha Foundation, which initiates and supports social and environmental projects, and the Tel Aviv Museum of Art has yielded another exhibition - the second in the past five years - that deals with the Hiriya landfill. The exhibition, which opens on Thursday, is an advanced stage on the road toward rehabilitating the mountain of garbage as part of the Ayalon Park, and turning it into a "green" recreation area - from an ecological and landscape point of view. The director of the foundation, Martin Weyl, has been working on forwarding this initiative for more than five years, and he is the curator of the exhibition, along with Irit Hadar from the museum.

The exhibition will present proposals that were submitted to the Hiriya Park planning competition initiated by the foundation, with the focus on the plan submitted by German landscape architect Peter Latz, which took first place. Latz and his team have already begun their practical work on planning the park, in coordination with the Dan Region Sanitation Union, and in cooperation with the District Planning and Building Committee in Tel Aviv that is promoting the planning of the entire Ayalon Park.

Cooperation between the museum and foundation vis-a-vis Hiriya began with an exhibition that was held at the museum's Helena Rubinstein Pavilion in 1999 and presented conceptual proposals by Israeli and international artists and architects for the rehabilitation of the site. As reported at the time, the Bracha Foundation invested a small fortune in the exhibition.

The event came across at the time as just another spoiled, self-obsessed affair emerging from the Tel Aviv art world, romanticizing the garbage rather than the more serious effort to advance the nascent zoning plan for the Ayalon Park and a campaign against the construction plans that were being made for it.

In retrospect, however, the conceptual art project served as a real catalyst for advancing the outline of the plan for the Ayalon Park. It, together with the professional meetings that came in its wake at the initiative of the foundation, certainly contributed significantly to placing the issue on the public agenda and kick-starting the process that eventually led to its initial approval in November last year.

No less importantly, the exhibition significantly helped to change the image of Hiriya in the public consciousness - from being a symbol of an area of ecological disaster into a place associated with terms such as "open public expanse," "park" and even "beauty."

The exhibition brought to the fore the inherent potential in rehabilitating "brown fields" such as waste dumps, abandoned industrial areas, contaminated land and crime-infested urban areas, and turning them into active public expanses.

In the post-industrial age and in a world in which open areas are continually disappearing, this today is a central issue in the field of urban and environmental planning, and a subject that has recently moved from being behind the scenes in the area of infrastructure to center stage of the cultural world.

Currently, for example, the New York Museum of Modern Art is holding a first-of-its-kind exhibition of projects in the field of urban planning that are based primarily on "fixing" brown areas around the world. Among the projects that have won special attention is the urban park planned by Latz on the site of an abandoned metalworks plant near the city of Duisberg, in Germany's Ruhr region. The park won Latz international renown, and one can hope that his work at Hiriya will achieve equal success.

The main principle in the planning of the park in the Ruhr region, and other similar projects, is the preservation of traces of the past, in recognition of their importance in the process of rectifying and understanding the history of the place. Hiriya also has a past of its own, and traces of it will indeed be preserved. First and foremost, the silhouette of the garbage mountain in the planning directives is defined (in an exaggeration that borders on the ridiculous) as a "national symbol." It is regrettable to discover, nevertheless, that other traces - of the Arab village of Al-Hiriya that existed at the site until 1948 and on whose land the mountain was erected - have been erased from the new planning.

On the festive occasion of the exhibition of the plans for the Hiriya Park, and in light of the approval of plans for the Ayalon Park (an approval that doesn't absolutely guarantee its future against the threat of construction), it is worthwhile mentioning that ever since the site ceased to serve as a dump some seven years ago, the garbage did not begin to evaporate but is being buried in the Negev - the country's backyard that does not have foundations and art museums to look after its fate.

BSR Projects-led group buys Lev Hapark lot for $29m

A group of 177 buyers organized by BSR Projects (TASE: BSRP) last Thursday bought a lot in north Tel Aviv's Lev Hapark "Manhattan" project for $29 million. Each member of the group will pay $160,000, the price per land per apartment in the prohject. The lot is adjacent to the Habas HZ Investments' (TASE: HABS) YOO project. One 40-storey high-rise with 177 apartments will be built on the 5.4-dunam (1.35-acre lot). Mercantile Discount Bank's mortgage division is providing financial coverage for the Manhattan real estate project.

The lot for the Manhattan real estate project was sold for 10-20% more than for two adjacent lots in Lev Hapark: NAM 5 and a group headed by Canada-Israel Development Corp. each bought a lot for $24.5 million.

The Lev Hapark plan was approved in September 2002. The site is one of the most expensive pieces of land in Israel, south of Pincas St., and east of Namir Rd. The plan calls for the construction of 1,747 apartments and 6,000-sq.m. of commercial space, recreation areas and public institutions on a 135-dunam (33.75-acre) area.

Viva, Tel Aviv pretty much is planned except for the part that is Jaffa. This is b/c it was founded in 1909, so it's not even a century old, though it will come in four years. The explaination for Jaffa is that it's been around since ancient times. As for the Jerusalem, it's pretty much the same for Jaffa at least for the eastern section, but the western portion is pretty modern, espeically in Givat Ram, which is where the Israeli government is found.

True, theyre planned in a certain sense (obviously not the old city Jerusalem, but the west part). But as I understood it they were planned in small bits and pieces so they don't really form any sort of coherent system or plan in the way New York, Chicago, Paris, etc. do. I'll excuse Jerusalem because of the mountains. Plus the winding streets and ordinance requiring stone buildings gives it a quaint feel thats decidedly distinct from the more modern tel aviv-ramat gan-herzliya area. Are there any skyscraper plans for Jerusalem or Haifa, or is everything basically Tel Aviv and Ramat Gan at this point?

The Wholesale Market Towers are not being built the same architect as the one for the Amkor Tower, jmancuso, and that project has been approved recently, though I haven't heard of any groundbreaking on that project yet.

Hebrew daily “Yediot Ahronot” reports that Israel Railways will start operating two new lines from Saturday night: the rebuilt Tel Aviv-Jerusalem line through Beit Shemesh, and the new Tel Aviv-Ashkelon line.

Travel time to Jerusalem on the rebuilt line will be 73 minutes. Tickets will cost NIS 19. 30 trains will operate daily.

One train per hour in each direction will initially run on the Tel Aviv-Ashkelon line. When the double track between Ashdod and Ashkelon is completed in September, there will be two trains per hour in each direction. Travel time between Ashkelon and Tel Aviv will be 45 minutes.

The Tel Aviv-Ashkelon line runs through Ashdod and Lod. When the West Rishon LeZion station is built, travel time to Ashkelon will be cut to 35 minutes. The line cost NIS 235 million to build. Tickets will cost NIS 22.50. For the sake of comparison, the bus fare on the direct Ashkelon-Tel Aviv route is NIS 21.50, and the fare on the local route is NIS 25.

Minister of Transport Meir Sheetrit said the line would reach Sderot in 2007, and would reach Beersheva through Netivot and Ofakim a year later. He said the Ministry of Transport was investing NIS 1 billion in building railway infrastructure in the south and the Negev.

I am from Israel myself and has been lurking on these forums for some months already so guess it is time to join:)
So here are some news.
The Manhattan tower might be delayed.
I saw a picture where it shows that they broke the ground but some archaelogical stuff was found so they are digging it now.
Hope they will resume construction soon.
And regarding the First Int'l tower there are two construction cranes there already.
I will try to check the place tommorrow after work and report here how it is progressing.

Discount Mortgage Bank (TASE: DMBK) has applied to the Tel Aviv District Court for an urgent ex parte petition to appoint a temporary receiver for Illumination Sea Ltd.'s Theater Tower project on Jerusalem Blvd. in Jaffa.

The building comprises 56 small housing units. Discount Mortgage Bank claims that it granted Illumination Sea a loan for the project, the outstanding balance of which totals NIS 8.1 million. Tenants also hold NIS 13.4 million in guarantees.

In a separate case, Mercantile Discount Bank has petitioned the Tel Aviv District Court to appoint a permanent receiver for Tlalei Yaffo's residential and commercial building in Jaffa'a Ajami neighborhood. The building has six residential and one commercial floor. The bank lent the developer loans and credit, the balance of which was NIS 8.65 million at the end of September 2004.

It also promised that travel time between Tel Aviv and Jerusalem would be 55 minutes; in practice it will be 72 minutes. Last night's inaugural ride from Jerusalem to Tel Aviv Central Station lasted 84 minutes.

Israel Railways' actions on the project have drawn sharp criticism, due to its missing almost every target. Poor planning and management problems were the main reason for the faults and construction difficulties. The original plan did not suit the conditions on the ground, forcing contractors to work with incorrect plans, causing cost overrides and delays.

This route, called the S-plan, is a temporary solution for a Tel Aviv-Jerusalem rail link, because of the long travel time. The line is not a real alternative for buses and private cars.

I went to the site today.
There are two cranes on site but the building haven't got above the ground yet.
It does seem to be ready to rise very soon though.

I read that the Ampa tower was on hold due to an excess supply of office space in Tel Aviv. Is this true, and if so, why are there so many other projects in lesser locations (Ampa was to be right next to the highway i believe)

The 1st Int'l for example already has its tenant since it is the bank
who initiated the construction.
Same goes for Discount bank tower.
And other towers that were recently completed or will be completed
like Museum tower and Sonol tower do have some problem finding tenants currently

The financial statements of Beeri-King Shlomo Towers Ltd., which initiated the Be'eri Nehardea project, report that the company’s loss in the fourth quarter of 2004 equaled its loss in the first nine months of the year NIS 50 million. The company lost NIS 3.7 million in 2003. The company lost money on both Be'eri Nehardea and its share in a project under construction in Warsaw, Poland.

Sources inform "Globes" that sales of apartments in Be'eri Nehardea have been halted, following the deterioration in the company’s business. BeeriKing Shlomo had only NIS 4.8 million in revenue in 2004, and a NIS 6 million negative cash flow from current activities. The company’s heavy 2004 loss increased its equity deficit to NIS 72 million.

BeeriKing Shlomo’s auditors, Zohar and Zohar and Co., wrote that the company’s activity depends on a resumption of construction, after installation contractor A. Arenson Ltd. halted work, and on continued financial coverage by Bank Hapoalim (LSE: BKHD; TASE: POLI) for the project. Bank Hapoalim has already lent NIS 250 million for the project.

Until construction is resumed, and further financial coverage obtained, the auditors say that significant doubts exist regarding the company’s ability to continue as a going concern. BeeriKing Shlomo is negotiating with contractors to resume construction on the project, and with Bank Hapoalim for the second stage of financial coverage.

A. Arenson, which discontinued construction of the project in November, owned 20% of BeeriKing Shlomo until recently. The shares were sold to Stooga International, owned by Canadian investors. Hersh Friedman heads the group.

In February, A. Arenson filed a court petition against the remaining shareholders in the project, Stooga (60%) and Dirom Construction Company (DROM) (40%), for the appointment of an arbitrator. He alleged that Stooga and Dirom had violated a commitment to allocate $1.4 million from the proceeds of the deal between them to repay a loan from Israel Discount Bank (TASE: DSCT), for which Arenson was also responsible. Adv. Ram Caspi was appointed as arbitrator.

A private company owned by Azorim Properties shareholder Leo Noe owns the lot, which is zoned for construction of a luxury residential high-rise with 300 apartments. Future sales proceeds from the apartments are expected to total $70 million. Noe bought the lot from Shlomo Ben-Tzvi, before acquiring Azorim Properties from Nochi Dankner.

The lot was offered for sale a few weeks ago, and many companies have expressed interest in it, including Tidhar Construction, America Israel Investments and Danya Cebus (TASE: DNYA) (jointly), Africa-Israel Investments (TASE: AFIL), and Red Sea Hotels.

A source close to the deal said that negotiations with Shikun Ovdim had only begun, and were still in the preliminary stage. The deal in question is a 36-37% combination deal.

The “Yediot Ahronot” Hebrew daily reports that businessman Alfred Akirov is negotiating to acquire the luxury Beeri - King Shlomo Towers Ltd. (Beeri Towers) project in Tel Aviv. Akirov specializes in the sale of apartments to well-known people in the top 0.1% income bracket, which includes residents of the Beeri Towers.

Akirov has asked to pay for the project by covering its NIS 250 million debt to Bank Hapoalim (LSE: BKHD; TASE: POLI). He also plans to offer to repurchase some apartments from their owners, upgrade the high-rise, and sell the apartments.

The Beeri Towers project, controlled by Dirom Construction Company (DROM) and Stooga, is in financial trouble, and its financial statements include a going concern warning. The developers’ report shows that losses totaled NIS 50 million in 2004, half of which was in the fourth quarter.

Six years after building Tel Aviv's Azrieli Towers, Canit Hashalom Investments has renewed dozens of leases. Azrieli Center CEO Arnon Toren said the company had recently renewed leases for 10,000 sq.m. in both the Round and Triangle Towers, which cover an aggregate 100,000 sq.m. The leases were renewed for one to ten years, at $16.50-17.50 per sq.m. per month. Tenants renewing their leases include Big Band Networks, the Yigal Arnon & Co. law firm, and the Taiwan Delegation.

Yigal Arnon & Co. renewed its lease for 3,040 sq.m. for ten years, at $17.50 per sq.m. per month, compared with its previous rent of $19.50 per sq.m. per month. Berkman, Weschler, Sahar, Bloom & Co. Toren said the new leases reflected a small decline in rental terms in the Azrieli Towers, which was less than the fall in rents elsewhere. "The fact is that over a tenth of the space in the towers has been renewed in long-term leases, is evidence of the tenants' confidence and satisfaction with their premises."

Toren added that marketing for the Square Tower would begin soon, in advance of the start of construction in a few months. The $50 million Square Tower will complete the Azrieli Towers complex.

Moving of Kaplan St. Templar buildings begins

The moving of four out of five Templar buildings in the Sharona colony on Kaplan St. in Tel Aviv is beginning this week. The 120 year-old buildings, which are slated for preservation, will be moved 10-20 meters from their current location, at a cost of NIS 26 million. The fifth building will be moved in a few months.

The buildings are being moved to a 40-dunam (ten-acre) centralized park, which will contain 37 buildings slated for preservation. The park will be located in the middle of a new 190-dunam (47.5-acre) business and residential center planned by the Israel Land Administration (ILA) in the southern Kirya project in Tel Aviv. The center will include office, hotel, commercial, residential, and public space.

The buildings constitute the remnants of the historic Sharona colony, founded in 1873 by members of the Knights Templars from Germany. One of the buildings was a Templar community center, and another was a school. Hundreds of trees from that period will also be preserved. The ILA will market 25 of the 37 preserved buildings for commercial use, while the other twelve will slated for public use.

Dutch company Mamoth, which has experience and know-how in moving buildings, will do the work. The Tel Aviv-Jaffa Economic Development Authority is responsible for the project.

Kardan joins Tel Aviv light railway consortium

Kardan NV (TASE: KRNV;AEX: KARD) is joining the Spidan consortium, which is participating in the Tel Aviv light railway tender. Spidan, considered the weakest of the three bidders, has recruited important players in the recent months in order to strengthen the group.

An agreement arranging US engineering company Parsons Brinckerhoff’s membership in Spidan was recently signed. Recruitment of railway manufacturer Bombardier (TSX: BBD) has not been completed, since the group is unsure whether Bombardier should be a subcontractor or a member of the consortium. Consortia in the tender are entitled to change their members until early May.

Three consortium are participating in the tender: Spidan, the MTS group, and the Metro Rail group. NTA Metropolitan Mass Transit System, which is sponsoring the project, said that it had received no formal notification that Kardan had joined Spidan, but confirmed that negotiations were taking place.

With regard to South Kirya does this mean that in a few months they might start construction of some of the towers there?
We know they at least part of the compound is for Government and Army so they don't need to wait to secure financing etc.

A historic building on Yefet St., near the Clock Tower in Jaffa, which has been used as a police station for years, will be vacated in the coming weeks. The police station will be moved to a new building on Salame St., and the site will be marketed for a luxury hotel. The Israel Land Administration and the Jaffa local administration will market the building in two months as a 200-250-room boutique hotel. Under the Urban Building Plan (UBP), construction rights in the building total 6,000 sq.m.

Converting the building to a hotel is part of a general plan by the Jaffa local administration, the Tel Aviv municipality’s agency responsible for development of Jaffa, to develop tourism in the Clock Tower area. The Clock Tower square was the center of Jaffa during the period of the Ottoman Empire. It includes the historic governor’s building, which will become a center for Turkish culture in Israel, in a joint venture with the Turkish embassy.

Jaffa local administration director general Dror Amir said that the hotel will be branded as a boutique hotel in the same style as the American Colony Hotel in Jerusalem, with a unusually styled patio. He said the hotel would benefit from its proximity to the sea, the Jaffa flea market, and the Jaffa port. Amir added that the developer winning the tender for the site will be given the right to expose the building’s cellar. The building is known to have floors that have been buried in the process of time.

The building is one of the oldest in Jaffa. Built during the seventeenth century by the Ottoman rulers, it has been used as a jail, a prison, and an execution facility. The British used it for the same purpose, imprisoning members of Jewish underground organization Irgun Zva’i Leumi (national military organization) there during the British mandate. The building was converted into a police station after the state of Israel was declared, and used to hold detainees. The most important was Nazi war criminal Adolph Eichmann, who was held there for two months.

Building rights will be added to the three-storey building, but towards the west, not in height. The building’s Yefet St. façade will be preserved. The building’s northern façade and gate have already been renovated and preserved.

The detention cell in which Eichmann was held is within the hotel compound, but how it will be used has not yet been decided. Amir said, “It’s reasonable to assume that Eichmann’s cell will not be converted into a honeymoon suite.”

The government today approved by a telephone vote a proposal by Prime Minister Ariel Sharon to build the Ayalon Park project. The park will provide a green space for the greater Tel Aviv area, for the public benefit.

The Ayalon Park will be a vacation and leisure center. It will include a large lake, sports facilities, community centers, an amphitheater, pedestrian walkways, and tropical gardens, among other things. The project also includes rehabilitation of the Hiriya waste site, which will be covered with a variety of colorful flora, and purification of the Ayalon and Shafirim rivers.

In order to implement the outline plan, an agency will be established to set up, design, and manage the park, and ensure its preservation as open space for future generations.

A joint team of the Prime Minister’s Office; the Ministries of Environment, Interior, Justice, and Finance; the Israel Land Administration, the Tel Aviv municipality; and representatives of the local authorities bordering the park region will recommend within three months to the government the most suitable organizational and legal structure for the agency.

The government, local authorities, overseas donors, Mifal Hapayis Israel National Lottery, the Jewish National Fund, and other agencies that have expressed willingness to help with financing will cooperate in the project, which will cost hundreds of millions of shekels.

Kahtan brothers started building it but ran out of money apparently.
That was supposed to be a building with 17 floors residences and 3 commercial floors.
Now some diamond exporters are trying to buy it out from them and maybe they will resume construction there

Diamond dealers Nemdar and Schechter have bought Eliahu and Ezra Kahtan's project at the corner of Dizengoff St. and Frishman St. in Tel Aviv for $15 million, a third of the Kahtan's debt to Israel Discount Bank (TASE: DSCT).

The privately owned three-dunam (0.75-acre) site is zoned for the construction of a 10,000-sq.m. 18-storey luxury residential high-rise with 100 apartments, and a 13,500-sq.m. four-storey underground parking garage.

In July 2003, Discount Bank claimed that the Kahtan brothers were in breach of their financing agreement from the project's early stages, and that the bank sought to foreclose the NIS 200 million lien on the property.

Nemdar-Schechter is Israel's second largest diamond exporter, after Lev Leviev's LLD Diamonds, with $431 million in exports in 2004.

Train tower is not even under construction.
The tower on the picture is Museum tower I think (Berkovitch Tower).

The building is meant mostly for lawyers since it is located very near to courthouse and is even connected by some underground way to the courhouse building.
The main developer is Migdal I think (Insurance company).

The office building is located at the corner of Yehuda HaLevy and Herzl streets in Tel Aviv. Construction is scheduled for completion in June 2006.

Sources inform ''Globes'' that negotiations are being conducted for the sale of 13,000 sq.m. of office space on 13 floors, plus parking, for NIS 200,000. The annual revenue from rental is estimated at $3.15 billion, reflecting a 7% yield on the sale.

In light of the negotiations, Meshulam Levinstein will cancel the planned public offering of the subsidiary that manages the building.

The 13 floors will initially be rented to Discount Bank at $19 per sq.m per month for the first five years, after which the rent will rise to $19.95 per sq.m. per month, index-linked, for the following eight years.

Levinstein will build an additional 17 floors, covering 17,000 sq.m., located above the Discount Bank offices. The price of the additional floors is unrelated to that of the deal now being formulated with Discount Bank.

The total investment in construction is $40 million.

They will build three eleven-storey high-rises with 44 apartments each, for a total of 132 apartments, at a cost of $25 million, not including the land, which they have owned for many years. Bank Hapoalim (LSE:BKHD; TASE:POLI) will provide financial coverage.

BSR Projects (TASE:BSRP) and Real Estate Group are trying to duplicate the success of its Manhattan project in north Tel Aviv. BSR Projects has completed marketing its Manhattan project, located next to Habas HZ Investments' (TASE:HABS) Yoo Project in Tel Aviv's Zameret Park neighborhood. BSR Projects and Real Estate Group is now considering building another high-rise nearby.

Sources inform "Globes" that BSR Projects is negotiation with a landowner of a six-dunam (1.5-acre) lot east of the Yoo Project, zoned for the construction of a 30-storey high-rise with 132 apartments. The purchase price is estimated at $22 million.

BSR Projects recently completed marketing of 177 luxury apartments in its 40-storey high-rise, due to be built on the lot adjacent to the Yoo Project to the west.

By the way people from Israely Skyscrapers forum on Tapuz said they saw picture with rendering of the tower is already on the construction site (maybe construction to begin soon?).

I was digging up globes archive and found some older article saying that all units were already sold for the first Yoo tower and the one of the developers that wanted to buy himself a penthause was offered to get one in the second tower since the first was already sold out.

The Tel Aviv light railway project is getting underway. The Tel Aviv Regional Planning and Building Board has approved the Green Line, at an estimated cost of $1.8 billion. No decision has yet been made on the date for the publication of tenders.

The 21-kilometer Green Line will run from Herzliya to Rishon LeZion, and will have 32 stations. The 10-kilometer stretch within Tel Aviv will be underground. The Green Line is projected to carry 50 million passengers a year.

Only half of the project has been approved so far: the underground section along Har Zion Blvd. and Carlebach St. in Tel Aviv. The northern section of the Green Line from Carlebach St. to Herzliya, which run beneath Ibn Gvirol St. until Hayarkon St., has not yet been approved.

Opinions regarding the underground sections of the Tel Aviv light railway have been divided. Tel Aviv Mayor Ron Huldai and municipal engineer Danny Kaizer support the underground option. The Ministries of Finance and Transport oppose this, claiming it will raise the cost of the project by $300 million. The cost of building one kilometer of track aboveground is $25 million; below ground, it is $150 million.

Several months ago, NTA Metropolitan Mass Transit System published a tender for building the Red Line, running from Bat Yam to the Beilinson Medical Center campus in Petah Tikva. The $1.5 billion project is due to be completed in 2011. The train will run underneath Jerusalem Blvd. in Jaffa, to Allenby St., then to Arlozorov St., Ramat Gan and Petah Tikva.

Kaizer said the Tel Aviv municipality and environmental organization favored the underground option, which would avoid the need to isolate a ten-meter wide stretch along the city's main streets. The underground option will make Tel Aviv's streets, including Ibn Gvirol, pedestrian-friendly by widening sidewalks and establishing bicycle paths, businesses and gardens, while eliminating sources of traffic pollution.

The Israel Society for the Protection of Nature (ISPN) welcomed the courageous decision to put the Green Line underground, but regretted that the project was divided into two sections, because of an inability to agree on the route along Ibn Gvirol St. ISPN emphasized that besides the light railway plan, the Tel Aviv municipality was also building a huge underground parking garage at Rabin Square.

Anyway it was in the news on globes that Noam tower in Ramat Gan Diamonds Exchange District is going to have more floors.
They want to add floors up to 27 (I checked on the pics it seems now it is only 14 or 15).
