Developer Billingsley Co. is finalizing plans for its second high-rise in Dallas' downtown Arts District.
Two Arts Plaza will include more office and retail space, condos plus loft-style residences on the lower floors and an urban park.
"The next one will be a little more feminine than the first building but still contemporary and true to the neighborhood," said developer Lucy Billingsley.
Earlier this year, she finished the $150 million, 24-story One Arts Plaza at Routh and Flora streets.
The second building will be just north of One Arts Plaza at Routh and Woodall Rodgers Freeway.
The most eye-catching addition to the project will be a park and retail complex with swooping lawns and landscaping.
At the base of the new high-rise, Billingsley Co. plans to construct a five-story building with loft residences overlooking the park.

One is already under the construction (Woodall-Rogers), the other is fully funded (I-30).
There is still an outside chance of a third Calatrava-designed bridge for I-35.

Baylor Health Care System on Friday expects to announce plans for a $350 million, 450,000-square-foot cancer center, featuring a 120-bed cancer hospital and the largest outpatient cancer center in Texas.
The outpatient center will border Hall and Worth streets near Baylor University Medical Center at Dallas at 3500 Gaston Ave. It is scheduled to open in 2011, according to senior Baylor executives.
Construction of the cancer hospital will begin in 2010, with completion scheduled for 2013, the executives said.
"When completed in 2013, it will be our goal to be a nationally and internationally renowned cancer care destination," said Joel T. Allison, president of Baylor Health Care System.
The University of Texas M.D. Anderson Cancer Center in Houston is currently the state's only dedicated cancer hospital. That facility is typically ranked among the nation's top cancer resources, along with the likes of the Mayo Clinic in Rochester, Minn.
Donna Bowers, vice president of oncology services at Baylor Health Care System, estimates it will take Dallas' cancer center 10 years before it reaches that level of worldwide renown.
Baylor Health Care is the third-largest hospital system in North Texas, based on the number of beds and market share. Texas Health Resources Inc. and HCA North Texas are larger, according to HealthLeaders-InterStudy, a Nashville, Tenn., market research company. Baylor has 2,082 beds at its 15 hospitals and is the fifth-largest employer in North Texas, with 16,500 workers.
The Baylor system had a combined net income of more than $280 million on net patient revenue of nearly $2 billion in its 2006 fiscal year, according to Billian's HealthData, an Atlanta market research firm.
In May 2005, Baylor's senior executives and oncologists began brainstorming about the possibility of a cancer center, said John B. McWhorter, president of Baylor University Medical Center at Dallas.
"We noticed individuals leaving North Texas, going to M.D. Anderson and the Mayo Clinic, seeking cures for various cancers," Mr. McWhorter said. "We wanted to be a destination center, but we needed to make some changes."
About that time, Mr. McWhorter also got new studies showing that the hospital system was improving in its detection of cancer, another point of encouragement.
The health system's 13-member board gave unanimous support to formal plans after Mr. McWhorter and his staff presented the data and the potential to keep cancer patients in Dallas.
Details about hiring plans, the estimated economic impact and how the center will be financed will be released Friday during a news conference that will include Texas Gov. Rick Perry and Dallas Mayor Tom Leppert.

DALLAS-Baylor University Medical Center at Dallas and BremnerDuke, the healthcare development division of Indianapolis-based Duke Realty Corp., will undertake a $350-million expansion of the main campus to create the first dedicated cancer hospital in North Texas and the largest outpatient cancer center in the state.
The project, which breaks ground before the year ends, has been in planning and design stages for one year, according to Ed Bittner, BremnerDuke's senior vice president of its South region. He tells GlobeSt.com that BremnerDuke will develop and own the 450,000-sf outpatient center, with Baylor leasing "a good portion" of the space. The nine-story crescent-shaped building will go up on a five-acre tract, now a surface parking lot at the corner of Hall and Worth streets.

Sammons Entrance
BremnerDuke's building will be connected via a skywalk across Worth Street to the Baylor Charles A. Sammons Cancer Center, marking its 32nd year will be expanded by 120 beds to create the largest hospital of its type in North Texas. Chicago-based Perkins+Will's Dallas team designed both components. Medco Construction of Dallas, a Baylor-affiliated general contractor, will build both structures. BremnerDuke's team, being led by Bittner, includes Richard Couturier, John Huff and Mark Beach, vice presidents of development, leasing and construction, respectively.
Bittner says the leasing team has other top-name tenants lined up for the class A space, with services and research facilities to be disclosed down the road. "It's going to be a world-class cancer-care center," he stresses. "It's been a very long planning process."
The Baylor timeline calls for the outpatient center to open in 2011. The cancer hospital will break ground in 2010, with completion penciled for 2013.
"When completed in 2013, it will be our goal to be a nationally and internationally renowned cancer-care destination, building on Baylor Dallas' commitment to providing advanced cancer treatments and leading the charge of improvement in cancer care through research," Joel T. Allison, president of Dallas-based Baylor Health Care System, says in a press release.

Outpatient, Lower Entrance
The outpatient center will include physicians' offices, radiation, chemotherapy, pain management and complementary medicine like massage therapy and support groups. "We're entering a new era in cancer care at Baylor Dallas," Dr. Marvin Stone, chief of oncology for the healthcare system and director of the Baylor Charles A. Sammons Cancer Center. "We've made enormous progress during the past 32 years, but now we're ready to rise to the next level, paralleling the striking advancements we've seen in the field."
Bittner stresses the expansion is "a highly patient-focused design." The new facility will provide space for initiatives like targeted therapy, which allows physicians to analyze a patient's genes to determine the best type of treatment. Other cancer-care initiatives will include research focused on science breakthroughs that directly affect patients and expanded clinical trial participation. Currently, Baylor oversees 150 trial studies.
Baylor Dallas is a 1,002-bed not-for-profit academic hospital and Level I trauma center. The $350-million expansion would put Baylor Dallas on a more even par with the internationally renowned M.D. Anderson Cancer Center in Houston.
"We feel a great responsibility to offer the best cancer care in the country," says John B. McWhorter, the hospital's president and senior vice president at Baylor Health Care System. "We want people to be cared for in a compassionate manner. And we want to continue to be the destination center for cancer care for citizens of North Texas."

DALLAS – The Dallas skyline will soon likely have a new addition. long with renovating a vacant historic building into a five star boutique hotel and the creation of a three-acre park, a slender skyscraper full of condominiums is planned for downtown.
"It's a significant contribution to the downtown skyline," said Craig Melde, a Dallas architect.
The Pillar Group, a Dallas development company, is moving forward with a $160-million plan for the deteriorating corner of Pacific Avenue and St. Paul Street on the east end of downtown Dallas.
The 77-year-old Tower Petroleum Building, which is located at 1907 Elm Street and is two doors down from the Majestic Theater, will become the five star boutique hotel, complete with 115 guest rooms.
"The exterior will be totally restored,” said Melde, who is working on the project with the Pillar Group. "It's actually in very good condition.”
But next door, at 1900 Pacific Avenue, the drab '50s-era office building will be demolished.
To be built in its small footprint will be the most ambitious part of the project, the skyscraperdesigned by world renowned architect Michael Graves.
"The tower height is planned to be 700-feet tall, 57 stories,” Melde said. “That's ranking it up there with the tallest buildings in downtown."
At 700-feet, the new 1900 Pacific will be the sixth tallest building in Dallas, just behind the 720-foot Fountain Place, the green mirrored skyscraper with geometric angles at 1445 Ross Avenue.
The new 1900 Pacific will have condominiums, Pillar Group said, priced for people who make $70,000 and up, which is considerably less than those advertised at Victory Park just north of the central business district.
Dallas’ Economic Development Department and the Landmark Commission approved the concept Monday afternoon.

Providing financing can be secured and that construction starts next summer, Pillar Group said the hotel will open in 2010, and then the tower the following year.

I think it kinda looks like a really thin version of the Victory Tower/Mandarin Oriental project that was shelved in the recent past. Some of the design elements are somewhat similar anyway.
I'm skeptical of it starting in '09, but it would be impressive to see it get off the ground in these times, especially if they're geared toward the 70k crowd. Affordable condos? Horror of horrors! :P

Here are renders from the video. The quality is bad due to resizing the video. The building looks much better than I had anticipated. It doesn't have the usual Michael Graves haphazard look to it. It's far more reserved.

The company I work for has an office in the Republic Tower right down the street, and I sometimes stay in the area, so I really hope this moves forward. There are several surface lots east of this property as you approach the 75 that are screaming for development. Hopefully this jump-starts some activity over there.

Wow cool, it reminds me of One Madison Park in NYC. That is a very awesome design for Dallas, and I would have never expected a tall slender tower like this to possibly grace its skyline. What are the odds it will get built though, me thinks none.
Seems like the project has staying power.

It's an absolutely gorgeous tower and is every bit as spectacular as Museum Tower, in my opinion. I too doubt it's chances for getting built, but we've been hearing about this for some time, so perhaps there's a real possibility. It would certainly do wonders for that part of downtown!
My surmise is that, given the gestational period of this project, that they are now making a big splash must indicate a somewhat well-founded level of confidence for success.

Some positive development news coming out of Irving's Las Colinas area.
Irving Moves Forward with Economic Development Projects
Irving’s location and resources make it a premier destination for businesses despite tough economic times. City leaders continue to create a successful economic development strategy to provide jobs and expand the city’s tax base. Here are some of the projects that are currently in progress.
Irving Convention Center at Las Colinas (Under Construction)
Construction has begun on the new state-of-the-art convention center. A construction Webcam has been installed and is available for viewing on the Irving Convention and Visitors Bureau Web site where visitors can see the progress. This project has been registered for LEED certification. If awarded this designation, it will be one of only few convention centers to achieve these strict environmental standards. Predevelopment work on an entertainment complex is under way.
Heritage Crossing
More than 70 properties in Heritage Crossing have been purchased to make way for redevelopment. Construction on the first structure has been completed. McDougal Companies has identified the first $35 million in private investment for Heritage Crossing. It includes a retail townhome project on Delaware and Second streets valued at $16 million, and an apartment retail development at 200 N. Main St. valued at $22.4 million. Construction is set to begin this year.
Texas Stadium (Infrastructure Improvements Under Way)
The Texas Stadium site is a location for redevelopment. City Council has approved an agreement with the Texas Department of Transportation to lease the land for $15.4 million and use it as a construction staging location for up to 10 years. Phase one of the reconstruction of State Highway 114 and Loop 12 will provide for the elevation of Loop 12 in time for the construction of the DART Orange Line. During that time, the city has the right to relocate the construction yard to make way for redevelopment.
Water Street
The Water Street development, a mixed-use project, will bring 240,000 square feet of retail space to Irving. Currently, $4.9 million is being used for land reclamation from Lake Carolyn.
Rail Projects (DART Orange Line Under Construction)
The city is looking to capitalize on economic development opportunities through the addition of two rail projects—DART Orange Line and the Burlington Northern Santa Fe (BNSF) commuter rail extension. Steel is already on the ground for the Orange Line, which will run through Irving to DFW International Airport. To maximize the connection with private development, city leaders are promoting the creation of mixed-use development within a quarter mile of each of Irving’s eight DART transit stations. The North Central Texas Council of Governments (NCTCOG) has included the BNSF rail corridor in its 2020 Rail Plan. In addition, the NCTCOG has funded the regional rail study, which will connect Irving, Carrollton, Farmers Branch, Plano and Frisco along 30 miles of existing freight rail.

Developers of the proposed Museum Tower condo project in Dallas' Arts District are adding to their marketing efforts. The 42-story residential tower will be built on a vacant downtown tract across the street from the Nasher Sculpture Center.
Museum Tower builders said this week that they have hired Bobby Dhillon as director of sales for the luxury residential project. Dhillon previously worked in sales for the Residences at the Mandarin Oriental project in Atlanta. Before that, he did sales and marketing for the Residences at the Ritz-Carlton in Dallas.
Groundbreaking for Museum Tower has been delayed, but the developers are seeking buyers for the project.

I sure hope they indeed find new buyers for the Museum Tower. Even if the new owners delay construction for a while I hope they eventually build it at some point. I don't think you could find a better location.

A real estate and sports group has purchased a large development site on the banks of the Trinity River near downtown. The new owners of the 60-acre property on Industrial Boulevard say they hope to build a $500 million mixed-use project anchored by a minor league baseball park – set to open next year.
The team working on the project includes Oak Cliff developer Richard Seib and Reunion Sports Group LLC, a minor league baseball company headed by former Dallas congressman John Bryant and his partner Byron Pierce.
The new owners bought the property with the approval of lenders who recently had posted the land for foreclosure.
A large-scale apartment and retail development was previously planned for the site near Cadiz Street, but that deal fell through.
"We are very excited about the opportunity to develop this property," said Matt Holley, a local builder who is working with Seib on the Industrial development and his $200 million La Reunion Town Center project in Oak Cliff. "There is still a lot of planning to do.
"Our intention is for the ballpark to be up and operational in 2010."

University Co-op, the official retailer of University of Texas apparel and merchandise, is opening its third store outside of Austin, this time in Dallas.
The Co-op has signed a lease for 6,000 square feet at The Lincoln Park Shopping Center on the southwest corner of Northwest Highway and Central Expressway in Dallas, just across from Northpark Mall. The store is slated to open in August.
Officials with the Co-op say the Dallas store was a natural progression after the opening of the first two stores outside of Austin in San Antonio and Houston. The response to those two locations has been overwhelming, they say.
The Dallas store will carry mens', womens' and childrens' Longhorn clothing and souvenirs, including many items exclusive to the Co-op.
“This is a great location for us to present our product to the fans of the Longhorns," said George Mitchell, president and CEO of the University Co-op. “The Co-op has a mission to service the needs of the students, staff, faculty and alumni of the university. This Dallas area store will allow us to continue to meet the needs for all Texas Exes and the many fans of the Longhorns in the North Texas area.”

Texas House OKs UNT law school in Dallas

AUSTIN – Dallas will be home to the state's next public law school under a bill that won tentative House approval today.
Budget woes mean funding for the law school remains uncertain, at least for the next two years. At that point, officials could come back to the Legislature again for funding, or seek tuition revenue bonds instead. But for now, the budget the Legislature is poised to approve does not include the $40 million needed to establish the school.
Still, North Texas lawmakers said simply getting approval for the University of North Texas Law School – which already passed the Senate – is a great achievement. This is the third legislative session in which they've pushed for it.
“We’ve got it to the two-yard line now,” said Rep. Dan Branch, R-Dallas. “It’s a good example for the state and for the region, that if you want to add a new institution of higher education, it’s good to have strong community input.”

GRAPEVINE — How would like to go snow skiing in North Texas in the middle of the summer?
Snow/Sport Entertainment Ltd. planned to announce Wednesday a new project called Texas Alps in Grapevine.
Texas Alps is described as a 590-foot indoor ski slope, part of a 250,000 square foot facility proposed near the Grapevine Mills shopping mall north of Dallas/Fort Worth International Airport. In addition to the ski slope, Texas Alps would also have an indoor ice climbing wall and luge track.
The $70 million project will take about two years to complete and is said to be the first phase of World Villages of Grapevine, billed as a "one-of-a-kind entertainment venue."
There are indoor ski facilities in a number of foreign countries, including France, Germany, Japan and the United Kingdom. Wikipedia reports that at least three are currently under construction in the U.S. in Las Vegas, New Jersey and in North Carolina.
This isn't the first time a North Texas indoor ski facility has been announced. Two years ago, the Bearfire Resort revealed plans for a year-round ski park in Fort Worth with a planned opening in 2009. The status of that project is unknown.

The collections manager shares office space in the basement with a coyote skeleton, three gigantic crystals and a closet full of jarred snakes.
But the Dallas Museum of Nature & Science's cramped quarters in Fair Park will soon be history.
The museum breaks ground today on its spacious new facility, the Perot Museum of Nature & Science at Victory Park, and CEO Nicole Small, for one, can't wait.

That should change in early 2013, when the new building is expected to open. With 180,000 square feet, 30-foot ceilings and a 300-seat theater, it will bring the museum's hidden treasures into the light, Small says.
Even before the foundation is dug in Victory Park, the museum's scientists are scurrying to complete one long-awaited project.
Several ottoman-sized vertebrae from a 65 million-year-old alamosaurus have spent the last eight years in storage, ever since they were dug out of Big Bend National Park.
"We didn't put it together because there was no point," said Small.
Reconstructing an alamosaurus skeleton, up to 80 feet long, was simply a no-go in a building where some dinosaurs already stoop for lack of space.
Now the old chunks of bone are being unwrapped from their plaster jackets. When the new site opens, Small said, the behemoth that once grazed the lush forests of Texas will stand in all its glory on the museum's fourth floor.

Wow, good news for Dallas if it proves true. I can't see them starting on this project anytime soon. Both Houston and DFW's condo market has really taken a hit from the recession and oversupply (especially Dallas). Can't imagine there being a market for this with VP turning out the way it did. But kudos for the vision, especially VP getting the museum because it might give the place much needed help.

A Carrollton-based developer has purchased a partially built Uptown condo tower.
CTMGT LLC – an affiliate of Centurion American Development Group – beat out a group of bidders trying to acquire the uncompleted Heritage at the Stoneleigh residential high-rise on Wolf Street near Maple Avenue.
Work stopped on the building in 2008, and in May of 2009 creditors seeking almost $5 million forced the project into bankruptcy.
The bankruptcy court recently approved sale of the unfinished project for $4.55 million to CTMGT, headed by developer Mehrdad Moayedi.
Moayedi said his firm will move forward to finish the project.
“I’m going to do the same thing they originally planned but with a lower basis,” he said Tuesday.
The Stoneleigh tower is only a concrete shell – about 12 of the more than 20 floors planned for the building and a parking garage were constructed before work halted.
“We hope to start work on the 10 stories that are missing in the next six months,” Moayedi said...

What wonderful news for Dallas! One of the things I am particularly excited about is how Museum Tower is going to visually connect Downtown and Uptown. Plus, with the addition of the second Arts District Tower and the tower that will be built on the Hall site (a.k.a., stonehenge), this is going to become an even more exciting area!

Very good news! This building will just take up the portion of the block inside the loop. I wonder what will go on the portion with frontage on Flora? I wonder if a Modern Art Museum will ever be built in one of these buildings? The Ft Worth one is very impressive, but you have to drive to FW to go to it. There needs to be one in Dallas as well.
