nice photos with the towers nearly complete. Its been a great skyscraper boom in Melbourne with quite an interesting ending since the major projects all happen to be finishing up at nearly the same time. Its good to see them almost done, though, it seems like some of these towers have taken quite a long time.

Quick update on the St. Kilda Road precinct which is based around the a magnificent tree lined boulevarde which leads to the CBD and is lined with skyscrapers generally between 40 and 80 metres high due to strict height controls (apart form a few exceptions like the 162m high Royal Domain Towers :-)

One of my friends visited Melbourne for a school project for 7 weeks, and he loved it and said lots of construction was going on there. All of these projects are amazing. My friend also liked Melbourne a lot more than he liked Sydney, and now I see why!

Hey, I think I can make out Eureka's crown. Going to be a nice building, although the jury is still out on the gold color at the top. I suppose it makes sense for a former gold rush town. Can't wait to see it completed.

It has taken the largest corporate pre-commitment in Melbourne's history but the 20-year development saga at the Grand Central site in the CBD finally appears to be over.

Insurance company IAG confirmed yesterday that it had signed a heads of agreement to lease 27,000 square metres in a 43,000 sq m building proposed by superannuation fund CBUS's construction arm, Australian Super Developments.

CBUS has owned the site, at the corner of William and Bourke streets, outright since 2000 and has been searching for a development avenue ever since. The site has an area of about 6400 sq m, takes up almost a quarter of a city block and is arguably the biggest undeveloped property within the city grid.

None of the parties would comment on the value of the leasing deal but property sources said it was the largest pre-commitment by a non-government tenant in Melbourne.

IAG operates in Victoria under the CGU and Swann Insurance brands and has about 2000 employees in Melbourne across four CBD premises.

Insiders said IAG had also considered moving into the second stage of Multiplex's Southern Cross development in Exhibition Street.

ASD has been sweating on a new project, as Ernst & Young House in Flinders Street is scheduled to be finished early next year and Melbourne's construction cycle slows.

ASD chief executive Kevin Fitzpatrick said yesterday the building to be given the address of 538 Bourke Street was the only new CBD tower with commitment to proceed in 2006.

"For the past four years, we have persevered to get this development started to more appropriately address current market needs with environmentally sustainable performance outcomes," he said.

A detailed design had not been finalised but would feature a five-star Green Star ESD rating the first non-government building to achieve such a standard in Melbourne, he said.

The tower should be completed by the end of 2008 and would be part of a redevelopment of the wider site. That redevelopment would probably include a second commercial tower and a public area with mixed retail and food outlets, and possibly a 4.5-star boutique hotel.

It was not clear which buildings at the site would be kept and which would be demolished. Existing buildings include two 14-storey structures, an 11-storey building and a 122-space car park.

The lease was negotiated by Colliers International's Simon Hunt for ASD and Laing+Simmons on behalf of IAG. Mr Hunt refused to comment when contacted by The Australian Financial Review.

The Grand Central site has a chequered history. Lend Lease bought it for more than $100 million at the peak of the property boom last decade but sold it to CBUS, then in joint venture with David Marriner, for only a fifth of that in 1998. CBUS acquired sole ownership in 2000.

Numerous design proposals have come and gone, including one for an 80,000 sq m-plus building.

CGU chief executive Mario Pirone said the decision to invest in new Melbourne premises reflected a long-term commitment to Victoria. "Reducing our CBD offices from four to one will also increase productivity by cutting traffic between buildings and enabling our people to collaborate more effectively," he said.

ONE of Melbourne CBD's most notorious vacant sites will become the home of Insurance Australia Group following a deal with the site's owners, Australian Super Developments, a subsidiary of industry fund CBUS.

ASD will build a 27-storey building of 43,000 square metres on the site at 538 Bourke Street, on the corner of William Street, after IAG agreed to lease 27,000 sq m. The deal will significantly rejuvenate the western end of the city and is a shot in the arm for the CBD office market, which has had a number of businesses move to Docklands.

IAG, which operates as CGU and Swann Insurance brands in Victoria, will bring together 2000 staff located across four different CBD sites. The building will be branded as CGU.

The site, known as the Grand Central, is made up of the former Jetset building on Bourke Street, a small park and three derelict buildings along William Street, which have been vacant since the mid-1990s. Lend Lease sold the site in 1998 to developer David Marriner's company, Australian Staged Developments, for $20 million. He sold the company to CBUS in 2000, when it was renamed Australian Super Developments.

Among the many mooted developments for the site was a 57-level office tower proposed by Lend Lease in 1991. In 1998, a hotel conversion of the Jetset building was approved, as well as refurbishment of 171 William Street into offices and a restaurant. A small garden was built.

In 2002, the demolition of the William Street buildings was approved for a 27-level building.

ASD chief executive Kevin Fitzpatrick said the rejuvenated precinct was likely to include a second commercial tower, as well as public area with mixed retail, cafe and restaurant outlets and "possibly" a boutique hotel.

The leasing deal will be seen as a boost for the CBD market. ASD is said to have narrowly missed out to Grocon to build AXA Asia Pacific's new headquarters, which opted to move to 800 Collins Street in Docklands. However, it has nearly completed the home of the Ernst & Young Building at the former Herald and Weekly Times Building.

Mr Fitzpatrick said ASD had persevered for four years to tackle market needs, with environmentally sustainable performance outcomes. He said ASD would try to achieve a five-star Green Star rating for the building, the first privately owned building in Melbourne to commit to that level.

Melbourne CBD landlords look set, at last, to see some lift in rents, after years spent looking at a sky filled with cranes and putting up with tenants holding the whip.

The latest Property Council of Australia Office Market Report figures show the vacancy rate for the CBD dropped from 8.3 per cent to 7.5 per cent in the six months to the end of June.

That figure, although slightly above the national CBD average of 6.5 per cent, was the best since January 2003 and was achieved despite substantial provision of new space.

The statistics showed record net absorption of 173,000 square metres, doubling the previous best result posted a year ago.

Colliers International head of commercial leasing Andrew Tracey said that incentives had slid by between 5 per cent and 7 per cent in the past 12 months from a high of about 20 per cent, and that was beginning to push up effective rents.

Since 2003 just under 500,000 sq m of new space was added to the CBD marketplace, increasing its size by 15 per cent.

But that had largely stopped and construction was now in a lull that would last until 2008 or 2009.

Mr Tracey compared the situation to previous stalls in the development cycle when tenants faced rent increases of up to 170 per cent.

Rises of that order were not as likely this time around due to longer-term leases, he said.

"We have filled everything we have built and there is now a shortage of premium space," he said. Things are certainly heading in favour of the landlord."

Threats to the market were more at a macro-economic level than property-driven, he said. "Vacancy rates are all about employment and the economy."

Property Council executive director Jennifer Cunich said Premium, A, C and D-grade markets all reported improvements in their vacancy rates.

"Melbourne's CBD continues to power along," she said.

"In the case of premium grade buildings the improvement was more than 3 per cent.

"While there has been an increase in the B-grade vacancy, this can be attributed to a large supply addition to this segment of almost 22,000 sq m."

Outside the Hoddle grid the news was not as rosy. The relatively small East Melbourne market was one of the worst performing non-CBD markets in the country with a vacancy rate of more than 10 per cent.

The St Kilda Road precinct, which Mr Tracey said was unfairly maligned, also held its ground. The vacancy rate dropped 0.7 per cent to 9.4 per cent.

Elsewhere, Ms Cunich said Southbank posted a modest (0.6 per cent) improvement in its vacancy rate to 8.2 per cent.

"Southbank has traditionally operated with a vacancy rate of between 8 and 9 per cent, so this result probably suggests that the area is at equilibrium levels.

"However, with no significant stock additions expected in the near future, and with the strong growth experienced in this segment, we will probably see steady improvements in the vacancy rate," she said.

Ms Cunich said the encouraging sign for St Kilda Road was that the turnaround was driven by increased demand, not the withdrawal of space.

Knight Frank Victorian managing director Paul Burns said the net absorption looked strong on historical comparisons but the market needed to adapt to provide 100,000 sq m of space annually to meet demand from a growing economy.

"Looking at what is in the pipeline, there is an 18-month period when there isn't going to be any new supply," he said.

A looming undersupply of new apartments in the Melbourne central business district is good news for investors, according to PRDnationwide.

The national real estate agency forecasts that the City of Melbourne residential market will be undersupplied by 2009.

Slowing growth in dwellings, population growth and falling vacancy rates point to the market having started to turn around, luring investors back, PRDnationwide's research suggests.

"We are starting to see the beginning of the new cycle," said Tim Storey, managing director of PRDnationwide's Melbourne corporate office.

"This has largely been driven by improving demand as astute investors pick up affordable properties left over from the last cycle and start to look for new opportunities," Mr Storey said.

"As rents improve, so will the depth of this investor market."

The last development cycle followed pent-up demand caused by rapid population growth.

The CBD's population grew by 36.4 per cent in 2000 to 6963, followed by a 28.6 per cent increase in the number of dwellings in 2001 to 5494.

Development peaked in 2002, when the number of dwellings in Southbank and Docklands grew by 39.6 per cent and 407.9 per cent respectively.

PRDnationwide has identified 2714 apartments at the planning or construction stage in the CBD, including 681 student apartments and 451 serviced apartments.

Across the City of Melbourne - which includes Docklands, Southbank, St Kilda Road and Queens Road - 5320 apartments are planned or under construction.

But dwelling growth will fall by 54.8 per cent this year and 62.1 per cent next year in the CBD, while 90 per cent of apartments in planning or construction are due for completion by 2008.

In common with other capital cities, Melbourne has been characterised in recent months by a tightening of rental vacancy rates as supply and demand become more closely aligned.

Vacancy rates in the CBD were 2.5 per cent in February, compared with 7.6 per cent in October 2002.

Rents in the City of Melbourne and the inner city rose 29.7 per cent and 14.9 per cent respectively between 1999 and 2005.

In March, average inner-city apartment rents were $390 a week, while across the City of Melbourne they were $361 a week.

As supply and demand moved closer together and rental returns increased, investors were poised to return to a market they had largely abandoned over the past three to four years, PRDnationwide said.

Mr Storey said the apartment market had been skewed towards owner-occupiers over the past couple of years, but a return to market fundamentals would create a more favourable environment for investors.

There would not be a development boom, but there should be a pick-up in development of well-located sites.

Industry Superannuation Property Trust (ISPT), Cbus Property and EPC Partners today announced their joint venture to develop the new $700 million South East Stadium Precinct (SESP) at Docklands in Melbourne.

Following an extensive bidding process, the successful Bourke Junction consortium today announced it had entered a development agreement with VicUrban, the state’s sustainable urban development authority, for the project to be known as Bourke Junction.

The five building mixed use project will comprise over 150,000 square metres of built area including the development of two landmark commercial towers; a 250 room hotel; restaurant and bar facilities; and a five level mixed-use building incorporating a medical centre, retail facilities, a business club and gymnasium.

Bourke Junction occupies a prominent site adjacent to Telstra Dome, on the corner of Bourke Street and Wurundjeri Way, and will improve pedestrian access in the precinct through the construction of additional pathways from the Bourke Street concourse, between Southern Cross Station and the stadium, and the establishment of new laneways.

The project’s design initiatives include a blackwater treatment system, solar hot water systems and extensive facilities for cyclists.

The 29 storey northern building will be jointly developed by ISPT and Cbus Property and will incorporate approximately 45,000 square metres of 5 Star Green Star commercial office space as well as approximately 1,140 square metres of retail space. ISPT and Cbus are well advanced in securing office space pre commitments from two major corporations.

The southern building and hotel are being jointly developed by ISPT and EPC Partners. The landmark office building will have a net lettable area of approximately 35,000 square metres over 21 levels, with floorplates averaging 2,000 square metres. The hotel is proposed to house 250 rooms and be a 4 star operation. ISPT and EPC Partners have confirmed leading diversified financial services provider, Suncorp, has committed to the lower rise of the office tower, representing approximately half the NLA.

Both buildings will feature two lobbies, one at a concourse level and one at the Bourke Street level.

Construction is scheduled to commence in the second half of 2008 and the project will be delivered in stages with final completion scheduled for 2012. Architectural firm Hassell are responsible for the masterplan and South Tower, Hotel and central building design and Woods Bagot are responsible for the North Tower design.

The project aims to improve access to and from Telstra Dome but will also provide enhanced connections between Docklands and Melbourne CBD, dramatically easing the foot traffic congestion that currently occurs on event days.

Representatives of the Bourke Junction consortium made these comments at the official launch today.

ISPT Chief Executive Officer, Mr Daryl Browning said ISPT with our partners EPC and Cbus Property are proud to be involved in a project of this scale and significance and shares VicUrban’s commitment to ensure Bourke Junction performs to the highest environmental standards.

“Bourke Junction will be developed to a high environmental performance standard and has been registered for a Green Star design rating. We look forward to working closely with our joint venture partners to deliver a project that will transform this key site into a vibrant business precinct and provide a significant boost to the entire Docklands area,” Mr Browning said.

Cbus Property Chief Executive Officer, Mr Adrian Pozzo said he was delighted to announce the joint acquisition of the Dockland’s premier commercial site.
“This development represents Cbus Property’s third major successive commercial development in Melbourne, having completed 8 Exhibition Street in 2005 (45,000
square metres) and CBW at the corner of Bourke and William Streets (75,000 square metres) which is approaching completion,” Mr Pozzo said EPC Partners founder and Managing Director, Mr Patrick Smith, who initiated and co-ordinated the consortium bid said EPC was proud to be a partner in the Bourke
Junction development and believed the consortium had the right blend of expertise to deliver a truly outstanding development for Docklands and Melbourne.

“Bourke Junction represents an important next step for both EPC and in the continued integration of Docklands with the CBD. We are excited to be involved in
this landmark project and, with our partners, intend to deliver a genuinely design focussed outcome which will be truly exciting for Docklands and all of Melbourne,” Mr Smith said.

Suncorp Executive General Manager, Corporate Real Estate, Mr Peter Affleck said location emerged as a key factor influencing the Group’s selection of the 740 Bourke Street site.

“Feedback from staff workshops indicated that access to a range of transport options and proximity to the CBD were important to our staff,” Mr Affleck said.

“Signage rights at the new premises will also provide us with an ideal opportunity to reinforce Suncorp’s national reach and Top 25 listed company status within Australia’s emerging premier financial services district.”

Mr Affleck said the move to Bourke Junction was also consistent with Suncorp’s national real estate strategy to consolidate its staff in environmentally sustainable, long term A-grade sites.
