Utah supplants Nevada as fastest growing state

By Stephen Ohlemacher

Article Last Updated: 12/22/2008 09:53:21 AM MST

WASHINGTON » Utah is the nation's fastest growing state, knocking Nevada from its usual top spot.

Utah's population climbed by 2.5 percent from July 2007 to July 2008, according to new population estimates from the Census Bureau. Arizona is the second-fastest growing state, followed by Texas, North Carolina and Colorado.

Nevada, last year's fastest-growing state, fell to eighth. Nevada had been among the four fastest-growing states each of the last 23 years.

Only two states -- Michigan and Rhode Island -- lost population from 2007 to 2008.

California remained the most populous state, followed by Texas, New York, Florida and Illinois.

Analysis: Census data shows 8 states could lose House seats

usatoday.net by Brian Snyder, Reuters

Eight states — most in the Northeast and Midwest — would lose seats in Congress in 2010, based on an analysis of Census estimates of 2008 state populations released today.
Iowa, Louisiana, Massachusetts, Michigan, New Jersey, New York, Ohio, and Pennsylvania each would lose a seat, according to an analysis by Election Data Services, Inc.

Five states — Arizona, Florida, Georgia, Nevada, and Utah — would each gain one seat. Texas would be the big winner, adding three seats.

CENSUS: Data shows Utah is now the fastest growing state

The 435 seats in the U.S. House of Representatives are reallocated every 10 years after the decennial Census counts state populations. The analysis uses annual estimates to project changes in 2010.

"Oregon is likely to gain a seat but it's right on the cusp," says Kim Brace, president of Election Data Services. "About 13 states are right there on the cusp battling for the last six seats."

The recent data show big fluctuations in migration trends in the past year. Because of that, it's becoming more difficult to predict what state populations will be in 2010.

"We're seeing some flux and shifts from what we've seen before in these new Census numbers," Brace says. "That will definitely impact the apportionment process."

Utah was the fastest growing state in the population estimates for July 1, gaining 2.5% since July 1, 2007, to reach 2.7 million. Arizona, perennially one of the USA's fastest growing states, held the No. 2 spot, gaining 2.3% between 2007 and 2008, but its rate of increase fell from 2.8% in 2006-2007. Texas, North Carolina and Colorado rounded out the top five, each increasing 2%.

Nevada, one of the states hardest hit by the housing and foreclosure crisis, has seen its growth rate almost cut in half in the past two years. The state grew by 1.8% between 2007 and 2008, down from 3.5% two years earlier. Nevada was the nation's fastest growing state from 2006 to 2007, increasing 2.9%, but ranked No. 8 in the most recent 12-month period. Nevada had been among the four fastest-growing states each of the last 23 years.

Texas was the biggest numerical gainer, adding 484,000 between 2007 and 2008. California (379,000), North Carolina (181,000), Georgia (162,000) and Arizona (147,000) were the other biggest net gainers.

Michigan and Rhode Island, where unemployment is among the nation's highest, were the only states to lose population. Michigan had a net loss of 46,000 people (0.5%) and Rhode Island lost 2,000 (0.2%).

California remained the most populous state (36.8 million), followed by Texas (24.3 million), New York (19.5 million), Florida (18.3 million) and Illinois (12.9 million).

In another reflection of the housing crisis, more people left Florida than moved there from 2007 to 2008. The Sunshine State registered a net outmigration of 9,286.

"This, along with Nevada's dive in growth rank from first to eighth, underscores the depth of the housing crunch's impact on states that grew steadily over the last several decades," says William Frey, demographer at the Brookings Institution. "The bursting bubble has turned dependable growth to shocking standstills."

Parley's Canyon, Another one of many of Salt Lake City's urban corridors. This particular canyon serves
as the thoroughfare for I-80. It has also become a favorite
residential growth area of the metro, accessing three major ski resorts to within minutes of the general metro.
While seemingly remote, this canyon shot is
only a few minutes from the core of 2.5 million people and the western most hub of the world's largest airline.

Frank Gehry's Dream - Mixed-use development: The Point project in Lehi moving forward

...Slowly moving through Lehi City's development approval process, The Point's revised concept plan was unanimously approved in early December. The Point engineers will begin to work with the city's Development Review Committee in the new year. DRC members will help fine tune the approved concept plan, working toward a finalized plan with the necessary infrastructure for the multi-billion-dollar mixed-use project, Lehi Planner Frankie Christofferson said

"There are several elements they will go through," she said. "The water, the drainage, the streets - it's quite a lengthy process..."

Craig Dilger/Daily Herald
Utah State Senator Margaret Dayton and her husband Dr. Lynn Dayton discuss the model on display of the possible new development in Lehi designed by renowned architect Frank Gehry...

...The hotel remains a five-star facility with 250 rooms, 45 stories high - potentially Utah's tallest building. The signature arena will be a spacious 500,000 square feet with 10,000 seats

The concept showed an intercirculatory underground network of roads. More roads will be underground than above the surface of the development.

"The project is going to be very vertical in nature, with a lot of buildings wrapping around one another and on top of one another," Corner said...

...Once the final project approvals are given this summer, construction will begin on the hotel, the arena and the two wakeboarding lakes, Andersen said.

The Gehry development looks beautiful, but who is going to pay to stay in a 5 star hotel in Lehi. SLC can barely support one 5star? Dont tell me that Thanksgiving point is overflowing and needs room for guest, they are barely making it.

delts145

This particular junction of I-15, the new 92 Parkway, future TRAX lightrail extension, and soon to be under construction FrontRunner commuter rail is hardly the agricultural haven that perhaps you once thought of it as. Nor do I think Thanksgiving Point is barely making it. The buildup of class A office, commercial, and residential product has been phenominal over the past ten, five, two years, and even continues right now. This is considered by developers, who actually understand the area intimately, to be one of the hottest junctions, in one of the hottest growth markets, of now the fastest growing state in the nation. This is also the core of the wealthiest and fastest growing demographic in the intermountain region.

The hotel of which you speak is a mixed-use tower, accomodating approx. 200 suites for visitors. I would not consider 200 rooms to be a significant load on the current room total of the metro. Salt Lake City Metro has a half dozen 5 star properties either newly completed or under construction at this writing. Infact, for the past 15 to 20 years the occupancy rate for the metro has been among the highest average in the nation.

No offense meant and believe me I empathize completely, but you sound like your typical 'Laguna Nigel/BYU alumni', who hasn't been fully aware of what is going on here over the past 10 or even 5 years. If you actually lived in any of the many burgeoning communities such as Riverton, South Jordan, Draper, Alpine, Highland, No. Lehi/Traverse Ridge, etc., etc. then you would be as shocked as many long time residents are. My own dual residence of L.A. and Alpine has helped me to see first hand the crazy pace of change in new residential, commercial and tourist growth at this particular location and its surrounding demographic. Even if I'm only absent for six months to a year at a time, the ongoing changes have been stunning.

Of course, the national economy is a bit of a wreck right now, and we'll have to see what kind of effect that has on the long term construction industry in SLC's metro. Prognosticators generally feel that the Wasatch Metro will be one of the softest landings in the nation, and the quickest to change back into hyper-drive. Even now, the Wasatch is considered to have one of a handful of the comparitively best performing, highest growth economies in the nation. The unemployment here is still in the 3's percentile.

Yeah, That particular brand is similar all over the country, much like other brands such as the Courtyard, Fairfield, Garden, etc. I think it's placement up close to the street makes for some good infill. I do hope that the final finish is as interesting as the rendering seems to make it.

Although cold, it sure made for some beautiful light T-Mac. Great Pics as always!! They will give the national crowd a great supply to look at throughout the week over on the Comp. Thread.

Has anyone heard any updates on the Gateway Six? I sure do want to see that office building go up. To me, it's one of the coolest low to mid-rises under proposal. I would imagine it's on the slow track at the moment, due to the economy

Thanks Delts. I was on top of the Regent Street parking garage and messing around with my zoom lens and grabbed a couple of shots of the foothills. It was very cold with light breeze and I didn't have my tripod so the pictures are a little blurry but I think they turned out well. I thought they looked pretty cool after the fresh snow storm that we had. Hope you guys don't mind me posting them here.

A couple of State Street developments:

Here are a few shots of something that has caught my interest on State Street, between 700 and 800 South. It's between Burt's Tiki Lounge and Retrospect. The adjoining storefront is being redeveloped, and a series of ornate, carved, oriental pavillions are being erected in the fenced-in area next to it. I got my answer on what it is today--
a bar and grill, but I forgot the name. There are also some shots of a new Mountain America Credit Union branch.

The Gehry development looks beautiful, but who is going to pay to stay in a 5 star hotel in Lehi. SLC can barely support one 5star? Dont tell me that Thanksgiving point is overflowing and needs room for guest, they are barely making it.

The development will be a main attraction itself. Anything by Frank Gehry is sure to attract anyone's eye, especially on such a busy passage like point of the mountain. It won't have any trouble trapping tourists on their way to southern Utah or even the regular commuters. I imagine the main concern in the long run will be of what to do with I-15 at point of the mountain, it will certainly have to be moved sooner or later to accommodate traffic and provide safer driving conditions. Don't forget there are also the minerals under the bit of freeway there that someone will be begging to pick up one of these days. There's also the question of the prison, which is perhaps on too valuable of land for a prison. We'll see.

Morgan: Growing up without growing out

http://extras.mnginteractive.com/live/media/site297/2008/1212/20081212_011844_Morgan.Co.locater.gif

Morgan » No offense, Riverdale, but Morgan County wants to get off the road that leads to your big-box brand of suburbia.

Same for your glitz and glam, Park City. Morgan is an up-and-coming mountain hub that soon will be the fastest-growing county in Utah, but its residents don't want their kids pushed out by million-dollar mortgages.

http://extras.mnginteractive.com/live/media/site297/2008/1212/20081212_011736_Morgan-county-population-gr_200.gif

Heber City's mix of mountain destinations, hay flats and Main Street milkshakes is more like it, according to Envision Utah planners who worked with Morgan residents to dream up their future.

"If nothing is done, we would wake up probably 30 years from now and, in a lot of areas, we'd look just like the Wasatch Front: You can't tell where one city ends and another begins..."

With developments such as The Cottonwoods, Mountain Green and other Morgan County hamlets are fueling growth that is projected to make Morgan County the fastest-growing county in the next half-century. (Chris Detrick / The Salt Lake Tribune)

As Morgan County grows, county officials hope to channel the growth into rural hamlets, rather than allow unrestricted building across the countryside. Morgan County is expected to add population at 3.8 percent a year for the next half century. (Brandon Loomis / The Salt Lake Tribune)

What's Envision Morgan?

The statewide nonprofit planning partnership Envision Utah spun off a Morgan consensus-seeking project this year, and most county residents favored concentrating growth in town centers while protecting farmlands and hillsides. Now it's up to the Morgan County Council to decide whether to turn that guidance into a new zoning ordinance and preservation tools such as allowing developers to pay farmers for development rights while clustering the resulting homes in town.

Central Metro - Major Water park could be new soccer stadium's neighbor - Council OKs giving developer $15M in tax incentives for the building of the project.

By Rosemary Winters
The Salt Lake Tribune

Sandy » Two hotels and a theme, water park will sprout next to Rio Tinto Stadium in a couple years.

On Tuesday, Sandy City Council gave its OK to plans to offer a developer up to $15 million in tax incentives for building such a project on 6.5 acres Real Salt Lake owns to the north of its stadium at 9256 S. State Street.

The developer -- whose name has not been released -- has presented Sandy with a feasibility that concluded two, 125-room hotels, a 40,000-square-foot indoor water park and 15,000 square feet of retail and restaurants could be successful on the site, a former Ardell Brown RV center.

"Could we build more hotels [in Sandy]? The answer is yes," said the city's Economic Development Director Randy Sant. He also cited hotel statistics that showed, despite the economic slowdown, occupancy rates in the southern Salt Lake Valley have dropped only 3 percent from last year to 68 percent.

Sant insisted "all of the private financing" for the roughly $75 million project would have to be in place before Sandy would "throw one dollar into the pot."

The city's Redevelopment Agency would use the existing Community Development Area around the stadium to channel new property taxes hatched by the hotel/ water park development into the project. Already, Sandy has used the CDA to bond for a $10 million property-tax incentive that went to RSL's $110 million stadium.

With the new project, the city would not bond for the total amount up front, but would instead reimburse the developer, year by year, as property taxes came in, Sant said.

The up to $15 million incentive would cover infrastructure, as much as $1.5 million of the land purchase and a parking terrace. A parking structure would help RSL meet a condition of its public funding package: an additional 1,000 parking stalls within a five-minute walk of the stadium in the next two years.

City Councilman Chris McCandless praised the project as a mechanism for bringing new jobs to Sandy.

"We have a significant downturn in the economy, and I think creating jobs in the community is of the highest importance."

Although Sant would not release the name of the developer, he did disclose that international architectural firm Rosetti, which designed the soccer stadium, has been retained for early design work. Renderings show a pedestrian plaza connecting the two hotels with the stadium.

Central Metro - Nelson Laboratories

I drive pass this everyday on my way to or from work. It's on redwood road and around 6300 South in Taylorsvile. For what it looks like I'm guessing this building will be an Office building of some kind. So far it looks to be at least 3-stories, but it might get taller. These are some big beams.

http://img404.imageshack.us/img404/1238/morebuildings004ki7.jpg

http://img404.imageshack.us/img404/8310/morebuildings005kn1.jpg

http://img404.imageshack.us/img404/3343/morebuildings006tl4.jpg

This is a good infill for this kind of area since this building is going in between two other buildings and that this site used to be a parking lot. Also I like how it looks like this building will go right up to the side of the street and that the parking will be behind it. 3-stories might not be that big of a deal, but for that area this building will stick out. I hope what ever it is it will have a good design.

Does anyone know anything about this project? Or has anyone else from this area notice it also?

Projects, that is Nelson Laboratories property (the building to the north and adjacent parking lot) I interviewed with them over the summer. I remember hearing something about a new fitness facility and expanded lab space for their rapidly growing business.

Nelson Laboratories Breaks Ground On New Building

Nov. 14, 2008 - Nelson Laboratories to add 350 jobs in Utah

Nelson Laboratories will add more than 350 new full-time jobs over the next decade as it expands its operations in Taylorsville.

The company announced the expansion Thursday, after the Governor's Office of Economic Development Board awarded the company a tax credit of nearly $2 million for the project.

"Our decision to further expand our testing capabilities in Utah is based on our ability to access world-class talent, as well as the important partnerships we have developed in the state," Jeff Nelson, president and chief executive officer of Nelson Laboratories, said in a prepared statement.

The facility is expected to be completed by the end of 2009.

The company is a contract laboratory with clients in the medical- device, pharmaceutical/biopharmaceutical, dietary-supplement and tissue industries. It opened in 1985 in Research Park near the University of Utah with five employees and 40 tests and now offers more than 400 microbiological and analytical tests.

The company moved to Taylorsville in 1994, when it opened a 62,000-square-foot facility that maintains 80 labs and a 3,000- square-foot clean room. The company serves more than 4,000 clients in 56 countries from that site, which has more than 320 scientists and staff.

"The new facility, the new operations, will allow them to expand their services, provide for more labs and hopefully expand their operations here," said Jerry Oldroyd, chairman of the GOED board's incentives committee.

GOED board chairman Ragula Bhaskar described Nelson as "recession- proof" and employing many high-quality people trained with technical skills.

Perry said the board has "been trying very hard over the last little while to take care of our own and grow our own," and Nelson Laboratories "is another good example of a great Utah company growing here in Utah."

Nelson said the governor's office, the Utah Technology Council, the Biotechnology Industry Organization and the Economic Development Corp. of Utah "have prioritized the growth of our industry through the development of policy that works to ensure that Utah companies can grow in the state and that our industry is recognized as one of the leading life-sciences clusters in the nation."

Eastern Metro - Park City - Center of Excellence - Under Construction

http://www.ussa.org/magnoliaPublic/dms/other/USSA-Hero-Gallery/USSA-Hero-Large-Gallery/Center-Of-Excellence/CoE_FrontRendering/Center%20Of%20Excellence%20.jpg

PARK CITY, Utah – The U.S. Ski and Snowboard Association is embarking on the most important project in its more than 100–year history, to build a national training and education center in Park City. USSA President and CEO Bill Marolt said the new Center of Excellence represents the strongest commitment to USSA’s athletes, as well as its stakeholders, and embodies the spirit of the sport.
"The Center of Excellence will have a dramatic effect not only on our USSA athletic programs, but also on our sports nationwide," said Marolt, a former Olympian. "It will embody the common belief that USSA and its stakeholders share – the will and the drive to be best in the world!"
USSA’s Center of Excellence will be a state–of–the–art structure designed to serve today’s athletes with world–class facilities and strengthen the development of tomorrow’s Olympic skiers and snowboarders. Construction on the $22.5 million Center of Excellence will begin this summer, with groundbreaking July 18, and will be completed prior to the 2010 Olympic Winter Games. It will be located at Quinn’s Junction, east of Park City near the intersection of State Route 248 and U.S. Highway 40.
"I’m very proud that our organization is able to build this national center to impact all areas of our sports," said Marolt. "This center has been a vision for over a decade and will have the best sport science and training facilities for our diverse athletic needs. It also will provide educational opportunities that will benefit athletes in their specific sport and after their competitive careers end."
"The Center represents our heart and soul," added Marolt. "It is our commitment to the hundreds of young athletes striving for their Olympic dream and will bring all of us, across all sports, together as one great American ski and snowboard team. Furthermore, it will reignite the Olympic spirit from 2002 here in Utah."
The 85,000–square foot Center will be on a five–acre parcel utilizing 20 percent of the land, leaving the remaining property as natural open space. It will blend the best of high–performance athletic facilities including strength–training areas, a gymnasium, a climbing wall, ski and snowboard ramps, trampolines, a nutrition center and rehabilitation facilities. Plus, it will feature educational areas for athletes, coaches and clubs such as a computer lab, multimedia rooms for performance analysis and equipment workshops. And all of the educational resources will be shared with USSA’s 400 local clubs.
This is exactly what we need – it will be a huge asset for us," said World Championships nordic combined silver medalist Bill Demong who like many USSA athletes – Shannon Bahrke, Lindsey Kildow, Graham Watanabe, to name a few – moved to Utah to work more closely with Team coaches, to utilize sport science and to take advantage of the 2002 Olympic legacy facilities.
"In the last five or six years, we’ve seen our temporary training facility grow. Having in–house sport science, in–house testing and our own physiologists will improve our opportunities to succeed," added Demong. "This center will set the standard for NGBs [national governing bodies], not only in this country but around the world."
Marolt praised city officials, including Park City Mayor Dana Williams, for providing leadership in coordinating the project with private landowners and developers over the last few years to make the vision of a center a reality. The Burbidge brothers donated the land as a part of an overall site development plan by the City.
The Center will serve as a magnet for the ski and snowboard sports community in a variety of ways. It will also enhance the value for USSA stakeholders at every level – from the athletes, coaches and staff to clubs, volunteers, corporate partners, donors and other supporters.
Marolt said funding for the Center of Excellence would be supported through the organization's Legacy Campaign endowment that, through the support of generous contributors, is already adding more than $1 million a year into athletic development.
USSA, which has had a presence in Park City since 1974, is one of the largest employers in the community with 150 employees, most of whom are based in Utah. Many of its nearly 200 national team athletes live at least part–time in Park City. USSA manages year–round nationwide development and elite programs including the national teams in six Olympic sports – alpine, cross country, freestyle, nordic combined, ski jumping and snowboarding – as well as two Paralympic sports – disabled alpine and disabled cross country. It provides programs and education for more than 30,000 athletes, officials and coaches in clubs across the country.

Central Metro - Amid National gloom, construction booms in Taylorsville

http://deseretnews.com/article/1,5143,705271704,00.html

TAYLORSVILLE — Despite a national recession, Taylorsville is having its biggest quarter for new construction dollars ever.

"Despite the gloom and doom that's out there, we think we've got it pretty good," said Taylorsville economic director Keith Snarr.

From October through the end of December, officials project the city will issue building permits for $39 million in projects. Snarr credits the boom — the largest since the city incorporated in 1996 — to the growth of local business.

"We've got a good core of businesses that are doing well, and we're having a hard time finding places to put everybody," he said...

Eagle Mountain to annex land

EAGLE MOUNTAIN — City leaders are taking steps to annex land on the west side all the way to Fairfield, while separately turning more agriculture land into commercial uses.
Also, the City Council on Tuesday approved the land use document and master development plan that regulates how a 364-home community in the northeast section of the city will be developed. The nearly 40 acres is to be annexed from Saratoga Springs.

Dubbed Scenic Mountain, the development is to have nearly 10 homes per acre...

Eagle Mountain wins challenge against Census Bureau

http://deseretnews.com/article/1,5143,705270712,00.html

...The census estimated the city's population for 2007 at 17,832. Pili dug in and backed up his claim with additional housing data. The Census then adjusted the population estimate to 19,890.

When the city incorporated 12 years ago it had just 250 people.

"It has grown so inordinately quickly," Jackson said, adding that "the Census Bureau is extremely conservative."

When Pili challenged Census estimates in 2006, it adjusted the count from 12,232 to 17,391, resulting in a 30 percent increase in sales tax revenues, or about $400,000. The 2007 increase gave the city an additional $200,000 from state sales tax coffers...

Southern Metro - Commission lays out plan to revitalize Utah Lake

http://deseretnews.com/article/1,5143,705267912,00.html

LEHI — Utah Lake could one day be restored to its former grandeur under a draft master plan that was unveiled for public consideration Wednesday night.
And, for the most part, dozens of community members said they were on board with Utah Lake Commission's priorities, which include eradicating invasive species, such as carp, promoting the proliferation of June sucker populations and constructing a continuous trail system around Utah Lake...

..."It's a great natural resource for the state of Utah," Reed said. "And ... it could become an economic engine if managed properly."

...The draft master plan focuses on five long-term approaches to restore, revitalize and preserve Utah Lake: recreation, transportation, land use and shoreline protection, natural resources and public facilities. The plan specifies it will support efforts to reduce carp populations and phragmites and the June Sucker Recovery Implementation Program.
Marc Heileson, southwest regional representative for the Sierra Club, said he's impressed to see so many government agencies taking a holistic approach... to weighing the future of Utah Lake. But he said he's concerned the draft master plan doesn't have "teeth to it," especially if developers want to build a causeway over the lake — something the plan does not address....

...The farmland under consideration would double the land mass of Payson and stretch to the Elk Ridge and Salem city limits. It would allow a variety of housing, from low density country homes to upper end estates and a more intense high density housing, parks, ballfields and a landscaped corridor along state Route 198 with meandering sidewalks. It would also include a commercial village.

The plan would protect a long-standing, 400-acre orchard belonging to the Ray Allred family. However, other smaller or "hobby" farms may not enjoy the same protection...

Ogden plans development along river

OGDEN (AP) — The city of Ogden is planning a development along the river featuring shops and restaurants.

City officials say the riverwalk project along the Ogden River would be pedestrian-friendly and would complement a Wal-Mart Supercenter store being planned for downtown. The Wal-Mart is expected to open in late 2009 or early 2010.

Ogden Planning Manager Greg Montgomery says the plans for the riverwalk haven't been submitted and it's not clear when construction would begin.

The riverwalk project and Ogden Shores development — which is to feature townhouses, apartments, lofts, shops and restaurants — would together be part of a proposed downtown redevelopment plan called Renaissance Village.

The story in the Examiner included this site plan as well:

Like it or not, most people in America depend on Wal-Mart to feed and clothe themselves, they might as well have one conviniently located downtown instead of driving to Riverdale to buy the stuff they need.

Also, Wal-Mart will attrach other retail tenants to the area that wouldn't consider locating there without an anchor such as Wal-Mart.

FARMINGTON — It's hard to imagine that the economy is good for anything these days, but it's a good time to buy, especially if you're planning to buy a city hall or other major building.

Three cities in southern Davis County are planning to expand or build new city halls this spring.

And they're doing so in part because they need the space, but also because the sluggish economy means lower prices in construction materials...

Residents of Salt Lake County's growing west side are $428 million closer to light rail in their neighborhoods after Federal Transit Authority officials presented a check for that amount to the Utah Transit Authority on Thursday...

...The money for the Mid-Jordan extension of the TRAX light rail system is the latest installment in the "federal down payment to support Utah's visionary and ambitious effort to develop a world-class public transportation backbone by 2015," Little said. I am just giddy about this project!!

Pretty soon I will be able to hop on TRAX and be downtown in no time! I can ride it one way to work in Day Break, and I can ride it the other direction to school down town! But why does it have to take so f'n long?! I suppose there is a chance that it will finish a little early? I think the other two lines finished a little early if I remember correctly. Maybe late 2010 or early 2011?

The I-15 contractor lied and said it would take "4-to-5 years" knowing they'd be done in three and a half. It makes good P.R., gives them some slack room, and a nice bonus for finishing early.

Now everybody does it. Especially UTA. Remember how they bragged about Frontrunner North finishing "early"?

Funding comes through for mid-Jordan TRAX

$428M » Feds kick in 80% of total tab for line set to open in December 2011.

By Brandon Loomis And Rosemary Winters
The Salt Lake Tribune

Midvale » A federal funding agreement that assures completion of the Mid-Jordan TRAX line is the surest signal that Utah's burgeoning transit system is maturing, Midvale Mayor JoAnn Seghini said Friday at a signing ceremony.

The $428.3 million that the Federal Transit Administration delivered Friday to the Utah Transit Authority marks tremendous progress since Salt Lake Valley voters initially rejected a tax for light rail in the 1990s, she said. This line to West Jordan and others to West Valley City, Draper and the Salt Lake City International Airport will complete a web of transportation alternatives that was hard to imagine when a single rail line opened from Sandy to Salt Lake City in 1999.

"The north-south line is no longer just a line," Seghini said. "We are seeing an integral part of a system."

The Mid-Jordan line, splitting from the north-south line at 6400 South and leading to the Rio Tinto Group's new Daybreak development, is now at least 25 percent complete and on schedule to open in December 2011, according to UTA. Most of the finished work involves signal installation and engineering, rather than track laying.

The grant agreement formally approved Friday represents 80 percent of the project's cost. UTA will cover the rest through sales taxes.

Acting FTA Administrator Sherry Little presented the grant and praised Utah for being at the forefront of a transportation revolution. UTA's start of a rail program back during the buildup to the 2002 Winter Olympics, she added, positions it to have one of the nation's most extensive systems.

"Salt Lake City has been, is and will continue to be ahead of the curve in public transportation," Little said.

The Bush administration has funded the most mass-transit projects in U.S. history, Little said after the ceremony, and she believes the Obama administration will continue the funding stream even in difficult financial times.

"I anticipate that when the Obama folks see future gas prices going up and people sitting in their cars in traffic, they will want to pursue other options," Little said. "I'm really pretty optimistic about the future."

Friday's ceremony was in a vacant lot just east of the rail line's future Gardner Village stop, near the Jordan River. The area is fast being encircled by the plywood walls of unfinished apartments and condominiums along the future rail route. UTA officials said such development, coupled with the massive transit-accessible housing construction emerging at Daybreak, demonstrate the power of rail lines to reshape the valley.

"It's going to be one of the prime places for people to live in this area," UTA General Manager John Inglish said.

The Mid-Jordan line is part of UTA's plans to build 70 miles of new rails by 2015, including the other TRAX lines and a diesel-powered FrontRunner commuter-rail extension from Salt Lake City to Provo.

Streetcar stimulus?
The Utah Transit Authority is studying the possibility of several streetcar lines to link neighborhoods to TRAX, and Salt Lake City has included several in its request for federal economic-stimulus funding under consideration in Congress.

But because the stimulus program is meant to create jobs quickly, it could be tough for Utah's projects to snag money ahead of projects elsewhere that have completed environmental documentation, said Sherry Little, acting administrator of the Federal Transit Administration.

The incoming administration could suspend environmental-permitting rules to speed up projects, she said, but otherwise many other cities are prepared to start work.

"There are projects around the country that are [waiting] on the shelf," she said.

Brandon Loomis

About the route:

» The $428 million federal grant represents 80 percent of the Mid-Jordan line's cost.

» The line will stretch 10.6 miles from Midvale to South Jordan.

» Work is 25 percent complete and is expected to wrap up in late 2011.

» By 2030, the Mid-Jordan line is expected to carry 9,500 passengers.

Men's Fitness magazine has named Salt Lake City the nation's fittest city in its annual ranking.

Following Salt Lake on the list are Colorado Springs, Colo.; Minneapolis; Denver; and Albuquerque, N.M. The magazine says Salt Lake earned the distinction because of its park space and athletically motivated residents.

The magazine conducts a national survey of 50 cities in the U.S. to determine the rankings on its lists.

Salt Lake City wasn't ranked on last year's fittest cities list; Colorado Springs was No. 1. Miami was No. 7 on the fattest cities list in 2008 and Las Vegas was No. 1.
