City Hall officials want to protect the street, neighbors during construction

Park City officials and the developers who want to refurbish the Main Street Mall are scheduled to continue their talks with the local government on Wednesday, bidding to win a favorable recommendation from a key City Hall panel to clean up the lot lines underlying the building.

Similar discussions about other properties typically attract little attention, but construction at the Main Street Mall, which is situated on prime land at 333 Main St., will likely have significant impacts on the street.

The Planning Commission is scheduled to hold a hearing and discuss the project at a meeting starting at 6:30 p.m. in Room 205 of the Park City Library and Education center. The panel might forward a recommendation to the City Council on Wednesday. The elected officials hold the authority in matters like lot lines.

Some of Wednesday's discussion is expected to address measures the developers will put in place in an effort to reduce construction disturbances to nearby businesses on Main Street and neighbors on Park Avenue. The mall sits in a tight location with businesses on the uphill and downhill sides of Main Street and houses on the Park Avenue-facing side.

According to a report to the Planning Commission, City Hall staffers want the measures to detail construction-staging areas, road and sidewalk closures and how the crews will work during busy times like the Sundance Film Festival, Independence Day, Kimball Arts Festival and popular ski weekends. The measures could also address construction deliveries and worker parking, the report said.

The developers want to refurbish the mall into a building with mostly residences on the upper floors and commercial space on the Main Street level. The mall is a hulking building that, with its contemporary architecture, stands out on a street with many Victorian buildings.

An artist's rendering of the Main Street-facing side shows a dramatically altered appearance that more closely resembles other buildings on the street. The mall's existing architecture has long been criticized by people who prefer the Victorian streetscape.

Kirsten Whetstone, the City Hall planner assigned to the project, said staffers have made a preliminary determination that the designs for the Main Street-facing side fit within the local government's strict guidelines in Old Town. Staffers in late 2007 determined the designs that had been proposed then met the guidelines, but they were later tweaked, requiring another favorable determination for the revisions, Whetstone said.

Whetstone said City Hall has received interest in the plans from business tenants in the mall and people who live on upper Park Avenue, the street directly behind the mall. She said some of the businesses had questions about relations between tenants and mall officials, and others had questions about mechanical equipment planned on the outside of the redone building and the construction plans.

She said she expects testimony on Wednesday from nearby business owners and upper Park Avenue residents.

Michelle Downard, a Building Department official who helped craft the proposed measures for the construction crews, said a covered walkway will likely be built to protect pedestrians on Main Street and the crews will be restricted from parking, receiving deliveries and accessing the site from Park Avenue.

She said City Hall wants Main Street traffic flowing as well as possible, but she said there is a "good chance" of partial closures of the street closest to the site.

The developer did not immediately return a phone message seeking comment.

Rick Anderson, who owns the Eating Establishment, a restaurant close to the mall, said he wants City Hall to make sure sidewalks are not blocked during the construction and the workers do not park in Main Street spots. He said he prefers the staging grounds be on Swede Alley and Park Avenue.

"I hope they can get it done in a season. I'm not sure they could," Anderson said. "My concern is traffic not be diverted. So much of Main Street business is dependent on foot traffic."

That is all for now. I have more, but need to sort through them. RFPMCE: you are right. That is the material. They said that they have mold issues come up in lots of hotels in most climates, and cited examples in Vegas and Phoenix, so this is how they build condos now.

The lodge is more than a hotel. The resort has its own destination spa, prestigious restaurant and the Frostwood gondola to The Canyons is about 100 yards from the entrance. If all goes as planned, it will also be encircled by an 18-hole golf course within the next few years.
Its Golden Door Spa is the newest location of the company that developed the "destination spa" or spa vacation concept, Lawrence said...

PARK BUILDING MAKEOVER REVEALED

Recent removal of the scaffolding from around the Park Building has revealed significant restoration of the 95-year-old limestone and terra cotta. Both historic materials have been carefully cleaned and repaired, and many elements have been anchored to the building structure to minimize seismic risk. The decorative parapet was entirely rebuilt with a new stainless steel structure. Severely deteriorated limestone, originally quarried in Sanpete County, was patched with matching repair mortars and a more durable limestone from Wisconsin. Copper sheet metal flashing now protects more surfaces and will help the building shed water and preserve the limestone.

Many historic windows have been restored or have received new sash with insulated glazing, and all other windows have received minor repairs and a coat of paint—but their full renovation will be in the future.

On the interior, fire protection systems—both detection/notification and sprinklers—have been installed in a majority of spaces. The inconvenience to building occupants has allowed a much-improved life-safety situation for all.

Currently wrapped in protective plastic, the bronze statue of John R. Park has been fully restored and reinstalled on a new, matching terra cotta pedestal. Reinstallation of the restored granite stair treads and new granite pavers beneath the portico will allow the front entry to be reopened in April. Some final aspects of the re-roofing and the re-landscaping of the site will complete the effort and will be finalized in time for Commencement.

The State Room, a new music venue, is scheduled to open April 1 on busy State Street in downtown Salt Lake City, a few doors down from the popular Bar Deluxe and a few blocks from the equally popular Burts Tiki Lounge.

Guess it makes sense that one anagram for the venue's name might be A Test Room.

After all, opening a 299-capacity, 3,500-square-foot venue at 638 S. State St., inside the former Children's Theatre of Salt Lake, might be considered a test in any economic climate, but even more so in a recession.

Co-owners Darin Piccoli and Chris Mautz, longtime local music promoters, think the market is ready for more live music, despite recent closures, such as the summer shuttering of west downtown's The Palladium. "Saturation is the last thing this town has," Piccoli said. Piccoli, 36, books talent for Snowbird's summer concert series and the Utah Arts Festival, while Mautz, 38, books musicians for Red Butte Garden's summer concert season.

If anyone has displayed a recent sensibility for knowing whom an audience will buy tickets to hear, it's this pair. Piccoli and Mautz booked Kingsbury Hall's successful shows of Los Lobos and Return to Forever in the past year, while Mautz booked last summer's calendar at Red Butte, where nine of the 14 shows sold out.

"The economic climate should give anyone pause," Mautz said. "We've very conscious of the economic picture. But the State Room has its place, for sure."

Mautz conceived leasing a concert space about a year ago, as he was walking out of a meeting at The Bayou, another club that offers live music directly across the street from the State Room. Mautz saw an available sign posted at the theater, which has been dormant since the winter of 2007.

Like Piccoli, his friend of 10 years, Mautz had thought about creating his own place for years. "I wasn't ready to do this five years ago," Mautz said.

After booking and promoting Utah shows since the 1990s, they believe they know what makes an audience-satisfying experience. The two have developed a business model geared toward busy adults who want to see live music but are loath to go to a show -- especially on weeknights -- where the artist goes onstage near midnight. Mautz and Piccoli say the musicians will start performing at the announced show time so that people can be home at a reasonable hour. "We find it difficult to rally people our age at 10:30 p.m. on a Tuesday," Piccoli said.

Cultivating an audience, much like what is happening at Red Butte, is the aim. Unlike some of its neighboring clubs, The State Room will only be open on show nights, and then only between September and May, with 60 to 80 shows a year. "We're not doing this six to seven days a week," Piccoli said. "We don't want to be bar owners," Mautz added.

Concessions will be available in the lobby, while inside the venue, concertgoers will have different seating options, ranging from pews to fixed seating to cabaret tables.

Mautz wouldn't say how much the pair has invested in the place, which they are leasing. "It's in the tens of thousands, but not the hundreds of thousands," he said.

Charlie Newman, booker of talent at Bar Deluxe, hadn't heard about the new business but speculated that audiences might lose with the competition of another local music venue. "I just hope bidding doesn't go out of control," he said. "I'm worried about ticket prices going through the roof."

Valley Center Towers update.


Valley Center Tower is a three phase Office building project in Murray just off of I-15 and 5300 South. Phase one started back in 2002 and it included a 6-story office building. Phase two would follow with a twin 6-story building and phase three would be another office building that could reach up to 12-stories as well as a parking garage behind the three buildings.
However the developer did not have the funds for the two phases and ended up selling the land and the first building to IHC. Just a few months ago IHC broke ground on the 2rd phase. The 2rd Phase is going to be another six-story building right next to the other building.

Went to Gateway yesterday and took a snapshot of one of my favorite views of some downtown buildings (evident as the use of my icon picture).

It looks different than it did in August of 2007. Now it has cranes and three more buildings in the picture. In another year it'll have four more. I think this is a good place to see all of the City Creek buildings coming up at once.

Tangeld, for a city with a million jaw dropping beauty shots, and unrivaled immediate scenery, you couldn't have picked a more unflattering angle, and even on a dreary overcast morning. You have a real talent there, LOL
I guess we should be glad that unlike many metros, Salt Lake City is not bankrupt and is still building up with so many beautiful new projects. As you pointed out, the skyline itself is changing rapidly, and truthfully there are an infinite amount of more flattering angles to shoot from.

Unlike allot of downtowns upon close inspection, Salt Lake City has an abundance of beautiful plazas and fountains, magnificient, monumental and historical architecture. Even in these difficult economic times, new and exciting projects abound, like the recently completed iconic and stunning library, the conference center with it's jaw dropping roof and main hall, or the multi billion dollar CCC and it's many top quality, stunning buildings under construction.

Wait ten years for a few additions, widen the shot a little to the right to capture that nice peak, and for hell sakes, "take it on a blue bird day!" ;)

I had remembered this shot below from the past, promoting the golfing scene along the Wasatch Front. Notice how beautiful that peak is when you get a little further back. Usually we don't see how impressive those mountains are in back of downtown because all the pics are up close. I think with a decent camera and lens, you could bring the downtown closer, and capture the beauty of the background peaks on the northeast at the same time. Also, while at close to the same angle, it seems like it is a little more flattering to the skyline itself.

Thought you guys might like this shot of SLC from the northeast. We don't see a lot from this angle--and it doesn't do downtown justice, but it's kind of nice to see the Oquirrhs and some of the valley.

Southern Metro ~ Utah Valley
Hundred's of thousands of metro residents live on what are commonly referred to locally as benches. The entirety
of Salt Lake City's eastern metro, running from north to south is enveloped by a dramatic
mountain wall, rising abruptly from the valley floor. This would be the Wasatch Mtn. Range,
from which the Metro takes it's name, "Wasatch Front." In the pic below, we are looking directly from east to west of a typical

It was a great day for skiing, and I was lucky to score some free tickets to Deer Valley. It was verrry crowded.

I know that many people in general might think that the billionaires club really has nothing to do with them. However, I think that most people on this forum in particular can equate the significance of having so many upscale options so close to downtown Salt Lake City and a major international airport. That type of wealth definately spills over into the realization of many options and types of projects for us all, from residential to retail to CEO's establishing their offices closer to the places they love to vacation at.

Man, this pic below from aspiringarchitect shows that this is going to be a pretty major chunk of real estate. Thanks again to Skyguy and AspiringArchitect for the great pics of the Park City area of our metro. There are so many major projects going on up there right now, from the Canyons to Deer Valley. Even in this crazy economy we still have allot of ongoing construction to entertain us.

Hey Green Bro, Yeah, I guess there are some flavor similarities. The Regent has more of a residential feel to it of course. Fox seems more commercial. Hmmm...The feel of the street levels are very similar, from what I can tell in the pics anyway.

As for Sam Weller's moving to a currently undisclosed location downtown, I don't have an issue with it because it's still going to be downtown and something else can take it's place, like a restaurant as Delts suggested.


With a couple of qualifications, I don't have a problem with it either TANGELD. As long as it's not a Carls Jr. that replaces it. A kick butt restaurant/club, w/outdoor seasonal seating would be very cool. I guess we'll just have to wait and see, both where Wellers relocates and who replaces them. I'm thinking that Weller's will be an outstanding plus for another street downtown. Then, if we fill in the Weller's with something new and very positive, this could be a Win-Win situation. I'm definitely not ready to start protesting yet.

While not a lot of details are being said out loud yet, I'm wondering if the lease on that particular location is about to see a significant cost increase. I think with 222 and especially CCC, Regent, Large Broadway Touring Theatre, etc. we're going to see a bit of a gentrification of Main. We shouldn't lament that it's getting more empty, because this is only the process of what will be happening over the next two years, as major life altering projects on Main near completion. Of course, the jury is still out, as far as who will be moving in. So far I've liked the newly established businesses.

Bizjournals, a national network of business publications, rated Provo ahead of every other mid-sized city of at least 50,000 people in the country. mountain wall, rising abruptly from the valley floor. This would be the Wasatch Mtn. Range,
from which the Metro takes it's name, "Wasatch Front." In the pic below, we are looking directly from east to west of a typical

SLC has the best major metro unemployment rate..WHOhoo.


Eighteen of the nation's 100 largest labor markets now have unemployment rates of 10 percent or more, according to a U.S. Bureau of Labor Statistics report issued Thursday.

Three inland California markets are saddled with the nation's worst jobless rates -- 15.7 percent in Fresno, 15.1 percent in Stockton and 13.8 percent in Bakersfield. Toledo has the highest unemployment rate outside of California, 13.3 percent.

Only one major market is below 5 percent -- Salt Lake City, at 4.6 percent.

The list of America's worst jobless rates is a mixture of Sunbelt and Northern industrial markets. Buffalo, according to the New York state Department of Labor, had earlier placed the area's jobless rate at 9 percent.

Twelve of the 18 metros above the 10-percent mark are in California, Florida, Nevada, North Carolina and Texas, states that enjoyed prosperity for most of the decade. Two factors -- the bursting of the real-estate bubble and the subsequent decline of the banking industry -- have hit those markets with exceptional force.

The other six metros on the 10-plus list are in Michigan, Ohio and Rhode Island, industrial states that have been struggling in tune with their manufacturing sectors, especially their automaking plants.

The Bureau of Labor Statistics report includes preliminary data for January.

The market that suffered the worst increase in unemployment during the past year was Youngstown, Ohio, which jumped six points from 7.1 percent in January 2008 to 13.1 percent in January 2009.

A pair of North Carolina markets experienced the second-biggest increases, 5.2 points in the past year. Charlotte and Greensboro both soared from 5.3 percent a year ago to 10.5 percent in January 2009.

Utah Ranked No. 1 for Expected Economic Recovery

In the midst of economic turmoil, federal bailouts, and budget deficits in more than 40 states, a new report from the American Legislative Exchange Council (ALEC) offers a roadmap to recovery based on economic performance trends from states over the last 10 years. The second edition of Rich States, Poor States: ALEC-Laffer State Economic Competitiveness Index shows how the federal bailout of the states may simply encourage out-of-control spending by states, which is up 124 percent over the last 10 years, without requiring them to make the tough decisions needed to bring about financial stability.

“Too many states were too eager to add programs and increase spending during the good times, but we now face very difficult choices,” said Indiana Senator Jim Buck, chairman of ALEC’s Tax and Fiscal Policy Task Force. “While we need to make tough choices to live within our means, we also need to remain focused on policies that foster economic development and job growth as the best solution to our budget woes.”

Co-author and renowned economist Dr. Arthur B. Laffer summarized the report's finding when he said, “States cannot tax their way into prosperity.” Rich States, Poor States presents rankings of the 50 states based on the relationship between policies and performance, revealing which states are best positioned to make a recovery, and which are not.

Laffer and his co-authors, Stephen Moore, senior economics writer at The Wall Street Journal, and Jonathan Williams, director of the Tax and Fiscal Policy Task Force for ALEC, analyze how economic competitiveness drives income, population and job growth in the states. They found that, “states with a high and rising tax burden are more likely to suffer through economic decline, while those with lower and falling tax burdens are more likely to enjoy robust economic growth.”

According to Williams, “The top performing states keep taxes, spending, and regulatory burdens low, while the biggest losers in the book tend to share similar policies of high tax rates, unsustainable spending and regulation.”

“New York earns the dubious distinction of having the worst economic outlook of any state,” according to the report. “The New York governor just might have broken the record for the number of bad ideas he put forward during a recent 17-minute budget address—most notably his 137 proposed tax increases come to mind.”

“As legislators, we know that we are in direct competition with other states for human and investment capital,” said Utah Revenue and Taxation Committee Chairman, Senator Wayne Niederhauser. “Rich States, Poor States has provided invaluable information to strengthen our efforts to reduce tax burdens in Utah and we are happy to again be ranked as the most competitive state in the nation.”

Rich States, Poor States shows that “The decline of California is probably the best evidence that we can present as to the impact of poor state policy making on the economic pulse of a state.” In chapter two, the report contrasts the fiscal policy structures of California and Texas to “demonstrate how economic theory actually works in the real world.”

“California continues to increase regulations, raise taxes and spend profligately,” state the authors. “Texas, on the other hand, has a pro-growth economic environment with a competitive tax system, sound regulations and spending discipline that will help Texas maintain its superior performance well into the future.”

There have been numerous talks about how City Creek Center, freedom tower in NY, and the city center project in Las Vegas are some of the largest projects underway right now in the U.S.

Could it be that one of those might be facing some problems on the horizon?

World Trade Center is also having some financial problems. Larry Silverstein is working very hard to get financing and there is talk of some of the towers that are planned not being built right now. Freedom Tower is above ground and moving very slowly. They are working on the foundation for Tower 4 at WTC but who knows. The one that is the most stable right now is right here in Salt Lake City. Keep going City Creek Center.


That reminds me, this months issue of Wired magazine had an article about using technology to produce little, but excellent results. Also... on my way home from school I always go up to the City Creek Trax stop and transfer trains so I can get a seat. I was just looking at how far the development has come and the fact that it was still going strong and then it hit me... That is Salt Lake City's personal ad, as the city works to move forward with a 2,500-seat theater as the center of an arts and cultural district in the capital's downtown.

"This is an opportunity to get out there and find what interest there is in the project," said Councilman Eric Jergensen, as the city put out a "request for qualifications" from developers this week. "We need to find a partner to help us develop that area into a center of vibrancy."...

Big article in The Enterprise this week about the remodel of the old library downtown into the new store for OC Tanner. They mentioned that they have restored a lot of the old wood-work and have taken off the addition and the planetarium dome. The dome was donated to a planetarium in Orderville, it said. They also mentioned that the project is 100% over budget. It will end up costing around $23 million dollars. However, OC Tanner reassured that their business is doing well. There sales are only off 20-25% compared to their competitors being off as much as 50%. They also said that the market is still there, but people are more discreet when they buy more expesive diamonds and jewelry. They mentioned that they just sold a diamond for $100,000 a couple of weeks ago.

A renowned Utah-based jeweler is working to restore new luster to a historic downtown gem.

Less than six months from now, O.C. Tanner Co. is scheduled to celebrate the grand opening of its new flagship retail store that will be located in the original Salt Lake City library/planetarium building at 15 S. State, next door to the Alta Club.

When completed in September, the store will have 20,000 square feet spread over three floors at a renovation cost of $23 million, according to Curtis Bennett, vice president of retail operations for O.C. Tanner.

O.C. Tanner Co. bought the building from Salt Lake City for $1.2 million in 2007 after submitting plans for the renovation and hoped that upon completion, the new store — replacing the current flagship store at Eagle Gate Tower, 20 E. South Temple, which opened in 2005 — will be similar to the Ralph Lauren mansion in New York.

"It's an old building that's been updated and made to be very modern and contemporary on the inside, but on the exterior it's a very stately building from the turn of the century," Bennett said.

"We hope that people come to this building to not only buy jewelry but to see what it's all about," he added.

Bennett said that one of the unique and eye-catching features of the building would be a three-story etched glass window.

The finished project will boast all of the original windows completely refinished, he said. In addition, the entire structure will be seismically upgraded and outside the store will have its own parking garage to mitigate the limited parking available on the surrounding streets, he noted.

"The exterior of the building will be finished and brought back to the way it was 104 years ago," said Bob Martin, who designs internal elements of O.C. Tanner stores. "The inside will have that tension created of very modern, warm contemporary finishes."

As for what kind of items the store will carry, Martin said that the store will stock gifts and merchandise ranging from $100 up to about $400,000.

"We'll have something in here for everybody," he said.

The building being renovated was constructed in 1905 and served as the city library for about 60 years before eventually becoming the Hansen Planetarium beginning in the mid-1960s.

After the planetarium relocated to the Gateway, the building sat vacant for several years, during which it was used for various activities, including law enforcement SWAT team training, Bennett said.

Obert Clark Tanner, the store's founder, was born in September 1904, the sixth son of a second wife of a polygamous family. He died in October 1993.

After serving a mission for The Church of Jesus Christ of Latter-day Saints in Germany following World War I, he sold seminary graduation pins and class rings from the back of his car — and founded the O.C. Tanner Co. Tanner and his wife, Grace, eventually contributed millions of dollars to various cultural and charitable causes, including the LDS Church, Abravanel Hall and the Tanner Humanities Center at the University of Utah, Bennett said.

Today the company has 1,750 employees, with offices throughout North America, and in London and Tokyo.

"Obert Tanner's dream was to build the most beautiful store in America," Bennett said, "and I think he's going to have his dream realized."
