A vacant retail space on Congress Avenue in downtown Austin could be transformed into a 30-story tower with 135 luxury apartments, office space, a restaurant and a bar. But the proposed project is also notable for what it won’t have: any space for cars.

The project — called The Avenue — won’t include a parking garage or any space for auto parking. It is being billed by its developers as the first “truly car-free luxury development in downtown Austin,” designed to encourage biking, walking, ride-sharing and public transportation.

Nelsen said developers hope to break ground by May 1, 2017. The project is expected to take two years to build. Nelson said his team is still working to secure financing for the project, which he estimates will cost $55 million to $60 million.

Very nice ! Reminds me of http://centromiami.com/ which is also a car free tower.
Is there a height limit in that part of downtown?

Not exactly. There is a setback requirement that makes buildings step back away from Congress Avenue so that they don't block the view of the Capitol dome. Only the older buildings had their tower portions butt against the street. Other than that requirement there is no actual height restriction.

Btw, the crane in the rendering that ATX posted is for the 33-story Aloft Hotel that will also be car free.

Technically no, but the allowable F.A.R. on any given site amounts to one. There is a setback requirement on Congress Ave. to enhance the view of the Capitol when looking down Congress. That's why this project has a setback beginning several floors up.

337 feet to the mechanical penthouse.

321 feet to the main roof.

310 feet to the 30th floor (highest occupied floor).

8th floor setback fronting Congress Avenue (amenity deck) is 80 feet.

This will make it the tallest building in downtown north of 7th Street.

New site plan filed with the city shows a small increase in height from 337 feet with 30 floors to 345 feet with 31 floors.

This is now proposed as an hotel. Although there's a change in use, the design remains the same.

Nice looking building. Although I don’t quite get the whole ‘car free’ fascination. I doubt those inhabiting building will be ‘car free’. The free market will just build a parking structure somewhere else to accommodate clients/residents.

This says it'll break ground in September, which will require demolition first.

The other thing to note about this building is how skinny it is. There is no skinnier skyscraper in Austin.

Building big on the tiny lot comes with definite structural challenges, not to mention the cooperation of the Austin Theatre Alliance, which controls the State and Paramount theaters next door. In fact, 721 Congress and the State share a basement, giving the alliance a say in whatever happens at the corner.

Demo has been underway on the site for most of 2020. The neighboring building is a historic theater that shares a basement with The Avenue, so demolition of the existing one-story building has been very slow.
