World Trade Center (PATH) Transit Hub vs TransBay Terminal
 
New York's World Trade Center Transit Hub cost $4 billion and will serve, by one estiate around 46,000 passengers daily.

San Francisco's new (Salesforce) TransBay Terminal cost $2.3 billion and will serve around 23,000 bus passengers (Muni and A/C Transit), a few thousand "others" like tour operator boardings and Greyhound, and eventually perhaps as many as 33,000 CalTrain passengers by the numbers I could find. Another estimate was for 100,000 daily but that probably includes HSR which may or may not ever come and even BART which is supposed to be connected to the terminal by a block-long tunnel.

Was either worth its cost? Why?
