Interesting to see that Berlin gets a much better rating than the other four mentioned german cities in the category "Best cities in terms of the climate government create". After all it is a coalition of social-democrats and post-communists running the bankrupt city of Berlin and not the allegedly pro-business conservatives and liberal-democrats.

It's an rapport on the views that businessmen have of cities.
