Yeah Newfoundland's system is pretty simple. If a place is incorporated, it is a town. If it is not, it is generally part of a local service district which is simply a collection of people in an unincorporated community that pay a common fee to a neighbouring municipality to avail of a service that it will provide, like fire protection or garbage collection.

To become a city, a municipality has to have the house of assembly enact a city statute for that municipality, ie: the Corner Brook Act, St. John's Act, or Mount Pearl Act, which prescribes the powers of the city, it's government structure, etc... 20,000 is accepted in common practice as the threshold to become a city, but there have been instances where government considered creating a city at a lower population (15,000). So the number isn't set in stone and could be altered for various reasons.

Stephenville + Kippens + Harmon Field. Kippens wasn't down so they formed their own municipality despite government trying to influence them. Stephenville was given Harmon instead and they called it a day. This is why it took 10 years for the base to become part of town. Every decade or so amalgamation talk crops up again and then dies off because Kippens' taxes would double.

Grand Falls-Windsor, I think, would probably be a city if it amalgamated with Bishop's Falls. Even if the population only totals about 18,000 after all is said and done, I think government would be happy to create a city in Central to fill in the "gap" between St. John's and Corner Brook.

I love that Fisherman's Wharf pic too... At first sight, I tend to associate fishing with Atlantic Canada mostly, but the usually-overlooked maritime touch, when present, adds even more coolness to Vancouver IMO.

You could've fooled me into believing that was a pic from the 1980s, except for the cars... (I would suppose that the pale/grainy aspect was achieved on purpose by the photograph... sure, that day looked foggy in the first place, but even at ground level like that?)
