I wouldn't usually bother posting about small towers like this....... but it's kind of different.

No-one, absolutely no-one on OZScrapers thought this would be approved as it takes up the whole site (a tiny 383sqm!) has no setbacks which in itself is unheard of in Melbourne.

This was the original Melbourne City Council refusal decision:

anyhow.......... we were all proved wrong - it was just approved!

The tower (predictably) went to the Victorian Civil and Administrative Tribunal which hears planning appeals, and this is what VCAT said:
