The tower being built in the upper right corner is the ~300M secondary tower. The main tower will be built in the dirt area next to the ramp where the piling rigs are.

Because the rules here are that it's not considered under construction until it's out of the ground.

Unless the diagrams have different rules, that's not what the benchmark is here at all.
