A few weeks ago they announced that the office tower that's also on the same podium has an anchor tenant and is getting built. And so it appears to be. This will be the same height as the hotel.

This is one of the few new buildings in Seattle with a southern-type "parking podium." It's due to the water table. This is all landfill. The residential block (completed) also has public parking for stadium crowds per their land agreement, though if I recall both blocks still have low ratios by US standards.
