"What you may not know about the homes in VA-HI, is that many of these homes have been subdivided into multiple-unit residences. What used to be single-family dwellings are now homes subdivided into 3, 4, & 5 unit apartments."
While there are homes with lower/terrace level apartments and many new ones with guest houses, there is definately not a trend towards turning single family into multi-unit dwellings.
