I think that "Surface Parking" is just what exists now anyway. I voted for A as I'm sure they would still want to build on that lot at some point.
I'm totally with you, rth. That would be the best option (build new terminal bldg between Piggot/CIBC facing James), but this is Hamilton after-all.
