I have suggested a line like this would best serve to connect the airport and Opryland to Downtown. It would have to be a light rail line, not a trolley.
You could probably get a lot of the right-of-way for free from the airport and Opryland. You would have to transfer to the Music City Star line, but it would still be very convenient.
