Actually the city can't. That's one of the big things the Cities of NB want to do is get the City Laws changed so they can do things like Hotel Surcharges and similar. Currently that can't be done unless the province allows it.
But yeah, the amount is pretty trivial for all the benefits it will bring the city. Well in the 'no brainer' category.
