I've pretty much accepted the fact that you shouldn't expect good architecture out of government related projects. I mean, the best you can hope for most of the time is somewhere between meh and barf.
Anyway, I actually like that this was two buildings. When I saw that they were building on the entire block, I cringed at first because I was expecting it would be a single massive (but short) building. Separating the two uses allowed it to be two buildings which gave the the opportunity for a public plaza between the two. It also meant that they're taller being separated into two. Otherwise we'd be seeing a much larger and slightly shorter building. Just look at the federal courthouse. It's a tree stump.
