Perhaps in the evening this may be true, but even then Regina has a number of busy restaurants and bars as well.
During office hours, however, it's not even close. The activity in downtown Regina far exceeds that of Saskatoon. This is particularly noticeable during the spring and summer around Victoria Park. Close to 30,000 downtown works give downtown Regina the edge.
