I ride almost everyday and used to think the same thing, but people actually do. During the rare occasions they have someone checking, everyone seems to have paid. There are a LOT of Eco passes out there. Everyone related to Auraria campus (Faculty, students, administration, etc..) and most anyone who works downtown seems to have one.
