You're asking why a 500-foot tower wasn't completed in 8 months?
I know nothing about construction, but that doesn't sound like a normal construction timetable. Most towers, even basic towers, take well over a year in terms of construction timetable.
This hotel seems to be going up fairly quickly, IMO.
