I'm not sure what any of the above means. Did they consider several other markets originally or for the upcoming campus? Also, the bolded in the last sentence makes it sound as though they aren't 100% positive they will build in the city. Regardless of whether or not they would have considered a high-rise, it is still a loss for the city of Phoenix in favor of more people working and living in the suburbs.
