It's located
here, and the buildings in the background with the scaffolding and metal roof frame are getting similar additions. If you turn 180 you can see a row of buildings with a similar scaled addition. The hole across the street is the site of a U/C tower incorporating the reconstructed facade of what was originally a downtown old-school Zellers:

More recently the old Zellers was home to the Discovery Centre (World of Science type deal) and the notorious Reflections Cabaret (where deadmau5 first performed wearing his mouse helmet). Both have since relocated a couple blocks south.
