Right now, Winnipeg does not need LRT. I think buses are the way to go. They can come and go from the transitway. No need to get off the bus to get on a train. I see that as a big plus.
Why trains? because they're cool and everyone else has a train? I'd love to have a sweeet subway or LRT system. I've love to dream big. But we don't have enough money. It really is that simple.
Anyways, that's my opinion I guess. Everyone's entitled to their own. The Cities made their decisions and I don't want to get into a drawn out debate on this. At least the BRT system is designed to handle LRT dimensions. Will it ever get converted, who knows.
