The above quote makes it sound like it would not start construction until 2016 or so. I'm sure they just left out the word "completed."
Would there be any reason that demo would start in 2014... and they would not start construction until 2016?

Even the below quote is not 100% concrete in regards to the completion ET.

I think it's pretty clear that they mean that construction will be ongoing for about two years after demoliton, with completion by 2017. Otherwise, none of this really makes much sense.
