The QEII redevelopment plan has always included two outpatient facilities: a "community" centre to be located away from the hospital setting; a second "specialized" facility at the Infirmary site. (This would be to accommodate those specialties that require ready access to to surgical and critical care supports.)

This is from the press release from the original announcement in April 2016:

Some of the changes will include:

-- construction of a new space for a specialized outpatient centre that must remain close, or even connected, to the existing Halifax Infirmary building
-- development of a community outpatient centre for services that do not need to be delivered in a hospital setting
According to the timeline found on the project website, planning for the Infirmary project began last fall. A location has not been announced but the former QEHS site and the CBC Bell Road site are likely at the top of the list.

The choice of Bayers Lake is flawed on a number of levels but the expectation was always that the community outpatient facility would be sited to be easily accessed by people travelling from outside metro.
