Anyone catch the light rail icon on Whitewater. It will eventually come, and that is precisely why there needs to be more of a pedestrian focused central core and street access. This property needs to be "The" stop for west downtown, and actually a grocery store is probably better suited for a parcel that abuts the connector so all of the large shipping/receiving can be completely hidden without large walls.
The anchor property could be the CWI property but only as a mixed used development not as a daytime commuter junior college. If retail, especially a supermarket is going to work then more people have to live in the area. Lots more. No way is CWI going to provide that and most of the rest of the empty land in the area is too small to add to population density in a meaningful way.

Not unless P&Z changes the parking overlay from P2 to P1.

FWIW, CCDC probably has a decent bank roll for the 30th St URD already. Has anyone put forth any ideas for what to do first? Parking garage maybe? With frequent shuttles to the CBD?
