Since there already was rumour of Shoppers moving into the Sears area anyways, and that Loblaws now owns Shoppers...connect those possible dots. Also Regina seems to be a test zone for Loblaws regarding grocery so far at Shoppers locations.

OK that sounds plausible. I cannot imagine they would take a whole floor but I can see them really wanting direct street access. It would be fantastic if they opened up some of the outside walls.
