This project is going to cost around 2.3 to 2.7 billion US dollars, and take 4-5 years to develop. Taipei City government takes very serious on this massive project. They don't want failure or it will turn into political catastrophe to ruling party. So the commission of this bid set up financial margin to rule out any company don't have sufficient financial power to do this project. Under the company list provided by Taipei City government, there was no single company can qualify the benchmark set up by commission with its own. So how do they attain this bid? They all formed consortium and establish new company. And all these companies have little capital compare to project construction cost itself.And it is one of main points made by Councillor that they doubt winning consortium don't have enough financial ability because of it has so little capital compare the project itself.
