There are concrete plans in place and there has been for a while actually!
Well, when I say concrete they can be fluid to any changes like no other country can because they don't get bogged down by politics or red tape, so if you write to the developers really quickly before they build something you don't like, or worse still, put something in the wrong place!
I actually agree with goldrusher. Instead of becoming the ultimate destination as per concept, it's become the breeding ground for the worst projects in dubai. There's no coordination between the projects other than where they will go, also the focus isn't on entertainment anymore but on just creating more apartments. Look at each project and you'll see more than half of the space dedicated to apartments or houses.

If someone were to stay in a hotel in dubai what would make them choose to stay here (which is from the city and the beach) rather than go for somewhere near the marina or downtown? Al Bawadi is the only project so far which really has entertainment as a core element rather than an aside. Too bad there are replicas there though.

Also Dubailand is just waaaaaay too big. if it was a tenth the size of what it is now it would be OK but at its current size it's just not feasible. This would not need 15 million tourists a year but more like 100 million to sustain it.
