You have a misunderstanding of the Fulton Street Transit Center. First of all, the tower, as proposed above was midblock. The only portion of the Transit Center above ground will be at the corner of Broadway and Fulton. All of the transit improvements & circulation will be
underground. There are over 1 msf of air rights that could have been sold to help pay for the transit improvements, but the MTA decided not to pursue that.
