"The" Boeing plant? If you mean the main-assembly building in Everett, sure. But Boeing has hundreds of buildings, including many in Everett alone.
It's an impressive win for Milwaukee. I question the massive incentive package though.
Washington State had a somewhat larger package that helped keep Boeing in town a while back, but that was for 80,000 jobs, with a much higher average wage.
