I agree about putting more emphasis and funds into evacuating people, but the art doesn't bother me at all. If you live here it is a part of life that you have to deal with anyway, might as well make it tasteful. At least people will be more aware of where to go and not be wandering all over the city, slowing things down, when evacuation day actually comes like in 2008.
Free rides, meh....
