Just looked at this thread again for the first time in a while and read the article from the Star-Phoenix (linked below) that contained comments from Michael Kazda of EllisDon. What I found particularly interesting was his closing comment in the article:

Below is an excerpt from the original project specifications issued for tender in October of 2012:

Perhaps Mr. Kazda has a different interpretation of "on time" than most of us, but even with an increase to the scope of the parkade work, obtaining substantial completion two years late does not strike me as being "on time". What was originally a 2 year build became a four year build. That's gotta hurt...
