That could mean a lot of things, but perhaps they're trying to flip the entitlements, or some spinoff or affiliate is moving forward on it without them. |
I think from the beginning it was basically the lender bringing them in to get it entitled so the land will sell for more. Guessing the lender that owned it found a buyer
