You are correct. I at least am assuming the building will look like the picture they put up at the constrction site which is clearly a hi-rise. (It's a logical assumption, no?) I don't interpret the picture as "future plans" because it doesn't include the other buildings that we now know are projected for the future. Besides, the actual fact of adding that many floors to an existing, occupied building is very impractical and rarely happens. The most rational path would be to build the whole building now and grow into it.
